Justification for Other Than Full and Open Competition for Non-NSN and LSN Acquisitions
This is an AVN Form S55 justification document submitted by the Defense Logistics Agency for a sole-source acquisition. The procurement is for a Trumpf TruLaser 7040 Laser Cutting Machine with turnkey services, including training, technical data, IUID, installation, rigging, and shipping. The item is identified with part number 3431-N000001797, with a quantity of one and an estimated value that has been redacted. The acquisition is structured under Federal Acquisition Regulation (FAR) Parts 12, 13.5, and justifies the use of 10 U.S.C. 3204(a)(1) authority permitting acquisition from a single or limited source because the Trumpf model 7040 is the only laser cutting system that can be retrofitted to replace an existing CNC laser cutter at Tinker Air Force Base's Sheet Metal Shop. The existing Trumpf Model 7040 CO2 laser has reached the end of its usable life and requires replacement. The computer program controlling the cutting operation is currently loaded on the Trumpf machine's controller, making the Trumpf Model 7040 the only viable replacement option without requiring reprogramming of the duplicative cutting library.
The sole identified source is Trumpf Inc. with CAGE code 65826. The justification confirms that a market survey was conducted on or about August 18-25, 2025, with inquiries sent to two potential sources: Mid Atlantic Machinery (CAGE OUNED) and Sierra Victor Industries (CAGE 6FRB4). No responses were received regarding capability or interest. The contracting officer (Randell Hardy) and Competition Advocate (Yolanda Calvin Maupiu) approved the justification on January 30, 2026, and February 4, 2026, respectively. The approval threshold is between $900,000 and $20,000,000. The solicitation will be synopsized on or about January 21, 2026, and future procurements will be evaluated for competitiveness as appropriate. Duplicative costs resulting from the specialized controller programming have been calculated and are detailed within the document.
