About this file
This is a Justification for Other Than Full and Open Competition (CUI Form S53, March 2026) for a sole source and limited competition acquisition by the Defense Logistics Agency Weapons Support.
The acquisition concerns A Delta P Indicator (NSN 1680-0148017035) required by DLA Weapons Support Richmond at Fort Lee, Virginia. The Government seeks to procure 20 units in the first year with an estimated annual value and a five-year estimated value (both redacted). The contract type is Firm Fixed-Price Indefinite Quantity with a five-year base period and no options. The acquisition is restricted to two known capable sources: Triumph Gear Systems Inc (CAGE 82402) and Pall AeroPower Corporation (CAGE 18350). The justification cites 10 U.S.C. 3204(a)(1) as the statutory authority, with the use of authority based on AMC 1 (suitable for competitive acquisition for the second or subsequent time) and AMSC C (part requires engineering source approval by design control activity to maintain quality).
Efforts to ensure competition include a sources sought notice and RFI posted to Contract Opportunities on 8/4/2026, to which Cages 20QM6 and 2Y126 responded with SAR package instructions, though the Government lacks technical data from these respondents. A market survey was conducted to solicit firms indicating interest in the acquisition, including contacting previous suppliers. Three additional sources expressed interest in writing: Jamaica Bearings Co Inc (CAGE 04836), Polytronix (CAGE 2Y126), and Sky Innovations LLC (CAGE 20QM6). The contracting officer determined anticipated costs to be fair and reasonable based on historical pricing and fair and reasonable analysis techniques. The justification includes plans to overcome barriers to competition through procurement notes allowing evaluation of part-numbered and alternate offer items in any subsequent acquisition. The contracting officer, Tatjana Klemmer, signed the justification on 8/17/2026.
