Item Questions - Elemendorf AB, AK And Eielson AB, AK (Both Locations) Responses pertain to DLA-E (Both Locations) 1 Reference snow removal for both Elmendorf and Eielson. There was a lot of discussion on snow removal at the site visits for both locations. Some believe this requirement will be removed from the PWSs as the contractor is trulyin the business of providing fuels and not removing snow. The cost of the snow removal requirement can be substantial, especially in these areas. Please consider revising the PWSs and please explain how snow removal will be handled both inside and outsidethe fence, for access roads, and for all fuels areas, to include fill stands, low points, high points and valve stations. If a contractor has to price in equipment for this task, the cost of the contract will increase significantly when there is ample equipmenton each of the installations to handle this task.

All roads will be plowed by Base CE. Some roads have higher priority than others. With that being said our contractor should have the means to access (not plow roads) to each of the designated areas they are responsible for (low points, high points and valve stations) where snow needs to be removed. Our contractors WILL be responsible for snow plowing the fillstands and storage area to ensure refueling units have clear access as needed. The Fuels flight has assisted when time permitted to clear snow at storage and this will continue to be the procedures.

2 Reference Vegetation control for both Elmendorf and Eielson. There was a lot of discussion on vegetation control at the site visits for both locations. Some believe this requirement will be removed from the PWSs as the contractors truly in the business of providing fuels and not handling vegetation control. How will it be handled? CE working with local vendors using grow inhibitors seems the best option. Please clarify the contractor’s responsibility for both locations.

All vegetation outside of the storage area will be taken care of by Base CE. Some areas have higher priority than others. DLA contractors WILL be responsible for vegetation control/grass cutting in the storage facilities.

3 Reference Attachment I, PWS, Appendix D, Key Personnel. Is the Terminal Manager or Terminal Superintendent allowed to regularly perform fuels handlers duties? We ask because the contractor who recently won the another Fuels contract, absolutely has the TM handling fuels duties regularly. We were told that's how they bid the opportunity and DLA-E didn’t question it. So, we need to know if this is the new practice and acceptable, so the competitions are fair to all offerors. Allowing a TM or TS to handle fuels regularly, will certainly reduce the price of offerors’ proposals and the contractual costs, but definitely violates the requirement in the current, incorporated PWS. Please clarify the acceptable practice regarding theTM or TS’s duties. It is our understanding the TM should only do these duties sparingly or when absolutely necessary, for limited periods. This is critical in an LPTA procurement that price evaluation ensures adequate fuels handlers plus a TM are priced intooffers. As a minimum, will this be written up after contract start for any companies who don't comply?

EAFB only has a requiement for a TS. The TM/TS should only perform the duties that are assigend to them, not other FTE's tasks.

Yes, this will be written up if not in compliance for this contract.

4 Is the Contractor responsible for Preventive Maintenance under thiscontract? The contractor is only responsible for Preventive Maintenance at Eielson AFB, AK, but not at Elmendorf AFB, AK.

Questions Elemendorf AB, AK Only Response DLA-E Answers for Elmendorf Only 5 Please provide additional information regarding the contractor’s specific responsibility for snow/ice removal.

The Contractor is responsible for all snow and ice removal within their areas of control. Receipt line access roadways and receipt line valve stations are on a priorty list by CE and have very low priority.

The valve station snow removal included a walking path to and inside of the valve station fencing. The Contractor shall provide a vehicle(s) equipped with snow plow(s) capable of snow removal in heavy snow conditions. The Contractor shall also; at their own expense, purchase any other snow/ice removal equipment required to ensure snow/ice is removed in a timely manner. The Contractor shall ensure no delay in day to day operations and un-inhibited access for emergency situations.

6 Since the pipeline access road to valve pits 1 and 3 is approximately ¼ mile long and due to the frequent heavy snows and extreme cold, heavy equipment is often required to clear and maintain the pipeline access road. Will the Government provide any snow removal assistance with the pipeline access road, or any other areas deemed as areas under the contractor’s control?

The Contractor shall provide a vehicle(s) equipped with snow plow(s) capable of snow removal in heavy snow conditions. The Contractor shall also; at their own expense, purchase any other snow/ice removal equipment required to ensure snow/ice is removed in a timely manner. The Contractor shall ensure no delay in day to day operations and un-inhibited access for emergency situations. The base does provide snow removal, however they have priority areas and may/may not get to these areas in a timely manner.

7 Initial communication with POC MSgt Heath Krogmann eluded vegetation – and snow removal exclusion from the solicitation. Can this be confirmed? If not, is there an expectancy to break out the pricing for those services in light of it being separated at the time of bid submission?

Vegetation control and snow removal will not be removed.

8 For snow burdens of heavy snow years, is snow required to be taken offsite? A map for snow location would be helpful.

No, snow removal off base is not a requirement.

9 In the case of contaminated snow, is there a designated location for remediating contaminated snow (ex: load rack exposure)?

The contractor is not responsible for remediating snow removal.

Responses to Questions

10 Reference Attachment I, PWS, and Appendix AF, I.2.b OCONUS. According to the chart in Appendix AF, Preventative Maintenance (PM) at both Eielson and Elmendorf is the responsibility of the Contractor however, we do not see anylists and/or tables that identify the quantity and type of equipment we are responsible for. According Attachment I, PWS, paragraph C-5.3.2.1, the contractor or government could be providing the parts for the PMs.

a. Please confirm who handles PMs, the contactor or the government.

b. Please provide a list of equipment that will require PMs.

c. Is the contractor responsible for the cost of filters and parts that are replaced as part of the PM activity? Or is the contractor reimbursed for all parts and supplies?

d. If the contractor is responsible for the costs of parts and supplies for PMs, please provide a rough estimate, per year, as to the financial obligation associated with PM parts and supplies.

Maintenance is handled by the Air Force. The Air Force took this requirement back from the DLA contractor.

Question Eielson AB, AK Only Responses DLA-E for Eielson Only 11 Reference Appendix AF (5) Facilities, the table references 2 De-icer tanks. Please confirm whether or not the Contractor has any responsibilities in regard to deicing fluids? Eielson Bulk GOCO contractor has no requirement for De-Icer.

12 Reference Appendix AF (12) Automated Information Technology (AIT) Equipment, please confirm if the Contractor is responsible for the tanks shown for South Ramp, Tanker Row and Oscar Row. These are listed in the table but not reflected in the table in (6) Petroleum Storage Tanks.

Eielson Bulk GOCO contractor has no requirement for South Ramp, Tanker Row and Oscar Row.

13 Please confirm if JP-4 is still handled and if not have the associated tanks (68 and 69) and any JP-4 AIT equipment been removed from this contract? Eielson Bulk GOCO contractor has no requirement for JP-4.

14 Please clarify snow removal inside the storage facilities. Appendix AF states CE will provide snow removal for the roads; is anything inside of the storage facilities considered roads?

The contractor is responsible for the fillstand areas to ensure Air Force refueling units can access them to fill trucks and any areas needed to support these operations.

Maintenance is handled by the contractor. The contractor needs to be able to provide an estimate included in the bid that covers maintenance. The filters are provided my DLA.

16 Reference Eielson. We understand construction occurs for five months (May-Sep) during the summer, 7 days a week, 12 hours per day, and that the fuels contractor must escort the construction contractor and be present while theconstruction contractor is working, even on Saturdays and Sundays. This adds 24 hours per every weekend for 5 months since the construction is long-term.

e. Will this be reimbursed to the KTR as the hours are so extensive?

f. Will the hours be placed into the workload?

If the DLA contractor is required to escort a construction contractor, the situation will be addressed under the Changes clause and the contractor will be reimbursed any increase in costs through an equitable adjustment as provided in that clause.

17 Reference Eielson: Is KTR required to escort contractors even on weekends when the fuels area is closed?

Yes, depending on construction workload.

Snow removal and vegeation controll outside of the bulk storage area will be provide by BCE under a priority listing and work order submission by COR. This should be included in the contractors proposal

354 BCE is responable for removing snow.

20 In the case of contaminated snow, is there a designated location for remediating contaminated snow (ex: load rack exposure)?

This would be handled by 354 HAZMAT.

21 As the contractor is responsible for draining low points drains at Tank Farm 3, 4, and 5, is there a GFE bowser provided for the contract to use?

354 LRS/LGRF provides contractor with Bowser/Vac-trailer when needed. 354 LRS currently doesn't have enough bowser's/vac-trailers to provide dedicated GFE.
