JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
This is a Justification for Other Than Full and Open Competition (J&A) document for solicitation SPE7L126R0060 issued by the Defense Logistics Agency (DLA) Weapons Support (Columbus). The procurement seeks to acquire 164 thermal batteries (NSN/P/N 6135-016188314/P/N 10002250-501) for the Eagle F-15 Jet (19F) weapon system. The estimated base value exceeds $900,000 and requires Competition Advocate approval. The contract type is firm-fixed price with a fixed quantity and no options.
The justification restricts acquisition to a single source—Teledyne RISI, Inc. (CAGE 0EUB8)—under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, citing that the required spare parts must be form, fit, and functionally interchangeable with those currently used on the weapon system and that only this source is approved by the design control activity. The acquisition will be synopsized on SAM.gov on approximately March 5, 2026, for 15 days, and posted to the DLA Internet Bid Board System for a minimum of 30 days. Market research efforts, including a sources sought notice, market survey contacting IPT and Advanced Thermal Batteries Inc., procurement history review, and internet search, yielded no alternative sources. The solicitation includes DLAD Procurement Note L04, permitting vendors to submit alternate offers and request technical acceptability evaluation for future procurements. The document was signed by Contracting Officer Jacob Ran McGee on March 10, 2026, and approved by Competition Advocate William Melendez on March 11, 2026.
