The solicitation requests quotations for 218 kits with delivery required 155 days after award date (estimated delivery 12/29/2025). Quotations must be submitted to DLA Weapons Support, ASC Supplier Operations, Richmond, VA 23237, Attention: Buyer Grayson Andrews (DGA0037), by the close of business on October 19, 2026. The delivery point is FOB Origin, with inspection and acceptance at destination. All materials must comply with MIL-STD-2073-1E packaging requirements and MIL-STD-129 marking standards. The kit contents must be packaged in a single box with a contents list including component part NSNs, part numbers, and quantities. Technical and quality requirements are incorporated by reference from the DLA Master List of Technical and Quality Requirements, including documentation requirements for source approval requests (SAR), DLA packaging requirements, removal of government identification from non-accepted supplies, mercury prohibition restrictions, and sampling procedures per MIL-STD-1916 or ASQ H1331. The solicitation is issued under SEPA authority with evaluation based on price, past performance (including SPRS assessments and historical delivery compliance), and quoted delivery terms evaluated equally. Early deliveries are acceptable at no additional charge. Quotations are valid for 90 days from the issue date. Payment will be processed through WAWF with invoice and receiving report submission required. The RFQ incorporates extensive FAR and DFARS clauses covering representations and certifications, cybersecurity maturity model certification requirements (CMMC Level 1 minimum), buy American provisions, restrictions on covered defense telecommunications equipment, and compliance with various security and environmental regulations including prohibitions on certain foreign procurements and forced labor.

(b) Relative Important and Trade-offs. The Government will base the determination of best value on a comparative assessment of the quoters' prices, past performance, and the other evaluation factors identified elsewhere in this solicitation. The determination of best value also considers the relative importance of the evaluation factors. All evaluation factors, when combined, are:
[ ] significantly more important than cost or price.
As other evaluation factors become more equal, the evaluated cost or price becomes more important.

“Federal contract information (FCI)” means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government. It does not include information provided by the Government to the public, such as on public websites, or simple transactional information, such as information necessary to process payments.
“Plan of action and milestones” means a document that identifies tasks to be accomplished. It details resources required to accomplish the elements of the plan, any milestones in meeting the tasks, and scheduled completion dates for the milestones, as defined in National Institute of Standards and Technology Special Publication 800-115 (32 CFR 170.21).
(b) Framework. The Cybersecurity Maturity Model Certification (CMMC) is a framework for assessing a contractor's compliance with applicable information security protections (see 32 CFR part 170).
