SPE4AX-25-R-0001
The following updates have been incorporated into this solicitation.
1. The closing date on page 58 has been corrected to March 17th 2025.
2. Section L1.1 has been updated to include the statement “The font size for charts, tables, and graphics should be no smaller than 10 point, and if printed all text is readable.”
3. Page 87 included an erroneous section reference. This has been corrected to reflect “the key personnel functions identified below as well as in Section H Key Personnel on pg 54.”
4. M.3.2.2.3 has been revised to provide additional clarity. It now should read as “The proposal will be evaluated based on the offeror’s approach to identify potential supply chain risks, as they apply to the transition, to meet specific performance standards and provide an approach to mitigate each risk identified to meet the requirements of section
2.4 of the PWS.”
5. Corrected L.2.4.6 and M.4.5 to reflect a two-month transition period.
6. The item “Develop Draft Implementation Plan.” has been removed from PWS 10.3.
7. The statement “The SSR pages will not count towards the Volume 2 page limit.” was added to L.2.1.2(5).
Questions and Answers
Q1. Does the Government want resumes included in both volumes 2 and 3?
A1. Yes, resumes are needed at the factor level.
Q2. Regarding World Wide Demand. Is there a situation where bin stock will be pulled to fulfill these requirements? Who packages and performs this movement?
A2. No, this will never be fulfilled from bin stock. Once an item is placed in a bin, ownership is transferred to CCAD. Once World Wide Demand is activated, as requirements generate, the contactor will receive a deliver order.
Q3. Regarding World Wide Demand orders, PWS 2.4.3.2. Is there a location on CCAD where these will be sent for movement?
A3. No, World Wide Demand orders and DLA Direct delivery orders. They will be shipped to a DLA Depot. See also PWS 2.4.7.2.
Q4. How are CSI items segregated within the bins to ensure no commingling occurs?
A4. Bins with CSI items are labeled as such.
Q5. Please provide samples of type and size of boxes used for kitting.
A5. The boxes used for kitting are provided by CCAD. They tackle boxes range in size from 6 in x 8 in to 8 in x 10 in. Some of the kits are comprised of multiple tackle boxes places in a tote box which range in size from 12 in x 18 in to 20 in x 30 in.
Q6. Please explain the use of the bench stock manual index and how often it is updated and by whom.
A6. See PWS 6.6. The contractor shall provide on a daily basis an electronic report as well as a monthly hard copy list.
Q7. Reference pg 69, M.3.1.1 “proposal must include a copy of its current quality standard”. Please confirm we are looking for the certification letter only.
A7. We just need some sort of proof of compliance/certification.
Q8. Reference pg 87, PWS 2.3. Will the government provide background qualifications requirements for the key personnel positions?
A8. The offeror’s proposal and personnel’s resumes should demonstrate the personnel’s ability to perform the key roles.
Q9. Reference PWS 10.2. Will the Government consider changing the implementation meeting dates? Will the Government provide clarity on the timeline for defining the transition and implementation activities?
A9. The Government anticipates having the two-month transition period begin 6/1/2026.
The Government anticipates awarding this contract by 12/31/25, which should allow for the timeline described in PWS 10.2. The preliminary implementation plan meeting will be within 30 days after contract award, the formal implementation meeting will be held after the initial meeting but within 45 days after contract award, and there is a 60 day period to resolve any outstanding issues.
Q10. Will the Government provide the report format samples mentioned in PWS 6.0.
A10. Yes, the format samples are attached to this amendment.
Q11. Will the Government confirm building 22 is the only facility the contractor will be required to occupy and is furnished by the Government?
A11. Building 22 is the only provided space. There is no rent for the facility. No internal furnishings are provided.
Q12. There are NIINs on the demand history file that show no demands for the last 3 years, is the contractor responsible to provide or purchase them, are they still required? Can a report be provided that shows the CCAD locations for the Demand History File other than the primary warehouse? There are three NIINs on the file that show negative demands in Aug 23 – Jul 24, please explain.
A12. If the item is on contract, the bin needs to be filled. It is possible for bins to have a period of time with no consumption, and an order would not be required. The Demand History File format will not change to include additional bin location information. The NIINs that show negative consumption were due to item returns.
Q13. Will the Government clarify that the Gen II contractor will not be required to acquire off-base facilities, and will not be required to move all CCAD owned material managed and stored by the Gen I contractor?
A13. Building 22 is provided for contractor use. There is no requirement mandating a contractor use off-base facilities. The only material owned by CCAD is material in the bins, when an item is placed in the bin CCAD takes ownership of the stock.
Q14. Please confirm that contractors can install MHE electrical charging stations.
A14. Use of MHE requiring charging stations is at the vendor’s discretion.
Q15. Does the customer track consumption data on the warehouse floor, and is that information provided to the contractor?
A15. Consumption is tracked through deliveries to the bins. This information is provided to the customer by the contractor, see PWS 6.17.
Q16. If the offeror is certified to the higher-level quality standard AS9120, will the Government acknowledge AS9120 as being a higher-level quality standard that contains all the requirements of ISO:9001? Reference FAR 52.246-11.
A16. Offeror’s will need to document on their proposal that they are meeting the requirements of FAR 52.246-11 with “Other process control system that is equivalent to or better than ISO”.
Q17. Is the intent of the Government that the contractor will be responsible to obtain OEM drawings and blueprints and to also require the contractor to perform detailed measurement and inspection of parts per the OEM drawings and blueprints? Is the intent of the Government that the contractor will be responsible to obtain First Article Testing reports?
A17. The contractor is required to meet inspection requirements on the commercially sourced parts. DLA sourced parts require kind, count and condition inspection upon receipt. Items that require First Article Testing are not eligible for the commercially sourced population, the contractor would not be required to obtain any First Article Testing related documentation.
Q18. Is the intent of the Government that the contractor will be responsible for being in possession of drawings and material specifications for material provided by the OEMs and the proper manufacturing and function of parts manufactured by the OEMs?
A18. The contractor is responsible for ensuring that they are able to comply with the PWS requirements.
Q19. Is the intent of the Government that the contractor will be responsible to implement the information security processes identified in NIST SP800-171 at contract award or soon after that date?
A19. The awardee will be expected to be compliant with the clauses listed in the contract.\
Q20. Request for clarity on unit of issue.
A20. Please see the updated pricing sheet “CCAD Gen II Pricing Worksheet.v3”. All quantities are listed in “each”(EA), for consistency.
Q21. There were a few instances of kitting quantities not being captured in the roll up to the core list tab. There were also instances of old or incorrect FSCs being matched up with NIINs.
A21. These have been corrected, please see the updated pricing sheet “CCAD Gen II Pricing Worksheet.v3”.
Q22. For the annual EPA, which Producer Price Index (PPI) will apply for these parts?
A22. See procurement note C09 - ECONOMIC PRICE ADJUSTMENT – DEPARTMENT OF LABOR INDEX, on pages 42-45 for the breakdown of which PPI applies by FSC.
Q23. Is the Transition Manager a temporary position (during the transition), or a permanent position?
A23. It is up to the offerors to propose how they will utilize positions.
Q24. Would the Government consider making this a “dual hat” position of the Program Manager?
A24. It is up to the offerors to propose how they will utilize positions. There is nothing prohibiting this from being a “dual hat” position.
Q25. Can the PID text document be provided in another format? There appears to be a discrepancy between the approved part numbers listed in the PID and what shows up in Haystack.
A25. The PID text document will not be provided in another format. The difference between which part numbers appear in Haystack and what appears in the PID is the PID shows only acceptable part numbers and CAGEs
Q26. Reference L.2.1.2. Due to the number of pages comprising each Summary Subcontracting Report (SSR), would the Government consider excluding the SSRs from the Volume 2 page count?
A26. The SSRs will be excluded from the page limits.
Q27. If multiple part numbers are available within a NIIN, will the Government specify which part number is needed per NIIN?
A27. The acceptable part numbers are listed in the PID.
