F108 Captains of Industry (COI) Statement of Objectives Statement of Objectives: The overall objective of this effort is to improve support for the *F108-100 /-201 engines, referred to as “F108 Engines” in this document, at a reduced cost and investment requirements. The solution must achieve the following objectives:

1.Improve overall holistic support for F108 Engines by improving parts support in accordance with the included Statement of Work as well as the repair and repatriation requirements described below:
2.Provide engineering expertise and logistical support to accelerate the repatriation of F108 core engine modules that are currently contract repaired (e.g. Module 13/15, Module 14, Module 12, Module 10, Module 8 Low Pressure Turbine Stage 1 Stationary Air Seal Segments, and Stage 1 Fan Blades) over the timeframes outlined in the USAF provided master schedule. Accelerated organic capability results in additional savings to the USAF and is critical to achieving the required return on investment to justify this effort.
a.Plans and Schedules: The contractor shall provide aggressive plans and schedules for each module repatriation effort. Options should be included to speed up repatriation of individual modules by providing interim repair support as necessary to smooth transition and accelerate timelines. Plans should outline all requirements with sufficient detail to communicate end state repair capability and transition timing.
b.Process Expertise: The contractor shall provide expertise and assistance with developing engineering, production, and training support for F108 workload repatriation candidates including development of the Depot repair procedures and processes needed to stand-up organic capabilities for each of the identified candidates.
c.Bill of Material (BOM) Support: The contractor will develop the repair BOM and assist USAF in understanding the requirements of each repatriation candidate and identifying what parts should be provisioned, cataloged, etc. with the expectation that the proposal includes full supply support of consumables for the repatriated module BOMs through the transition to full organic capability. Once full organic capability is established parts support responsibilities will transition to DLA and be added to the COI contract in the appropriate category.
d.Unique Support Equipment/Tooling (SE/T): The contractor shall facilitate organic and contractual actions for the expeditious procurement of specialized SE/T to enable depot repair and production flow. Subsequent, contractor support shall be provided to maintain SE/T until the USAF organic depot can assume responsibility for the sustainment of the SE/T.
e.Planning and Forecasting: The contractor will provide all required material during transition to organic support. Additionally, the contractor will as provide projected usage rates as well as forecasting for ongoing parts support requirements once the organic shops are fully established.
f.Any repairs for module repatriation that is deemed to be not cost effective for USAF will be supported by the contractor.
3.In addition to the support of specific repatriation candidates, the USAF requires contractor expertise and assistance in identifying and implementing continuous process improvements in the areas of workscope and disposition, maintenance front and back shop processes, and overall repair development.
