About this file
This is a Justification and Approval (J&A) document for a non-competitive procurement by the Defense Logistics Agency (DLA) Land and Maritime. The acquisition is for 7 ammunition drum assemblies (NSN 1005-01-553-5797) for FA-18 A-D, E/F, and G (Growler) aircraft, with the sole source being General Dynamics-OTS, Inc. The procurement is being conducted under 10 U.S.C. 3204(a)(1), citing that the data needed to acquire the part competitively is not physically available or economically obtainable.
Key procurement details include a firm-fixed price contract type with no options, planned solicitation on 6/6/2024 for 6 days, and posting to the DLA Internet Bid Board System for 30 days. A Sources Sought Notice was posted on 6/4/2024 with no responses received, and a market survey was conducted on 6/3/2024. No alternative manufacturing sources were found during procurement history review. The solicitation contains a DLAD Procurement Note allowing vendors to submit an alternate offer, and DLA Land and Maritime encourages potential sources to contact the agency for potential source approval.
