CLASS JUSTIFICATION AND APPROVAL (J&A)

FOR OTHER THAN FULL AND OPEN COMPETITION

AMENDMENT

CONTRACT: SPE4AX-13-D-9427, Aviall, Inc. J-85 Support

DOLLAR VALUE OF ACQUISITION

Statutory Authority: 10 U.S.C. 2304(c)(1). Regulatory Authority: FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This amendment relies upon the statutory and regulatory authority recited in the original J&A and the purchase is sole source for the reasons recited therein. This amendment is issued to extend the duration of the Class J&A by an additional twelve (12) months.

In 2013, DLA Aviation issued an indefinite delivery corporate contract to Aviall Inc. for GE sole source National Stock Numbers (NSNs) required for support of the J-85 Engine program with a total contract period not to exceed five (5) years including options. Currently, DLA Aviation is in the process of soliciting for a subsumable contract under the GE Captains of Industry (COI) Supplier Capability Contract (SCC) umbrella for performance based J-85 Engine support. The anticipated award date for the GE COI SCC subsumable contract is August 31, 2018; however, in order to ensure continued coverage for the J-85 program in the event of any delays in the award process or transition of the items to the subsumable contract, a twelve (12) month extension of the Aviall contract to September 29, 2019 is required. The extension will consist of four, three-month options to provide DLA Aviation maximum flexibility in extending the contract for the appropriate time period. As the total spend to date for this contract is approximately , the estimated value for the additional twelve months of support will not breach the currently approved for this contract.

The Contracting Officer hereby determines that the anticipated cost to the Government of the extended coverage will be fair and reasonable.
