Justification for Other Than Full and Open Competition
This document is a Justification for Other Than Full and Open Competition (CUI Form S53) submitted by the Defense Logistics Agency for the acquisition of bearing plain rods (NSN 3120-01-417-0133) under contracting activity DLA Aviation-FMEAB, solicitation SPE4A625Q1231. The acquisition involves a quantity of 1,314 units with an estimated value of $2.00 and is classified under FAR Part 13.5. This is a new action that will not include options or extension periods.
The justification demonstrates efforts to improve competition in accordance with DFARS 206.303-2. A sources sought notice/RFI was posted to Contract Opportunities on June 10, 2025, which resulted in no responses received. The Government has restricted this acquisition to two identified sources known to have the capability to furnish the required supplies: Lord Corporation (CAGE 76005) and Sikorsky Aircraft (CAGE 78286). The authority for limiting competition is 10 U.S.C. 3204(a)(1), with the primary basis being AMC 1 (suitable for competitive acquisition for the second or subsequent time) and AMSC C (engineering source approval required by design control activity). A market survey was conducted, and no additional manufacturing sources could be identified. The item has been determined to be commercial and will be purchased under commercial procedures with AMSC code "D." The Competition Advocate approved the justification on August 14, 2025, and the Contracting Officer certified the information as accurate on August 13, 2025. The estimated cost is anticipated to be fair and reasonable based on available pricing data and approved pricing techniques.
