About this file
This document is an Amendment of Solicitation/Modification of Contract for two Computer Numerical Control (CNC) Horizontal Boring Mills at Puget Sound Naval Shipyard. The solicitation (SPE4A8-25-R-0009) has been extended to close on October 8, 2025, to provide time for answering vendor questions. The procurement includes multiple line items for two Fives Model PT 1500 Plain Table Horizontal Boring Mills with Integrated Contouring Head, with associated services such as tooling, training, technical data, IUID tagging, foundation preparation, installation, and equipment removal.
The amendment addresses numerous technical and logistical questions from potential vendors, including installation requirements, electrical connections, foundation removal, site preparation, and work scheduling. Key details include a 406-day delivery timeline, delivery to Bremerton, Washington, and specific requirements for electrical systems, foundation design, and equipment removal. NAVFAC will review design submittals, with 20 business days allocated for initial review and 10 days for revisions. The contract requires professional engineer stamp on construction drawings, and some work must be performed during back shifts or weekends to minimize disruption to shipyard operations.

The purpose of this amendment is to:
1. The solicitation SPE4A8-25-R-0009, for Two (2) Computer Numerical Control (CNC) Horizontal Boring Mills –Fives Model PT 1500 – Plain Table Horizontal Boring Mill with Integrated Contouring Head (ICH) in accordance with Purchase Description VIBB 22-25-1009, Dated 26 March 2025, close date will be extended until COB 08 October 2025. The purpose of the extension is to provide answers to questions:
Vendor Questions:
1. (PD) 3.10. Installation. Contractor shall be responsible for attached Installation Responsibilities chart and Local Documents Attachment A for site specific facility requirements. Installation shall comply with EM 385-1-1 and UFC 3-301-01. Installation maximum allowable space (L,W,H) shall be 34 feet x 34 feet x 17 feet and IAW Attachment B.
Will the construction design be reviewed by NAVFAC?
2. (PD) 3.10. Installation. Contractor shall be responsible for attached Installation Responsibilities chart and Local Documents Attachment A for site specific facility requirements. Installation shall comply with EM 385-1-1 and UFC 3-301-01. Installation maximum allowable space (L,W,H) shall be 34 feet x 34 feet x 17 feet and IAW Attachment B.
How many working days will NAVFAC review period be limited to?
3. (PD) 3.10. Installation. Contractor shall be responsible for attached Installation Responsibilities chart and Local Documents Attachment A for site specific facility requirements. Installation shall comply with EM 385-1-1 and UFC 3-301-01. Installation maximum allowable space (L,W,H) shall be 34 feet x 34 feet x 17 feet and IAW Attachment B.
Is there a specification or standard required for the construction design?
4. (PD) 3.3.19.2. Facility Electrical Connections. Electrical connections made to the facility electrical system shall conform to NFPA 70.
Will a load study and arc flash study be required on the power sources as part of this contract?
5. (Attachment E) 1.1. Removal of Existing Giddings & Lewis Horizontal Boring Mill. The Government’s installation site for Machine #2 is currently occupied by a Giddings & Lewis HBM. The existing HBM shall be removed by the contractor once Machine #1 has been fully accepted by the Government. Equipment removal shall include the existing HBM and all associated equipment including but not limited to the machine, electrical cabinets, hydraulic power unit and chiller, deck plates, outrigger supports, disconnect switch A, and all strut, conduit and conductors back to the connection point at overhead Buss B-5-44. The contractor shall submit a phased removal, disposition, and installation plan.
Attachment E, paragraph 1.1 states that machine 2 needs to be fully accepted prior to removal of existing Giddings & Lewis machine. Is there a period the government will require to familiarize themselves with the new machine 2 prior to removal of existing Giddings & Lewis machine?
If there is a period required such as 6 months, we will need to account for this in the total duration of the contract. How do we proceed with final acceptance on the first machine so there is no down time on the existing machine?
7. (Attachment E) 2.1. Phased Removal, Disposition, and Installation Plan. Prior to beginning equipment removal, the contractor shall submit a phased removal and disposition plan for a 10 working day Government review. The plan dates shall include Government acceptance date of Machine #1, start dates for equipment removal, equipment movement dates, date equipment will arrive at Navy designated scrap facility or DRMO. Equipment Removal and Transportation Requirements. The Contractor shall remove or relieve any sources of stored energy (gravitational, mechanical, electrical, etc.) that remain within the equipment. The Contractor shall remove bulk fluids, dirt, and debris and manage this waste as designated by the Government in Attachment A. The Contractor shall be responsible for all lifting, rigging and transportation of the equipment to a designated Government scrap facility within a 50-mile radius of Puget Sound Naval Shipyard (PSNS). The contractor shall have the transport vehicle weighed at the PSNS Building 535 scale house before and after the equipment is loaded onto the vehicle. The contractor shall be responsible to clean any residual fluids, dirt, and debris found to have leaked from the removed equipment for a period of two (2) weeks after removal.
If the existing Gidding & Lewis machine is to be turned over to DRMO, it will need to be carefully disassembled, labeled and protected so it is possible to reassemble. This will add significant cost to the equipment removal scope as compared to removal for scrap. Should we plan on removal for DRMO or removal for scrap?
8. (PD) 3.3.19. Electrical System. Each machine shall conform to NFPA 79 or equivalent ISO/EN/DIN/JIS standard. The existing electrical power source available at the installation site is 240 VAC, 3-phase. The contractor shall establish electrical connection at overhead bus duct which is approximately thirty (30) feet in elevation. The machine’s electrical system shall be tolerant of voltage fluctuation of ± 10 percent. The electrical system shall be complete, including transformers required to modify the existing source voltage to the proper operating voltage of the equipment. A properly rated and fused single disconnect device, controlling all electrical power to the equipment, shall be utilized on the machine with means of lockout in the off position only.
PAGE 3 OF 11 PAGES
The wire in the disconnect located on Column C4 resembles the appearance of asbestos insulation. Could the government test this wire insulation for asbestos? I do not see that this has specifically been tested in the environmental reports. If not, should the contractor plan on this being asbestos?
I do not see that this has specifically been tested in the environmental reports. If not, should the contractor plan on this being asbestos?
10. (Attachment D) 3.13. Storage. Lay-down area(s) will be provided within the vicinity of the installation site for storage of Contractor’s materials and tools. The Contractor shall submit an Area Outage Request to the Receiving Activity’s Point of Contact no later than 20 business days prior to the outage date. The Government does not accept responsibility for security of Contractor’s materials or tools. The area must be kept clean and orderly, free of rags, paper, and other debris. Failure to maintain the area in a clean condition may result in the loss of the area. The Contractor shall be responsible to restore the storage area to original condition after use.
Attachment A only shows the designated machine areas and does not show designated laydown areas for staging.
Attachment D references laydown areas for materials and tools only. The site location of machine 2 appears to be a laydown storage area for the shops. Will the government be responsible for clearing this area prior to turn over to the contractor?
Machine 1 location has some items around the exiting Giddings & Lewis machine such as tool cabinets. Will the government be responsible for relocating all items they want to keep prior to turning over the area to the contractor?
This project will require laydown space around work site as well as outside for parking and equipment. Will the government allow sufficient laydown space to complete this project?
13. (PD) 3.10.6. Existing Foundation Removal for Machine #2. The existing foundation supporting the existing equipment outlined in Attachment D shall be completely removed. Any excavated area not being occupied by the new foundation and machine shall be filled with CDF and capped with concrete with the same thickness of the existing floor slab. The concrete cap shall have rebar grid that is doweled into the existing slab.
There are existing foundations located at machine 1 and 2. Are there record drawings of these foundation available?
14. (Attachment A) – questions (Electrical): Site visit indicated additional questions that are not indicated in SOW or Attachment A:
Column C2 has a transformer and panel that will be in the way of the machine 2 installation. Is the contractor responsible for relocating or will the government complete that prior to turning the area over to the contractor?
15. (Attachment A) – questions (Electrical): Site visit indicated additional questions that are not indicated in SOW or Attachment A:
There is an existing stainless steel disconnect located on column D2 that feeds power to the existing Giddings & Lewis machine. Is this disconnect to be replaced and upgraded to current code requirements?
16. (Attachment D) 4.1. Regular working hours. All work is to be performed during PSNS & IMF regular work hours from 7:30 a.m. to 4:00 p.m., Monday through Friday, except for Federal Holidays. Work performed outside of regular working hours requires notification two business days in advance for consideration and approval. Work that disrupts the normal operations of PSNS & IMF will be required to take place outside of regular working hours/days mentioned above.
Disruptive work may include excavation and movement of equipment through buildings.
Demolition of the existing foundations will require breaking up the concrete. This can be completed in several ways with varying costs. The most cost-effective method is to use an excavator with a demo hammer as used on prior projects. Will this method be allowed?
