About this file
This document is a Justification for Other Than Full and Open Competition (J&A) form for a vertical grinder acquisition. The Defense Logistics Agency is seeking to purchase two vertical grinders from Hartech Group LLC (the sole source), with an estimated value of $454,300. The procurement is for a Vertical Grinder, including IUID tag, technical data, removal of existing machines, tooling, shipping, and training/rigging/installation at the Computer Numerical Controlled (CNC) Equipment Manufacturing Shop within the Naval Air Station Jacksonville.
The justification cites 10 U.S.C. 3204(a)(1) as the statutory authority, noting limited competition due to specific constraints. The market research showed that only Campbell Grinding Company has a grinding machine fitting the government's precise requirements (floor space of 276 in x 168 in x 180 in, based on market research). Hartech Group LLC is the exclusive dealer for Campbell Grinding Company. The acquisition will be synopsized on 12/20/2023, and market research will be conducted for future procurements to potentially expand competition. The contracting officer will review pricing data to ensure fair and reasonable costs.

The building in which this work is performed has limited space to replace the current Motch VGC-52s grinding machines. The current floor space is 276 in x 168 in x 180 in. Based on market research, only one manufacturer has a grinding machine that fits in the current floor space: The Campbell Model 1000C1500 , which is 150 in. × 142 in. × 144 in. Hartech is the exclusive dealer for Campbell Grinding Company. Therefore, the supplies or services required by the agency are available from only one or a limited number of responsible sources in accordance with FAR 6.302-1(a)(2). |
