About this file
This is a Request for Quotations (RFQ) issued by the Defense Logistics Agency (DLA) Weapons Support, ASC Commodities Division, located in Richmond, Virginia. The solicitation requests quotations for 700 units of close tolerance screws (NSN 5305-01-055-3816, part number NAS1581F3T5) to be delivered 226 days after quotation submission, with a required delivery date of February 25, 2026. Quotations must be submitted by November 6, 2026, and all pricing must be firm fixed price with FOB Origin delivery. The item is identified as a critical application item manufactured to NAS1581 specification, Revision 14, dated March 31, 2020, and must meet stringent quality conformance inspection requirements including MIL-STD-1916 sampling standards and thread gauging per FED-STD-H28/20 System 22 for all Class 3A and 3B threads.
The procurement is not a small business set-aside. Award will be made to the quoter whose quote conforms to solicitation terms and represents best value to the Government, with evaluation factors including cost, past performance (using Supplier Performance Risk System assessments), historical quality history, and delivery schedule compliance weighted approximately equally to cost. Quoters must complete and submit the Unused Former Government Surplus Property representation (Section C04) if offering such material, and must comply with numerous federal requirements including cybersecurity maturity model certification, covered defense telecommunications equipment prohibitions, and various representations regarding tax liability, inverted domestic corporations, and business operations in restricted countries. Packaging must comply with ASTM D3951 and MIL-STD-129, with delivery to DLA Distribution at the New Cumberland, Pennsylvania facility.

PGN-13-01 Evaluation and Award for Simplified Acquisitions (August 2024)
(a) AWARD. The Government intends to evaluate quotations. The award will be made to the quoter whose quote conforms to the terms and conditions of the solicitation and represents the best value to the Government. Therefore, award may be made to other than the lowest priced or the highest technically rated quote.
(b) RELATIVE IMPORTANCE AND TRADE-OFFS. The Government will base the determination of best value on a comparative assessment of the quoters' prices, past performance, and the other evaluation factors identified elsewhere in this solicitation. The determination of best value also considers the relative importance of the evaluation factors. All evaluation factors, when combined, are:
[ ] significantly more important than cost or price. As other evaluation factors become more equal, the evaluated cost or price becomes more important.
[x] approximately equal to cost or price; or [ ] significantly less important than cost or price. As the evaluated cost/price becomes more equal, relative importance of all other evaluation factors becomes more significant.
The final award decision may involve a trade-off among cost or price and the non-price factors. Factors that may be considered in the trade-off process include, but are not limited to:
•Item criticality and weapons system application •Current inventory status •Historical delivery or quality problems •Concerns over limited supply sources and industrial base •Benefits from obtaining new sources
(c) COST OR PRICE. The Government will evaluate the quoted cost or price. The Government will add any other cost or price evaluation factors identified elsewhere in this solicitation (e.g., Buy American Act or FOB Origin transportation costs) to arrive at the quoter's evaluated cost or price. The evaluated cost or price will be used in conjunction with the other non-price factors to determine the best value to the Government.
(d) PAST PERFORMANCE. Past performance includes, but is not limited to, the quoter's record of conforming to contract requirements and standards of good workmanship; adherence to contract schedules, including the administrative aspects of performance; the quoter's reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and generally, the quoter's business-like concern for the customer's interest.
(1) The Supplier Performance Risk System (SPRS) is the current term for past performance that is formerly known as Past Performance Information Retrieval System – Statistical Reporting (SPRS), as applicable, will be used to evaluate quality and past performance on DLA awards (refer to Procurement Note L08).
(e) PAST PERFORMANCE EVALUATION FACTORS. The Government will use the past performance evaluation factors marked below in addition to cost or price and other evaluation factors specified in the solicitation. Unless indicated otherwise, past performance is significantly more important than other non-price factors. Within the past performance subfactors, SPRS assessments (as applicable) will be weighed most heavily. Historical quality history and delivery schedule compliance (not captured in SPRS) will be weighed more heavily than the remaining past performance subfactors. All other non-price evaluation factors specified in this solicitation weigh equally, unless otherwise indicated.
[x] SPRS Assessments ( PROC NOTE L08) [ X] Historical Quality (not captured in SPRS) [ X] Historical Delivery Schedule Compliance (not captured in SPRS) [ ] Other (specify):
(End of Notice)
PGN-13-01 (ALT I) Evaluation and Award for Simplified Acquisitions (March 2018)
(a) Quoted Delivery. The Government will evaluate the quoter’s compliance with the delivery schedule specified in the solicitation. Quoting a greater number of days delivery than requested under the solicitation will result in the quote being evaluated less favorably than a quote meeting the requested delivery schedule. There will be no evaluation preference for quoted delivery which is earlier than the requested delivery schedule.
(b) Non-Price Factors. Quoted delivery and past performance will be evaluated equally, unless indicated otherwise below.
[ ] Quoted delivery is weighed more heavily than past performance.
[ ] Past Performance is weighed more heavily than quoted delivery.
(End of Notice)
PGN-13-06 All or None for Simplified Acquisitions (September 2019)
Quotes are solicited only for the total quantity and partial quotes may be rejected. The Contracting Officer reserves the right to evaluate quotes for partial quantity of any listed item if such a quote is determined to be in the best interest of the government.
Unit prices submitted for a partial requirement will apply to any resultant award, unless otherwise specified by the supplier.

and
(5) If the Contractor has a CMMC Status of Conditional, successfully close out a valid plan of action and milestones (32 CFR 170.21) to achieve a CMMC Status of Final.
(e) Reporting. The Contractor shall --
(1) Submit to the Contracting Officer --
(i) The CMMC UID(s) issued by SPRS for contractor information systems that will process, store, or transmit FCI or CUI during performance of the contract; and

Basic. As prescribed in 247.574(b) and (b)(1), use the following clause:
(a) Definitions. As used in this clause -- “Foreign-flag vessel” means any vessel that is not a U.S.-flag vessel.
“Ocean transportation” means any water-borne transportation aboard a ship, vessel, boat, barge, ferry, or the like outside the internal waters of the United States as defined in 33 CFR 2.24.
“Subcontractor” means a supplier, materialman, distributor, or vendor at any level below the prime contractor whose contractual obligation to perform results from, or is conditioned upon, award of the prime contract and who is performing any part of the work or other requirement of the prime contract.
“Supplies” means supplies that are clearly identifiable for eventual use by or owned by DoD at the time of transportation by sea, or are otherwise transported by DoD, regardless of ownership or use by DoD. (B) Commercial products that --
(1) The Contractor is reselling or distributing to the Government without adding value (generally, the Contractor does not add value to items that it subcontracts for f.o.b. destination shipment);
(2) Are shipped in direct support of U.S. military contingency operations, exercises, or forces deployed in humanitarian or peacekeeping operations; or
(3) Are commissary or exchange cargoes transported outside of the Defense Transportation System in accordance with 10 U.S.C. 2643.
(c) The Contractor and its subcontractors may request, via the Contracting Officer, a waiver of the requirement to use a U.S.-flag vessel, or identification of any available U.S.-flag vessels, if the Contractor or a subcontractor sufficiently explains that --

(2) U.S.-flag vessels are otherwise not available.
(d) The Contractor must submit any request for use of foreign-flag vessels in writing to the Contracting Officer at least 45 days prior to the sailing date necessary to meet its delivery schedules. The Contracting Officer will process requests submitted after such date(s) as expeditiously as possible, however, if a DoD waiver is not approved prior to shipper's sailing date, this will not of itself constitute a compensable delay under this or any other clause of this contract. Requests shall contain at a minimum --

(2) Required shipping date;
(3) Special handling and discharge requirements;
(4) Loading and discharge points;

(4) Date of loading;
(5) Port of loading;
(6) Port of final discharge;
(7) Description of commodity;
(8) Gross weight in pounds and cubic feet if available;
(9) Total ocean freight in U.S. dollars; and
(10) Name of the carrier.
(f) If this contract exceeds the simplified acquisition threshold, the Contractor shall provide with its final invoice under this contract a representation that to the best of its knowledge and belief --
(1) No ocean transportation was used in the performance of this contract;
(2) Ocean transportation was used and only U.S.-flag vessels were used for all ocean shipments under the contract;
(3) Ocean transportation was used, and the Contractor had received a prior-approved waiver for U.S.-flag vessels for all foreign-flag ocean transportation; or
