About this file
This document contains questions and answers regarding a Request for Information for the Air Force Generation III contract opportunity. The RFI seeks feedback on documents related to a future solicitation for stock replenishment services at Defense Logistics Agency Aviation locations. Key details include that the incumbent contract supports over 211,000 bins across three ALCs, with monthly reports on open purchase requests and orders to be provided for DLA-sourced items. Metrics on mechanic wait times and fill plan achievement will apply, with exemptions for certain mandatory items, and penalties assessed per bin for wait times. The Defense Logistics Agency plans additional personnel to support contract oversight. Material deleted from the statement of inventory may be bought back within three months of removal. The market basket will be provided before solicitation, with the full statement of inventory released with the solicitation.

1) Bin Level Data Attachment—contained 56K BSL, while the PWS stated 200K+bins. Please clarify.
Answer: A Bench Stock Location (BSL) can include numerous individual bins. Currently there are 860 BSLs in 121 buildings and 211,000 bins across 3 ALCs.
2) Attachment 3/GEN III SOI Data—please describe the headers and codes.
Answer:
NSN-National Stock Number NIIN-National Item Identification Number AMC-Acquisition Method Code. This code tells us if an item is sole source, limited sourced or open and competitive in our system AMSC-Acquisition Method Source Code. This code tells us what kind if any drawing we have for the item ICG-Item Category Group AAC-Acquisition Advice Code SPC-Special Procurement Code used internally to determine if an item is a Critical Safety Item (CSI). If it has a number, that number will designate which branch of service it is a CSI for.
ICR-Item Consumption Rate (monthly) ADF-Annual Demand Frequency ADQ-Annual Demand Quantity ALT-Administrative Lead Time PLT-Production Lead Time Nomenclature-The item description Last Demand Date-self explanatory Base Unit Measure-self explanatory RMC-not an acronym and this code is R=Forecastable and N=Non-forecastable PLT QTY-The qty at which the system would trigger a requisition for more material DLA or Comm?-Currently on GEN II contract as either DLA or Commercial sourced
AMC Codes of 3, 4 or 5 are sole source. 1 and 2 are competitive.
AMSC Codes are too many to define and are used for internal references about drawings. Please note that if the Gov't has drawings available, that they will be supplied to all interested parties via E Folders system.
AAC Codes are internal to tell how our system would order the parts.
3) Please clarify if contractor will only be penalized once for Mechanic Wait Time (MWT) per bin?
Answer: Yes, the contractor will only be penalized once for MWT per bin until that MWT is satisfied by the contractor. Example, if one mechanic comes up on a bin and reports an outage, the contractor will be penalized a FPA and the clock will start on the MWT. If another mechanic comes up to that same bin 3 hours later and it is still empty, the contract will not incur another MWT failure.
4) Are DLA mandatory items (CSI, FAT, etc) exempt from FPA and MWT metrics?
Answer: Yes
5) Will reports such as open Purchase Request (PR) and Purchase Order Text (POT) information for all DLA sourced items be provided?
Answer: Yes, monthly throughout the life of the contract.
6) If a bin goes empty on a Friday, how does this affect the metrics of FPA and MWT?
Answer: The clock initiates at mechanic report of the shortfall. The clock stops upon report the demand is fulfilled. If filled during non-business hours, the contractor is to record the time/date and will be certified at the start of the next business day by a government representative. The MWT metric includes holidays and weekends.
7) Will more Gov’t personnel be provided on the ground?
Answer: Yes, DLA plans on hiring more personnel to assist with COR and TA responsibilities for the GEN III contract.
8) Will DLA buyback material deleted from the contract?
Answer: Yes, please see 3.2 of the PWS. “Material acquired by the Contractor, but later deleted from the SOI through no fault of the Contractor, shall be considered a partial termination for convenience and subject to a DLA buyback of material. Material buyback will be limited to 3 months of demand averaged over last 12 months.”
9) Will the market basket and SOI for the commercial sourced items be provided and if so when?
Answer: Yes. The market basket will be provided pre solicitation issue, the SOI for commercial and DLA sourced items will be provided at solicitation issuance.
