About this file
This document is a pre-solicitation notice for a sole source negotiated acquisition with General Electric Aviation to provide a holistic, performance-based support solution for improved availability of the T64 engine. The acquisition will award general terms and conditions under a GE Captain of Industries Supplier Capabilities Contract basic contract along with a separate subsumable contract for specific T64 engine support. The T64 subsumable contract will include approximately 869 national stock numbers and be a requirements-type, fixed-price with prospective price redetermination contract for a five and a half year base period and five-year option. The notice provides an estimated September 15, 2017 solicitation issue date and October 16, 2017 closing date. It specifies the acquisition is justified as sole source to the original equipment manufacturer due to requirements for engineering expertise, technical data, and manufacturing process knowledge. Other entities interested in the opportunity scope are instructed to notify the contracting officer.

SECTION A
SOLICITATION
A.1 INTRODUCTION
A.1.1 Defense Logistics Agency (DLA) Aviation is seeking a holistic, performance based support solution to improve the availability of General Electric (GE) manufactured aircraft engines via the GE Captains of Industry (COI) initiative. Based on the circumstances described herein a performance based supply chain management and logistics support solution is being sought for engines manufactured by GE Aircraft Engines including, but not limited to, the F101, F110, F118, F138, F404, F414, T64, T408, T700, TF34 and J-85 families of Engines.
A.1.2 This solicitation is for award of an umbrella Supplier Capability Contract (SCC), indentified herein as Phase 1, with overarching terms and conditions for potentially multiple engine specific subsumable contracts (Phases To Be Determined) for repairable and consumable material end items and support to engine maintenance to include both material and services, including potential repair or remanufacturing of repairables. Any resulting subsumable contract shall potentially be a Fixed Price (i.e. Firm Fixed Price, Fixed Price with Prospective Price Redetermination, Fixed Price Incentive – Firm Target, etc.) or Cost-type Requirements contract. The period of performance for any resulting subsumable contract shall have a five and a half-year base period and a single option period no greater than five years, to be exercised at the discretion of the Government.
The total period of performance for any subsumable contract shall not exceed ten and a half years. The total period of performance for the umbrella contract shall not exceed fifteen years.
A.1.3 Additionally, this solicitation is for award of an engine specific subsumable contract, identified herein as Phase 2, for holistic performance-based support of the T64 Aircraft Engine. This Phase 2 subsumable contract will be a multiple year, Requirements-Type contract, and is anticipated to be Firm-Fixed Price with one five and a half year base period and one five-year option period for a total potential contract duration of ten and a half years. The one-half year provides for contract implementation and transition efforts and leaves a potential ten years for execution.
A.2 OVERVIEW
A.2.1 This solicitation will be a sole source negotiated acquisition with GE. To meet the objectives specified in Section C, GE will perform the following logistics management functions by applying their Original Equipment Manufacturer (OEM) based engineering and technical expertise to improve: depot maintenance turnaround times, supply support, material management, reliability, engineering support and sustainment elements, obsolescence management, packaging, storage, transportation and field engineering support of engines manufactured by GE. This level of support shall be provided for any subsumable contract with engine specific requirements.
A.2.2 The logistics solution being acquired is a comprehensive and complete supply chain management program to support GE manufactured aircraft engines identified in Section A.1.1. GE aircraft engine components pose significant engineering, technical, diminishing manufacturing sources and raw material acquisition challenges. DLA has determined that real-time access to the engineering expertise, technical data and

understanding of the manufacturing processes offered by the OEM is essential to successfully provide supply support for the maintenance of these engines. As such, the acquisition has been approved for Other than Full and Open Competition as prescribed by FAR 6.302-1.
A.2.3 The solicitation requires GE to provide a holistic support solution, with potentially primary support to any identified military services customer to possibly include Foreign Military Sales (FMS) customers. Any future separate engine specific requirement shall be subject to its own distinct acquisition coordination for that separate phase and subsumable contract action.
A.2.4 The Statement of Work (SOW) at Section C herein identifies the Government’s objectives for the all-encompassing performance based effort (Phase 1) and is included herein as Attachment 1. The T-64 Engine SOW addressing the requirements for the Phase 2 subsumable contract are included herein as Attachment 3. Any future separate engine specific requirement (Phases To Be Determined) shall be subject to its own distinct SOW. GE is instructed to provide its proposal that meets the Government’s objectives while providing a holistic solution at a fair and reasonable price.
SECTION B
SUPPLIES OR SERVICES AND PRICES/COSTS
B.1 GE shall submit proposed pricing for any potential future requirements and subsumable contract types when solicited (Phases TBD).
B.2 GE is required to submit Certified Cost or Price Data in accordance with FAR 15.403-4 unless an exception from certified cost or pricing data requirements applies.
B.3 GE shall submit proposed pricing for each pricing period in accordance with the solicited pricing structure for any potential future requirements. GE shall provide “bottoms up” detail of the aforementioned proposal methodology in full, transparent detail to ensure a fair and reasonable price determination can be made.
B.4 Any subsumable contract option periods shall be subject to the separate option provisions contained in each subsumable contract action.
B.5 The requirements to be priced in support of the T64 Engine subsumable contract are included herein as Attachment 3.
SECTION C
DESCRIPTION/SPECIFICATION/STATEMENT OF WORK
C.1 SCC
C.1.1 The SOW included herein as Attachment 1 defines the scope of the SCC for improving material support for GE Engine platforms and requirements while decreasing DLA’s inventory position and material costs and provides a general framework for the SOWs that will accompany each subsumable contract under the SCC.
C.2 T64 C.2.1 The Contractor shall increase T64 engine availability as defined by the scope of the SOW included herein as Attachment 3, all at a reduced overall cost to the Government.

Valid AMCs: 1, 2, 3, 4 and 5.
Y The design of this part is unstable. Engineering, manufacturing, or performance characteristics indicate that the required design objectives have not been achieved. Major changes are contemplated because the part has a low process yield or has demonstrated marginal performance during tests or service use. These changes will render the present part obsolete and unusable in its present configuration. Limited acquisition from the present source is anticipated pending configuration changes. Valid AMCs: 1, 2, 3, 4 and 5.
Z This part is a commercial/non-developmental/off-the-shelf-item. Valid AMCs: 1, 2, 3, 4 and 5.
