About this file

This is a Request for Quotations (RFQ) issued by the Defense Logistics Agency (DLA) Weapons Support for the procurement of 29 units of a Ring, Shock Strut (NSN 5365-00-076-6428). The solicitation was issued on October 9, 2026, with a response deadline of October 16, 2026. The required delivery date is 126 days after order (ADO), with delivery to DLA Distribution San Diego at 3581 Cummings Road, San Diego, CA 92136-3581. The procurement is for firm fixed price supplies with FOB Origin delivery terms. This is not a small business set-aside. The material requested is identified as a critical application item subject to higher-level contract quality requirements, including compliance with tailored manufacturing standards, sampling procedures per MIL-STD-1916, and export control requirements under ITAR/EAR regulations. Quoters must have Cybersecurity Maturity Model Certification (CMMC) Level 2 certification and be approved by DLA to access export-controlled technical data. The procurement note specifies this solicitation applies only to offers of unused former Government surplus property, with comprehensive documentation requirements to verify prior Government ownership.

The quotation must remain valid for 90 days from October 16, 2026. Pricing should be based on commercial catalogs, published price lists, internal price lists, commercial sales of comparable quantities, or other documented bases. Quoters must complete representations and certifications including those addressing inverted domestic corporations, delinquent tax liability, covered defense telecommunications equipment, CMMC compliance, Sudan sanctions, Iran restrictions, and Russian fossil fuel business operations. Payment will be processed through the Wide Area Workflow (WAWF) system using invoice and receiving report documents. The contracting officer is Jessica Gentry (DJG0233), DLA Weapons Support, ASC Supplier Operations, located at 6090 Strathmore Road, Richmond, VA 23237, telephone 804-279-3581, email jessica.gentry@dla.mil. The RFQ incorporates DLA Aviation Acquisition Notices regarding evaluation and award methodology, with cost or price weighted approximately equal to other evaluation factors including past performance assessments from the Supplier Performance Risk System (SPRS).

PGN-13-01 Evaluation and Award for Simplified Acquisitions (August 2024)

(b) Relative Important and Trade-offs. The Government will base the determination of best value on a comparative assessment of the quoters' prices, past performance, and the other evaluation factors identified elsewhere in this solicitation. The determination of best value also considers the relative importance of the evaluation factors. All evaluation factors, when combined, are:

[ ] significantly more important than cost or price.

As other evaluation factors become more equal, the evaluated cost or price becomes more important.

[X] approximately equal to cost or price; or

[ ] significantly less important than cost or price.

As the evaluated cost/price becomes more equal, relative importance of all other evaluation factors becomes more significant.

(e) Past Performance Evaluation Factors. The Government will use the past performance evaluation factors marked below in addition to cost or price and other evaluation factors specified in the solicitation. Unless indicated otherwise, past performance is significantly more important than other non-price factors. Within the past performance subfactors, SPRS assessments (as applicable) will be weighed most heavily. Historical quality history and delivery schedule compliance (not captured in SPRS) will be weighed more heavily than the remaining past performance subfactors. All other non-price evaluation factors specified in this solicitation weigh equally, unless otherwise indicated.

[X] SPRS Assessments (PROC NOTE L08) (EProcurement) [ ] PPIRS-RC Assessments [ ] Historical Quality (not captured in SPRS) [ ] Historical Delivery Schedule Compliance (not captured in SPRS) [ ] Other (specify):

PGN-13-01 (ALT I) Evaluation and Award for Simplified Acquisitions (March 2018)

(b) Non-Price Factors. Quoted delivery and past performance will be evaluated equally, unless indicated otherwise below.

( ) Quoted delivery is weighed more heavily than past performance.

( ) Past Performance is weighed more heavily than quoted delivery.

The contractor and Government may agree to dispose of samples not destroyed when the cost of the item does not justify the shipping expense. If the Government does not return approved samples that pass testing to the contractor, the Government will consider those samples as part of the contract quantity for payment and delivery.

(5) If samples fail testing, the Government may reject the entire contract lot from which the contractor took the samples. The Government may, at its discretion, retain samples that fail testing without obligation to the contractor.

“Current” means --

(1) With regard to Conditional Cybersecurity Maturity Model Certification (CMMC) Status --

(ii) Not older than 3 years for Final Level 2 (Self) assessments and Final Level 2 (C3PAO) assessments, with --

(3) With regard to affirmation of continuous compliance (32 CFR 170.22), not older than 1 year with no changes in compliance with the requirements at 32 CFR part 170.

“Federal contract information (FCI)” means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government. It does not include information provided by the Government to the public, such as on public websites, or simple transactional information, such as information necessary to process payments.

“Plan of action and milestones” means a document that identifies tasks to be accomplished. It details resources required to accomplish the elements of the plan, any milestones in meeting the tasks, and scheduled completion dates for the milestones, as defined in National Institute of Standards and Technology Special Publication 800-115 (32 CFR 170.21).

(b) Framework. The Cybersecurity Maturity Model Certification (CMMC) is a framework for assessing a contractor's compliance with applicable information security protections (see 32 CFR part 170).
