PLEASE READ THIS SOLICITATION IN ITS ENTIRETY
Provisions, clauses, and procurement notes that require fill-in information for completion have been grouped at the front of this document after the instructional notes/information below while the remaining items are listed in numerical order. This document is not arranged in the standard Uniform Contract Format (UCF).
DLAD Procurement Notes are incorporated by reference, with the same force and effect as if they were in full text. The full text of a DLAD Procurement Note may be accessed electronically at http://www.dla.mil/HQ/Acquisition/Offers/ eProcurement.aspx and via 'References' on the DIBBS homepage.
Simplified Acquisition Procedures are being utilized as authorized under FAR subpart 13.5
Addendum to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS (TAILORED FOR SIMPLIFIED ACQUISITION PROCEDURES)
This solicitation is a Request for Quotations (RFQ). All references to “offers” in 52.212-1 are changed to “quotations.” The following paragraphs are replaced in their entirety:
(b) The following methods of quotation submission are authorized:
(1) Upload Quote Through DIBBS (Preferred Method)
Available during the solicitation open period.
Search for the solicitation using the DIBBS RFP/IFB/Other RFQs database search and then click the Red "Offer" button on the search results screen (Note: users must be logged in to DIBBS in order to submit their quote through DIBBS).
For additional guidance, refer to https://www.dibbs.bsm.dla.mil/refs/help/Solicitations/DIBBS-Upload-Offer-User-Help.
(2) Email Quotations To [JENNIFER.CUMMINS@DLA.MIL].
A single email cannot exceed 15 MB. Quotations greater than 15 MB must be divided into multiple emails.
(3) Quotations received after the return date/time may only be considered in accordance with “late submissions,” paragraph (f) below.
(c) Period for acceptance of quotations: The offeror agrees to hold prices in its quotation firm for 60 calendar days from the solicitation due date unless a different period is specified.
(f) Late submissions.
(1) Offerors are responsible for submitting quotations so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that quotations are due.
(2) Quotations received after the solicitation due date/time may be considered until the evaluation process has begun.
Once the evaluation process has begun, late quotations will only be considered if the contracting officer determines that it is in the best interest of the Government and that considering the late quotation would not unduly delay the award.
(3) A supplier’s inability to upload a quotation on DIBBS is not cause for extension of a solicitation regardless of the reason for the failure. Refer to paragraph (b) for other authorized methods of quotation submission.
(g) Contract award. The Government intends to evaluate quotations and issue an award based on simplified acquisition procedures in FAR 13.106. The Contracting Officer reserves the right to utilize reverse auctioning to negotiate price under DLAD Procurement Note L09 Reverse Auction (OCT 2016). If the Contracting Officer does not conduct a reverse auction, award may be made on initial quotations or following negotiations with one or more offerors of the Government’s choice. The Contracting Officer will not use formal source selection procedures described in FAR Part 15.
(h) Multiple awards. The Government does not intend to issue multiple awards for different line items since this is a simplified acquisition.
Evaluation Factors For Award
Award will be made to the offeror(s) whose quotation (s) conforms to the solicitation requirements and represents the best value to the Government. Past performance, offered delivery, and price will be evaluated when making a comparative assessment of quotes. An award may be made to other than the lowest priced, technically acceptable, responsible offeror(s).
ANY CHANGES TO TRANSPORTATION METHOD IDENTIFIED IN THIS DOCUMENT MUST BE AUTHORIZED IN ADVANCE BY THE CONTRACTING
OFFICER.
This solicitation is being issued under the First Destination Transportation (FDT) program. If this acquisition is for Foreign Military Sales (FMS) or has an APO/FPO ship-to address, FDT will not apply and normal procedures should be followed.
