1. Would your company be interested in supporting/delivering MRO supplies to ALL countries in each of the two zones as listed in Attachment 2?

Yes No

a. If YES, please provide a brief description on how/why your company would be able to service all locations.

b. If NO, would your company be interested in supporting ONE (1) of the two zones? If so, which zone and why?

c. Please provide any feedback on the layout of the zones. Please identify ALL countries that your firm would be able to support/deliver to (see Attachment 2).

d. Would your firm need to subcontract in order to support all of the countries in the Africa region? If so, please identify ALL countries that would require subcontracted support?

2. For Africa Zone 1, Sub-Saharan Countries: The Government is contemplating multiple award indefinite delivery/indefinite quantity (IDIQ) contracts to support this zone. The Government anticipates that any resultant contract would have a five-year ordering period and no options.

What would be the minimum contract award value required in order for your firm to consider submitting an offer on any resultant solicitation? What would be your firm’s recommended guaranteed minimum?

3. For Africa Zone 2, Horn of Africa Countries: The Government is contemplating a single award IDIQ contract to support this zone. The Government anticipates that any resultant contract would have a five-year ordering period and no options.

What would be the minimum contract award value required in order for your firm to consider submitting an offer on any resultant solicitation? What would be your firm’s recommended guaranteed minimum?

4. Is your firm a current DLA MRO Tailored Logistics Support contractor?

Yes No

a. If YES, which DLA MRO contracts/regions does your firm currently support?

b. If NO, have you contracted with the U.S. Federal Government in the past? Please provide a brief summary of the program/requirements your firm supported, the duration of the contract, the location of performance, and the contract value.

3. For each delivery order awarded under the MRO contract, the TLS contractor is awarded a firm-fixed Management Fee based on the acquisition cost of the material. The Government is contemplating a 10-Tier Management Fee structure for each zone in the Africa region. Offerors would provide a firm-fixed-price Management Fee for each tier in the below matrix:

Proposed Management Fee Tiers 1 < $10 - $999.99 2 $1000 - $4999.99 3 $5000 - $9999.99 4 $1000 - $24,999.99 5 $25,000 - $49,999.99 6 $50,000 - $99,999.99 7 $100,000 - $249,999.99 8 $250,000 - $499,999.99 9 $500,000 - $999,999.99 10 $1,000,000+

a. Please provide any feedback on the proposed Management Fee Tiers (number of tiers, dollar values covered by each tier, etc.).

b. Management Fee pricing would remain fixed for the five-year ordering period.

Please provide any comments/feedback this proposed long-term pricing arrangement.

We appreciate your time. Thank you for completing the questionnaire!
