About this file
This is a Justification for Other Than Full and Open Competition (FAR 6.302-1) for a limited-source acquisition under Defense Logistics Agency (DLA) Weapons Support (Columbus).
Acquisition Overview: DLA is acquiring 18 Fuel Pump Support items (NSN 2815011941857) on a firm-fixed-price, fixed-quantity basis with no options. The estimated base contract value and total contract value are redacted. This is a resolicitation of the original solicitation SPE7L126T209P, which exceeded the Simplified Acquisition Threshold. The solicitation will be synopsized on or about June 17, 2026, for one day and posted to the DLA Internet Bid Board System for a minimum of 10 days, with sources sought to be posted to SAM.gov.
Justification and Source Control: The acquisition is restricted to a single approved source: Fairbanks Morse, LLC (CAGE 7PZX0, Part Number 23202410 or 23202410-UE). The restriction is justified under 10 U.S.C. 3204(a)(1) because the Government requires spare parts that are form, fit, and functionally interchangeable with parts currently used on the supported weapon system. AMSC code 3/C applies. The approved source retains critical design capabilities, engineering skills, manufacturing knowledge, and technical data not economically available to the Government. A market survey conducted on June 4, 2026, identified CHAND, L.L.C. (0D5X4) as an authorized dealer but confirmed no other manufacturing sources exist. The solicitation includes a DLAD Procurement Note (L04) permitting alternate offers for non-AMSC B items to encourage future competition. The contracting officer certified the acquisition as fair and reasonable and approved the limited-source justification on June 18, 2026.
