About this file

This document is a Justification for Other Than Full and Open Competition (AVN Form S55) for DLA Aviation's acquisition of a 22 Ton Press Brake. The requirement is for a sole-source procurement from Kitamura Shokai Co., Ltd. for an Amada HG2204 Press Brake to integrate into the U.S. Naval Ship Repair Facility Yokosuka's existing manufacturing cell. The justification stems from the unique network compatibility of Amada equipment, which uses a specialized Bend Model File (BMF) data exchange system that cannot be replicated by other manufacturers.

The procurement is being conducted under 10 U.S.C. 3204(a)(1) for an acquisition from a limited number of sources. Previous attempts to integrate non-Amada equipment have failed, resulting in inoperable machinery. The OEM is unwilling to sell data rights, making full and open competition impossible without costly reverse engineering. The solicitation will be synopsized on Federal Business Opportunities on 12/16/2024, with the contract to be awarded as a firm-fixed-price agreement. The government has determined the cost will be fair and reasonable based on commercial pricing techniques and negotiation procedures.

20 TON PRESS BRAKE 1

DETAILED DESCRIPTION

DLA Aviation (VICA) has a sole source requirement for one 22 Ton Press Brake to include Tooling, Training Technical Data, IUID Tag, Shipping, Installation/Rigging, Foundation and Removal of Existing Equipment.

asic Requirement: One Amada HG2204 Press Brake to integrate into the Amada Network manufacturing cell.

The statutory authority permitting other than full and open competition is 10 U.S.C. – Available from only one or limited number of sources.

The acquisition is restricted to the only source(s) of supply known to have the capability of furnishing the required supplies/ services. Source(s) are:

JS473 KITAMURA SHOKAI CO., LTD

U.S. Naval Ship Repair Facility (SRF) Yokosuka fabricates and repairs sheet metal componentsand parts for Class Destroyers (DDGs), Ticonderoga Class Cruisers (CGs), Nimitz Class AircraftCarriers (CVNs) and Blue Ridge Class Command Ships (LCCs). The parts and components are not single machine processed, but rather a series of machines in an integrate cell. The cell provides data from the completed machining operation to the next operation to allow for automated set up and program adjustments to ensure the completed part conforms to specification. The cell employs the following types of equipment: Press Brakes, Punch Presses, and Laser Cutting. The part fabrication program, known as a Bend Model File (BMF), is shared on each operation through a common software-network interface. This allows the machine controllers to understand the incoming workpiece, and the total process for fabrication is programmed with all steps in a single computer Aided Manufacturing (CAM) file.

The sheetl metal cell utilizing the BMF Yokosuka runs on the AMADA CO., LTD's software. Only AMADA equipment will properly interface with the AMADA'S network to transfer the BMF data from operation to operation. Alternate original equipment manufacturer's do not support the Amada network protocols to enable the cell to properly function on the data exchange. SRF Yokosuka has already attempted to a integrate a Non-AMADA machine on to this network with contract SPM4A814 -M-0083, which provided three (3) WARCOM OEM Press brake. Efforts to integrate failed, resulting in contract SPE4A8-20-P-0057 bing issued to procure AMADA press brake to replace 1 of 3 in operable press brakes.

This contract will replace the other 2 in operable press brakes from the SPM4A8-14-0083. The original costs from the FY-14 contract, for just the machines, was . SRF Yokosuka has acquired the following AMADA products currently in use in the cell: Laser cutter via contract #SPE48-A-24-P-0033 ( and Punch Press SPE4A8-24-P-0023( . the manufacturing operation requires the network set of machines to make the final product for the warship. If a press brake not from Amada was to procured, then a new manufacturing cell would require set up and require a duplication of effort in procuring a new Punch Press and Laser Cutter. Based on FY-24 contracts provided herein, the duplicative effort would be Each of these awarded contracts were also sole sourced as Amada OEM machines to keep the manufacturing cell intact and operational.

To keep the sheet metal cell utilizing the BMF data exchange, AMADA is the one and only Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The requirement will be synopsized on Federal Business Opportunities (FedBizOpps) as required by FAR 5.201. Any source who responds to the Government as a result of the synopsis or solicitation will be identified to the prime contractor as a potential for subcontracting possibilities.

9. Additional facts supporting other than full and open competition are:

Based upon the technical certification on file, technical data is not available and cannot be developed to permit full and open competition. The data presently available reflects the minimum needs of the Government.

When FAR 6.302-1 is cited for substantial duplication of costs in the case of a follow-on acquisition as described in 6.302-1(a)(2)(ii)(A), an estimate of the cost to the Government that would be duplicated and how the estimate was derived:

When FAR 6.302-1 is cited for unacceptable delays in the case of a follow-on acquisition as described in 6.302- 1(a)(2)(ii)(B), describe the unacceptable delays:

The overall cost of this acquisition will be considered fair and reasonable based upon FAR 12 negotiation procedures using price and cost analysis.

Methodologies to assure this will be commercial pricing techniques utilizing publicly offered catalogs, comparison to historical contractor sales and/or analysis of limited cost and pricing information which could be made available by the contractor. In the event that limit cost and pricing information is made available, the Government's negotiation objective will be developed using local technical analysis applied to direct5 and indirect rate factors recommended by DCAA and/or DCMA. Based on the foregoing, the Contracting Officer hereby determines the anticipated cost to the Government will be fair and reasonable.

Previous attempts to integrate equipment not from OEM Amada have failed rendering them inoperable within the manufacturing cell. This has led to duplicative procurement on contract SPE4A8-20-P-0057. Recent contracts, SPE4A8-24-P-0033, to add to the cell have all be from OEM Amada. The BMF data exchange only works within the Amada.

This OEM is not willing to sell data rights to the Government, which means the technical data package, specification, and engineering description suitable for Full and Open Competition cannot be developed without reverse engineering. The Government has determined that reverse engineering is cost prohibitive.
