About this file

This is a Justification for Other Than Full and Open Competition (J&A) document issued by the Defense Logistics Agency (DLA) Weapons Support (Columbus) for solicitation SPE7L126Q0578.

The procurement concerns the acquisition of 326 units of bumpers (NSN 5340-01-512-0408) for UH-60A, UH-60L, and UH-60V helicopters under a firm-fixed-price contract with fixed quantity and no options. The acquisition is restricted to a single source: Breeze-Eastern LLC (CAGE 08484), the only manufacturer currently approved by the design control activity for parts that are form, fit, and functionally interchangeable with those in use on the supported end items. The authority for limiting competition is 10 U.S.C. 3204(a)(1) under FAR 6.302-1, justified by AMC 3 (acquisition for the second or subsequent time from the manufacturer) and AMSC D (unavailable competitive data). The Government conducted extensive competition research including a Sources Sought notice posted to SAM.gov on 11/14/2025 (yielding no responses), a market survey with two vendors contacted on 11/14/2025, and a general internet search, all yielding no additional sources. Triman Industries Inc (CAGE 0ZBE8), a previous awardee and distributor rather than manufacturer, expressed interest in submitting a quote. The solicitation will be synopsized on 2/24/2026 for one day and posted to the DLA Internet Bid Board System for a minimum of 10 days. Price fairness will be established through price and cost analysis compared against historical prices and certified cost or pricing data. The contracting officer (approved authority for contracts up to $900,000) signed this justification on 2/24/2026, with approval from the Competition Advocate on 3/17/2026.

The use of the authority at 10 U.S.C. 3204(a)(1) is based on:

[ X ] AMC 3. Acquire, for the second or subsequent time, directly from the manufacturer.

The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.

[ X ] AMSC D. The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. AMCS 3, 4, or 5 are valid.

On 12/16/2025, the Product Specialist of record certified the accuracy of the approved source(s) and applicable AMC/AMSC codes. A copy of the certification is attached.

6. The following efforts are being taken to ensure that offers are solicited from as many sources as practicable:

[ X ] The solicitation will be posted to the DLA Internet Bid Board System for a minimum of 10 days.

7. I hereby determine that the anticipated cost to the Government will be fair and reasonable.

A price analysis will be conducted based on a comparison of proposed prices received in response to the solicitation and/or a comparison of proposed prices to historical prices paid. Certified cost or pricing data, when required by FAR 15.403-4, and data other than certified cost or pricing data, will be requested and obtained as necessary to establish a fair and reasonable price, and a cost analysis may be performed on the data submitted.

8. Market Research/Efforts to Obtain Competition:

Sources Sought Notice:

[ X ] A Sources Sought Notice was posted to Contract Opportunities on SAM.gov on 11/14/2025 for a period of five business days and yielded the following results: No responses received.

Market Survey:

Names and CAGE Codes of vendors contacted:

BREEZE-EASTERN LLC (08484)

TRIMAN INDUSTRIES INC (0ZBE8)

Names and CAGE Codes of vendors responding:

TRIMAN INDUSTRIES INC (0ZBE8)

Summary of information received relevant to sourcing (i.e., dealer/manufacturer; intended manufacturing source): Previous awardee 0ZBE8 responded on 11/17/2025 to the request for a market survey by saying that they were going to copy the email to their Account Representative for manufacturer, 08484. The Representative reached out on 12/1/2025 with a completed market survey.

Triman stated that they are a large business, not the actual manufacturer of the item, and that the actual manufacturer is Breeze Eastern LLC (08484). Triman also stated that this is commercial item, but they could not provide percentages sold to the public/ private sector or price lists. Prior award history shows that this item was solicited as a commercial item in the past (Prior MRCDM will be attached). They are interested in submitting a quote for this item, and they estimate a delivery time with no minimum order required.

[ X ] A review of procurement history for potential manufacturing sources other than those listed above Section 5 above yielded the following results (If none, so state): None.

SOLICITATION NO.: [SPE7L126Q0578]

10. The following actions are being taken to overcome barriers to competition before any subsequent acquisition is made:

(All AMSC codes EXCEPT AMSC B)

DLA Weapons Support (Columbus) encourages vendors that may be interested in becoming an approved source, even if there is not an active solicitation, to contact the DLA Weapons Support (Columbus) Source Approval Monitor at DSCCAO-SAR@dla.mil for additional information on the steps required to submit a Source Approval Request Package for evaluation.
