Item Questions - Elemendorf AB, AK And Eielson AB, AK (Both Locations) Responses pertain to DLA-E (Both Locations)
PWS C-5.3.4 States contractor responsibility for mowing and weed control using Base approved methods, where not provided. Is the vegetation control with manual labor or chemical control (tank farm area - are herbicides are used)?
Contractor will perform manual labor in their areas, BCE, Will provide herbicides as needed inside dike areas.
Can a schedule for recurrent Government provided training be provided (during normal work hours)? The nature of this question is to confirm all recurrent training (online and otherwise) can be collateral for current scheduled labor and not be vulnerable to overtime pay.
Training is online with the exception of UST and Spill response (formal instruction dayshift only).
It is unclear in the PWS, is the operations, management and operator maintenance of the automated military service stations operation included under this contract?
Automated Military Service Stations is not on this contract
In the PWS C-5.2.4.4 Cryogenic Issues – It states the Contractor will cordinate cryo serivicing time. Is cryo operations included into this contract? Cryo is not on this contract.
Is the Contractor required to have a Computer Maintenance Manager Software (CMMS) system in place?
Yes, the contractor is required to have CMMS in place.
Is the Contractor responsible to perform the calibration of meters and gauges installed within the Bulk Storage system?
Yes
Is the Contractor required to have bench stock of filter separator elements on hand at Contractor cost of are filter replacements provided under DLA policy?
DLA will replace filters through the Filter Program
8 Does the Contract clean and maintain the oil/water separators? No.
9 Is Cryogenic Storage and Maintenance part of the Contractor duties? No.
Is there any Air Force Training and Air National Guard (ANG)/Air Force Reserve (AFRES) Training required at either of these contract locations?
No.
Does the contractor have the requirement to provide Org Tank Training or is this provided by Fuels Management?
No.
Reference Attachment VI, Section E – Inspection and Acceptance (Supplemental Quality Assurance Provisions)
1. Rev 1, DLA Energy QAP E-34, please confirm whether or not the test for sulfides in water is performed on-site by Contractor personnel. The solicitation document references Attachment VI E35 which requires sulfides test however, full-spec lab analysis is performed by Government laboratory personnel for GOCO bulk storage contracts. Additionally, E-28 requires Contractor to obtain composite samples, maintain retain samples, perform API Gravity, flash point, FSII and Conductivity. This analysis is usually performed by Government lab personnel for GOCO bulk storage contracts. Please confirm whether or not the Contractor is required to perform the lab tests referenced in E-28 (other than a visual sample).
Active Duty Fuels Management lab team performs this service. This is not a requirement for the contractor.

Reference PWS, Appendix AF (3) Workload Information, there is 1 emergency generator for POL facilities within the Contractor AOR. Please confirm if this generator is attached to a specific facility or is mobile in nature?
Mobile, owned by BCE power production and not kept on site
DLA/USACE RM is listed as being provided annually in Appendix AF; however, at the site visit the COR stated that there no DLA/USACE RM was being provided.
Please clarity what level of third party recurring maintenance, if any, is provided?
DLA/USACE RM is provided annually.
Please clarify the level of grounds maintenance that is provided by the government , inside of the bulk storage facility. Appendix AF states the contractor is responsible for mowing and weed eating 50 feet from infrastructures, we assume this to mean the building(s) only, and not along the inside of the fencing?
Contractor is responsible for everything inside fence. Dikes, piping and fillstand all have assigned facility numbers which puts the fence within distance
Reference FARM USAGE – Is the government expecting the Fuel Farms (3, 4 and 5) to be manned anytime fuel is issued from the Farms? If so, will normal Jet A truck fills, that typically occurred after 2300 hours through 0700 hours M-F and after 1600 through 0700 on holidays and weekends, be postponed until the contractor’s operating hours, or will the contractor be expected to respond after hours? If after-hours response is required, please provide the estimated number of occurrences.
The Government is unable to provide histrocical data.

In the event of repair that is needed for compliance of tanks being tested, will the Contractor bear that burden of expense, or will DLA be responsible for therepairs (separate from “empty, inspect, and clean…” clause of SQAP E18 REV 1 1(b))
No, the contractor will not bear the burden of that expense.

Responses to Questions
Although Appendix AF states that over the last year the contractor has never been called in after normal hours, this statement is misleading since under the previous contract the contractor was not required to man the Farms afterhours, even though the Air Force used them without the contractor being present on site. Because of this, please provide 4 years of historical data that displays the number of truck fills that occurred after the contractor’s operating hours, broken downy by day when fills occurred. For example, if more than one truck fill occurred after the normal operating hours on a single day, we will need to know how many fills occurred to determine how often and for how long an employee may be called in after our normal hours to fill trucks.
The Government is unable to provide histrocical data.
Elmendorf AK Only Cont'd
Is the low point drain at Valve Station 6 considered part of Farm 5 and therefore the contractor’s responsibility to drain?
Everything on transfer line is contractor responsibility.
Reference Elmendorf. Are the 3 fill stands used 24 hours per day? If so, are the hours in the PWS truly correct?
No, they will be turned off at 2300 and re-opened at 0700.
Reference Elmendorf: Must the fill stands be manned when in use, including 24 hours per day?
Yes, fillstands/farms will be manned during operations.
With varying schedules for coated and uncoated tanks (and whether an inlet-filter separator is attached), an inventory of tanks without coating, and whether the tanks include IFR (internal floating roofs) is needed – to provide a competitive bid. Can this information be included in first bullet point above [items 1-12]?
JBER- Bulk storage tanks 738,739,and 740 are internally coated and have internal floating pans. Underground storage tanks are internally coated and are taken out of service every 5 years for inspection and cleaning. (API inspections completed based off of last API 653 for above ground tanks (Currently 20 years on Bulk Storage AST's at
JBER).
Information eluded there are underground tanks. This would assume contractor burden of cleaning, testing, etc. (rail car primary and secondary containment).
JBER 773 CES WFSM-Fuels Shop performs all tank cleaning for DLA tanks. The underground tanks at JBER require internal inspection and cleaning every 5 years. In reference to testing and working on UST's Per Title 18 Alaska Administrative Code (AAC) 78, Underground Storage Tanks, requires any person working on any component of a regulated underground storage tank (UST) system to be certified under this chapter and certified in the category of the work being done. The contractor is not resposible for the cleaning of any tanks in this contract.
Reference Appendix AF, II.A(2) Hours of Operation. As neither location shows any LAB hours, who is responsible for the pulling of samples from pipeline, tank trucks and/or railcars? Who performs the LAB work? Please clarify.

Elmendorf is currently enrolled in the SRM Recurring Maint contract, the frequencey is annually.
30 Are contract employees required to enter the dome of the fuel tanks? Yes, to inspect pan gasket.
If employees are required to enter the tank dome, does the contractor provided theself-contained breathing apparatus and required training?
Yes as well as self rescue equipment.
Historically what is the cost of the Contractor supplied Nitrogen iRAPT system and is this available from Fuels Management-Cryogenics of does it have to be purchased off-
Approximately 20 Nitrogen fills annually at $100 each.
As the contractor is responsible for draining low points drains at Tank Farm 3, 4, and 5, is there a GFE bowser provided for the contract to use?
Yes, contractor will be responsible for any damage to GFE.

In the JBER Appendix AF page 4, Where are the 14 average weekly transfer going to? (Farm tanks or Active Duty operational tanks). Both. Typically farms xfers take place on dayshift and AD operational xfers are in the evenings
The summary in FBO is written up as this requirement is for ground fuel bulk storage facilities at Elmendorf AB, Alaska and Eielson AB, Alaska.
The PWS provided refers aviation and ground fuel. What products are expected to be handled in the rhe resulting contract?

Reference Appendix AF, the hours of operation are Mon-Fri from 0700-2100.
However, the Workload Information table states that receipts are performed between 0530-1630. Please confirm start time for normal hours of operation. The hours are adjusted based off the receipt times on receipt days.
Reference Appendix AF (4) Base Specific Requirements, refinery needs 48-hours between receipts to refine next shipment. Please confirm if this is applicable to JP-8 receipts or JP-4 receipts or both? JP-8 only.

354 LRS/LGRF pull all samples. Current contractor has no lab qual'd personnel. Also they don't have an approved facility to run labs.

Are there any confined spaces the Contractor is required to enter? All previous confined spaces were re-classed as 'maintenance points'.
Currently the contractor does not enter any of these maintenance points and there's no one qual'd to do such.
