FAR (48 CFR) 53.110

GENERAL INFORMATION

A.1 INTRODUCTION

A.1.1 Defense Logistics Agency (DLA) Aviation is currently supporting parts requirements for the F101, F110-100, F110-129 and F118 General Electric (GE) Aircraft Engines, referred to as the “F Series Engines” herein, via traditional support processes. Current support includes Long Term Contracts (LTCs), multiple individual contracts and transactional buys, and emergency buys. DLA Aviation seeks a holistic, performance based support solution to improve the availability of the F Series Engines via the GE Captains of Industry (COI) initiative herein.

A.1.2 This solicitation is for a FAR Part 15, Requirements-type contract with Fixed Pricing for the five-year base period and Prospective Price Redetermination for the single three-year option period, to be exercised at the discretion of the Government. The total period of performance shall not exceed eight years.

A.2 OVERVIEW

A.2.1 This solicitation will be a sole source negotiated acquisition with GE. To meet the objectives specified in Section C, GE will perform the following logistics management functions by applying their Original Equipment Manufacturer (OEM) based engineering and technical expertise to improve: depot maintenance turnaround times, supply support, material management, reliability, engineering support and sustainment elements, obsolescence management, packaging, storage, transportation and field engineering support of engines manufactured by GE. This level of support shall be provided for the entirety of the F Series Engines Bill of Materials (BOM) provided at Attachment 1 (tabs one and two). While GE is responsible for the comprehensive level of support, DLA will remain the primary source of supply for items specified for DLA sourcing at Attachment 1 (tab one) and utilize its commercial supply chain for GE sourced items, also specified at Attachment 1 (tabs one and two).

A.2.2 The logistics solution being acquired is a comprehensive and complete supply chain management program to support GE F Series Engines. The F Series Engines BOM components pose significant engineering, technical, diminishing manufacturing sources and raw material acquisition challenges. DLA has determined that real-time access to the engineering expertise, technical data and understanding of the manufacturing processes offered by the OEM is essential to successfully provide supply support for F Series Engines’ maintenance. As such, the acquisition has been approved for Other than Full and Open Competition as prescribed by FAR 6.302-1.

A.2.4 The solicitation requires GE to provide a holistic support solution, with primary support to the Oklahoma City Air Logistics Complex (OC-ALC) GE F Series Engines production and component lines along with ancillary worldwide field support. GE’s improved F Series Engines availability for the Air Force (AF) customer will enable the AF to meet or exceed its War Ready Engine (WRE) allocation requirements at a reduced overall cost to the Government.

OPTIONAL FORM 336 (4-86)

Sponsored by GSA

FAR (48 CFR) 53.110

A.2.5 The Statement of Objectives (SOO) at Section C herein identifies the Government’s objectives for this performance based effort. GE is instructed to formulate and provide its proposed Statement of Work (SOW) that meets the Government’s objectives while providing a holistic solution at a fair and reasonable price.

SECTION B

SUPPLIES OR SERVICES AND PRICES/COSTS

B.1 GE shall submit proposed pricing for each year of the five-year base period that includes all elements of GE’s performance based support of the F Series Engine weapon systems’ availability. A fixed lot price shall be proposed in accordance with the price structure identified below.

GE COI Base Period

Year 1 Base Period

Year 2 Base Period

Year 3 Base Period

Year 4 Base Period

Year 5 Annual Lot Price for all elements of F Series Engines support

B.1.1 GE is responsible for support and availability of the entirety of the GE F Series Engines BOM at Attachment 1. GE is the source of supply for 2,853 NSNs (plus the AF items at tab 2 of Attachment 1) while DLA is the source of supply for 4,614 NSNs. Attachment 1 (tab 1) identifies the historical Annual Demand Quantity for each item as well as DLA’s pipeline inventory. This data is provided to assist GE with its analysis and proposal development.

The Government neither warrants nor guarantees the historical demands identified will be realized during the GE COI contract term and notes that inventory pipeline levels may be impacted due to unforeseen spikes or drops in demand.

B.2 In accordance with FAR Part 15, GE shall certify approximately 95% of the proposal value based on actual cost with discrete material prices and cost data (see B.2.1) and the remaining 5% of proposal value will be certified based on GE’s methodology/process utilized to reach the total proposed lot price.

B.2.1 GE is required to submit Certified Cost or Price Data in accordance with FAR 15.403-4.

In meeting these requirements, GE shall follow the checklist at DFARS 252.215-7009, Proposal Adequacy Checklist and instructions in Table 15-2 of FAR 15.408, Instructions for Submitting Cost/Price Proposals When Certified Cost or Pricing Data Are Required.

B.2.2 GE shall provide “bottoms up” detail of the aforementioned proposal methodology in full, transparent detail to ensure a fair and reasonable price determination can be made.

B.3 Because GE is responsible for an outcome of support and individual items are not being acquired under this initiative, GE will be paid via a lot price, anticipated to be paid monthly (i.e.

annual lot price award divided by 12) throughout the contract term.

B.4 The option period shall be subject to Prospective Price Redetermination in accordance with DLAD 52.216-9038, incorporated herein.

SPECIAL CONTRACT REQUIREMENTS

1.0 Small Business Utilization & Subcontracting

1.1 GE is required to meet or exceed historical levels of small business material support under this holistic F Series Engine support initiative. Utilizing the goals from GE’s Comprehensive Subcontracting Plan for Fiscal Year (FY) 2014 and DLA’s analysis of historical transactional buys with small business, the following minimum requirements for small business subcontracting were developed.
