Request for Quotations Summary

This is a Request for Quotations (RFQ) issued by DLA Aviation for the procurement of an electronic control panel (NSN 1680-01-189-9168). The solicitation was issued on September 29, 2026, with quotations due by October 14, 2026. The requirement specifies 5 units of part number 400-11197-5, manufactured by The Boeing Company, with a delivery requirement of 690 days after order (ADO). The item is source-controlled and requires manufacturing and testing in accordance with cited limited rights data; only vendors with access to the data or proven traceability to approved sources may quote. A separate Government First Article Test (FAT) requirement mandates delivery of 1 FAT unit within 180 days, with Government evaluation and notification within 210 days, and final production delivery within 300 days thereafter, totaling 690 days. The solicitation incorporates multiple DLA Aviation Notices and technical/quality requirements including sampling per MIL-STD-1916, Cybersecurity Maturity Model Certification (CMMC) Level 2 self-assessment, and compliance with MIL-STD-2073-1E packaging standards. Inspection and acceptance occur at origin, with FOB Origin delivery terms. The quotation must remain valid for 90 days and include representation of pricing basis and delivery feasibility.

Additional contract requirements include compliance with numerous FAR and DFARS clauses addressing hazardous materials, Buy American provisions, small business considerations, payment procedures via WAWF, export controls, and various employment and socioeconomic certifications. The evaluation criteria prioritize best value, with cost/price and non-price factors (particularly past performance via the Supplier Performance Risk System, historical quality, and delivery compliance) weighted approximately equally. Quotations may be submitted via DLA Internet Bid Board System (DIBBS) or email to mahlon.marcus@dla.mil, with file size limits of 15 MB per email. The Government anticipates adding FAT testing costs of $180,802.00 to the evaluated offer price. No small business set-aside is identified for this acquisition.

Notification of Rejection of Award with Technical Data

DAAN-13-01

Evaluation and Award for Simplified Acquisitions

(a) AWARD. The Government intends to evaluate quotations. The award will be made to the quoter whose quote conforms to the terms and conditions of the solicitation and represents the best value to the Government. Therefore, award may be made to other than the lowest priced or the highest technically rated quote.

(b) RELATIVE IMPORTANCE AND TRADE-OFFS. The Government will base the determination of best value on a comparative assessment of the quoters' prices, past performance, and the other evaluation factors identified elsewhere in this solicitation. The determination of best value also considers the relative importance of the evaluation factors. All evaluation factors, when combined, are:

[ ] significantly more important than cost or price. As other evaluation factors become more equal, the evaluated cost or price becomes more important.

[ X ] approximately equal to cost or price; or [ ] significantly less important than cost or price. As the evaluated cost/price becomes more equal, relative importance of all other evaluation factors becomes more significant.

The final award decision may involve a trade-off among cost or price and the non-price factors. Factors that may be considered in the trade-off process include, but are not limited to:

•Item criticality and weapons system application •Current inventory status •Historical delivery or quality problems •Concerns over limited supply sources and industrial base •Benefits from obtaining new sources

(c) COST OR PRICE. The Government will evaluate the quoted cost or price. The Government will add any other cost or price evaluation factors identified elsewhere in this solicitation (e.g., Buy American Act or FOB Origin transportation costs) to arrive at the quoter's evaluated cost or price. The evaluated cost or price will be used in conjunction with the other non-price factors to determine the best value to the Government.

(d) PAST PERFORMANCE. Past performance includes, but is not limited to, the quoter's record of conforming to contract requirements and standards of good workmanship; adherence to contract schedules, including the administrative aspects of performance; the quoter's reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and generally, the quoter's business-like concern for the customer's interest.

(1) The Supplier Performance Risk System (SPRS) is the current term for past performance that is formerly known as Past Performance Information Retrieval System – Statistical Reporting (PPIRS-SR), as applicable, will be used to evaluate quality and past performance on DLA awards (refer to DFARS 252.213-7000 and Procurement Note L08).

(e) PAST PERFORMANCE EVALUATION FACTORS. The Government will use the past performance evaluation factors marked below in addition to cost or price and other evaluation factors specified in the solicitation. Unless indicated otherwise, past performance is significantly more important than other non-price factors. Within the past performance subfactors, SPRS assessments (as applicable) will be weighed most heavily. Historical quality history and delivery schedule compliance (not captured in SPRS) will be weighed more heavily than the remaining past performance subfactors. All other non-price evaluation factors specified in this solicitation weigh equally, unless otherwise indicated.

[ X ] SPRS Assessments (i.e., quality and delivery) [ ] Historical Quality (not captured in SPRS) [ ] Historical Delivery Schedule Compliance (not captured in SPRS) [ ] Other (specify):

DAAN-13-01 (ALT I)

Evaluation and Award for Simplified Acquisitions

(a) Quoted Delivery. The Government will evaluate the quoter’s compliance with the delivery schedule specified in the solicitation. Quoting a greater number of days delivery than requested under the solicitation will result in the quote being evaluated less favorably than a quote meeting the requested delivery schedule. There will be no evaluation preference for quoted delivery which is earlier than the requested delivery schedule.

(b) Non-Price Factors. Quoted delivery and past performance will be evaluated equally, unless indicated otherwise below.

[ ] Quoted delivery is weighed more heavily than past performance.

[ ] Past Performance is weighed more heavily than quoted delivery.

SECTION E - INSPECTION AND ACCEPTANCE (CONTINUED)

(3) The contracting officer will use the total award price in selecting the best value offer from among all eligible offerors. However, for an offeror to be eligible for award, the contracting officer must determine that the FAT CLIN price (unless FAT is waived) and the production CLIN price are fair and reasonable; and, if set-aside under FAR Part 19, a fair market price. The offeror shall not propose a FAT CLIN price that is materially unbalanced in relation to the production CLIN price. In the event an offeror receives a waiver of the FAT requirement, the contracting officer will deduct the FAT CLIN price for the waived source in determining the total award price.

(4)(a) Notwithstanding the conditions for waiving first article, the contracting officer may order an additional first article sample, or portion thereof, in writing if there is a --

(i) Major change to the technical data;

(iii) Change in the place of performance (manufacturing facility), manufacturing process, material used, drawing, specification or source of supply.

(b) When conditions in paragraphs (4)(a)(i), (ii), or (iii) occur, the contractor shall notify the contracting officer; who will determine whether to order an additional first article sample or portion thereof and provide instructions concerning the submission, inspection, and notification of results. The contractor shall bear the costs of the additional first article testing resulting from any of the causes in paragraphs (4)(a)(i)-(iii) instituted by the contractor and not due to changes directed by the Government.

(5) Waivers. The offeror may submit a request for FAT waiver to the contracting officer, who may waive the FAT requirement when all of the following criteria apply:

(a) The offeror requesting waiver has successfully manufactured, delivered and the government accepted the item or a similar item. The offeror shall provide the following information and be prepared to provide documentary evidence upon the contracting officer's request:

(i) Contract number(s), date(s), and issuing Government agency or agencies.

(ii) Description of item previously furnished, identified by part number, type, model number and/or other identifying information. If the item previously furnished is similar but not identical to the item being acquired under the current buy, the offeror shall explain why manufacture of the item previously furnished is sufficient to demonstrate its ability to manufacture the item being acquired under the current buy without need for a first article test.

(iii) Engineering control document/change number of item previously furnished.

(b) There have been no changes to manufacturing processes, tooling, or place of performance.

(c) There have been no changes to manufacturing data (e.g., drawing revisions that change materials, dimensions, processes, inspection or testing requirements; or subcontractors used to manufacture the items successfully in the past).

(d) The offeror shall supply an item of the same design and manufactured by the same method at the same facilities as the item or similar item previously furnished and accepted under subparagraph (5)(a).

(6) Contractor-Performed FAT.
