II. INSTALLATION SPECIFIC INFORMATION
A. BASE
(1) INTRODUCTION
JBER boasts 45 pieces of equipment for the receipt, transfer and issue of over 80 million gallons of jet fuel annually providing Top Cover for America. JBER POL is responsible for 13 facilities, 24 miles of pipeline, and 119 pits/outlets abroad 84,000 acres. These figures contribute to the success of all of our JBER mission partners, which include two flying Wings, one support Wing, two US Army Brigades and 55 tenant units
Due to JBER’s unique global positioning on the map and the ability to mobilize rapidly, JBER is able to support multiple Combatant Commanders’ Areas of Responsibility, which is extremely important to all facets of the Department of Defense mission. Both PACOM and NORTHCOM aerial coverage could not be executed without JBER POL. Some of JBER’s missions include, but not limited to are:
Open Skies Treaty, 176th SAR, E-3 AWACS/C2, CAC (Combat Alert Cell), POTUS, Bi-annual Northern Edge Ex, Bi-annual Open House, 4x Red Flag Ex annually, AMC Hub.
(2) HOURS OF OPERATION
Normal hours for fuels operations are identified below. Contractor must be capable of providing 24 hours x 7 days per week PWS coverage when required including for weather, natural disaster, exercise, or other contingency operations.

*NOTE (2): Fuels Operations shall operate during normal or required extended hours of operation and on observed holidays unless authorized to close by the Wing Commander or designee. If closed, standby personnel shall be identified to MOC and Security Forces and be available to respond within 1 hr.

(4) BASE SPECIFIC REQUIREMENTS
Provide any additional requirements not standard or applicable to all bases.
GRASS: The base provides mowing and weed eating 50 feet from infrastructures. The Contractor is responsible for inside of the 50 feet. Additionally, The Contractor shall be responsible for grass cutting inside of the receipt pipeline valve stations and extending out 10’ from fence line. All grass cutting shall be conducted IAW Facility Custodian guidelines.
SNOW/ICE: The Contractor shall be responsible for all snow and ice removal within their areas of control. The Contractor shall also be responsible for snow removal at each receipt line valve station. The valve station snow removal shall include a walking path to and inside of the valve station fencing. The Contractor shall provide a vehicle(s) equipped with snow plow(s) capable of snow removal in heavy snow conditions. The Contractor shall also; at their own expense, purchase any other snow/ice removal equipment required to ensure snow/ice is removed in a timely manner. The Contractor shall ensure no delay in day to day operations and un-inhibited access for emergency situations.
LOWPOINTS: The Fuels Management Flight will be responsible for all receipt line low points extending from the base fence line to the Bulk Storage Yard fence line. Additionally, the Fuels Management Flight will manage all low points on transfer pipelines outside of the Bulk Storage fence line. The Contractor will be responsible for any low points within the bulk storage yard and Farms 3, 4 and 5.
Fuel Receipts: The Contractor shall inspect the receipt pipeline to include the pipeline itself, all valve stations, low points and high points. The Contractor shall do the inspection one time per receipt any time after the pipeline has been pressurized. The Contractor shall be responsible to inspect the pipeline from the base fence line to the Bulk Storage Yard.
The Contractor shall notify the Fuel Service Center (FSC) once the inspection is completed. Additionally, the Contractor shall report any discrepancies immediately to the FSC. The FSC will report the discrepancies to responsible parties.
GASEOUS NITROGEN: The Contractor shall be responsible to order and replace ATG nitrogen bottles as required. The Contractor shall order the cylinders via a task order in iRAPT
EXERCISE SUPPORT: The Contractor shall provide 24-hour coverage Monday –Friday during exercises. The Contractor should expect five exercises per year.
FARM USAGE: The Contractor shall monitor all systems while in use IAW PWS required publications. Since Farm 3 does not have issue separators, the fuel will flow into the filter separators within Farm 4, and then proceed to the fillstands. If Farm 3 is being used to issue jet fuel to the fillstands, the Contractor may use the following guidance for system monitoring. The Contractor, at his option may elect to remain at Farm 3 while the pumps are in operation and monitor the filter house of Farm 4 IAW the following time requirements. Within 15 minutes of pump activation and hourly after (while in use), the Contractor shall check Farm 4 for leaks and check corrected DP’s to ensure elements are not ruptured or becoming clogged. If the Contractor elects to place a second person at Farm 4 during fillstand ops which utilize Farm 3, the Contractor shall follow established guidance’s listed in the PWS.
(5) FACILITIES
The following on-site installation facilities may be used by the Contractor in performance of the PWS tasks. The facilities may be changed, by the local installation, from time to time to meet mission requirements. The Contractor will be notified prior to any change of location.
