Request for Quotations (RFQ) SPE4A7-27-Q-0035

This is a Request for Quotations issued by the Defense Logistics Agency (DLA) Weapons Support, Supplier Operations AE and AF Division, located in Richmond, Virginia. The solicitation seeks quotations for one Door Extension Hand (National Stock Number 1560-01-614-3158) in a quantity of one each. Quotations must be submitted by October 22, 2026, with a required delivery date of 205 days after date of order (ADO), approximately August 19, 2025. The FOB point is origin, and inspection and acceptance occur at origin. This is not a small business set-aside.

The procurement specifies critical technical and quality requirements including ISO 9001:2015 higher-level quality standards, Cybersecurity Maturity Model Certification (CMMC) Level 2, and compliance with MIL-STD-1916 or ASQ H1331 sampling plans. The item will be packaged per ASTM D3951 and marked according to MIL-STD-129. Export control of technical data applies, requiring vendors to have approved US/Canada Joint Certification Program (JCP) certification. The item is marked as a Critical Application Item with specific technical drawings referenced (Basic Drawing NR 1FKY1 1110042700 and Reference Drawing NR 98752 200415485). Quotations should include unit and total pricing, payment terms with discounts for prompt payment options (10, 20, and 30 calendar days if applicable), and vendor contact information including FAX, toll-free telephone, and email address. The buyer is Shenita Tirado (DST0067) at 804-310-8559 or Shenita.Tirado@dla.mil. Evaluation considers cost or price as approximately equal to past performance and delivery factors, with SPRS assessments weighted most heavily within past performance considerations.

(b) RELATIVE IMPORTANCE AND TRADE-OFFS. The determination of best value also considers the relative importance of the evaluation factors. All evaluation factors, when combined, are:

[ ] Significantly more important than cost or price.

As other evaluation factors become more equal, the evaluated cost or price becomes more important.

All other non-price evaluation factors specified in this solicitation weigh equally, unless otherwise indicated.

[X] SPRS Assessments (PROC NOTE L08) [ ] Historical Quality (not captured in SPRS) [ ] Historical Delivery Schedule Compliance (not captured in SPRS) [ ] Other (specify):
