Based upon the technical certification on file, technical data is not available and cannot be developed to permit full and open competition. The data presently available reflects the minimum needs of the Government.

When FAR 6.302-1 is cited for follow-on acquisitions as described in 6.302-1(a)(2)(ii), an estimate if the cost to the Government that would be duplicated and how the estimate was derived. ______________________________________

A Best Value, Line-By-Line Evaluation will be conducted.

Although SKF is the only approved manufacturing source for the target items, distr butors (including surplus dealers) will be permitted to participate in the evaluation.

As noted above, the evaluation will be line-by-line with each NSN awarded to the best value offeror.

A sources sought was posted to FBO on 1 FEB 19 but resulted in no responses. The contract history was also reviewed and revealed that all recent awards were to the current manufacturing source, SKF, CAGE 38443. Based on the market research conducted, SKF is the only known manufacturing source capable of providing the target population.
