About this file

This is a Request for Quotations (RFQ) issued by the Defense Logistics Agency (DLA) Aviation Supply Chain for the procurement of O-rings (NSN 5331-01-194-8965). The RFQ number is SPE4A1-27-Q-0002, with a requisition number of 7016438050, issued on September 29, 2026, with quotations due by October 7, 2026. The requirement is for 271 units of O-rings manufactured by Honeywell International Inc. (CAGE 59364, P/N S9412-535) in accordance with technical drawing 99193 S9412 Revision A, dated March 16, 1992. Delivery is required within 274 days from award to DLA Distribution Cherry Point in North Carolina. Pricing terms are firm fixed price with no quantity variance allowed. Inspection and acceptance occur at destination. Packaging must comply with MIL-STD-2073-1E specifications, and all items must be packaged in waterproof, opaque bags per MIL-DTL-117. The procurement is not designated as a small business set-aside.

The RFQ incorporates extensive federal requirements including Cybersecurity Maturity Model Certification (CMMC) Level 2, restrictions on ozone-depleting chemicals and asbestos, sampling requirements per MIL-STD-1916, and provisions for former government surplus property certification. Quoters must meet source control drawing requirements as approved sources or obtain OEM approval. Standard FAR and DFARS clauses apply covering areas including payments via WAWF, electronic invoicing requirements, subcontracting provisions, inspection and acceptance, prompt payment discounts, and various security and compliance representations regarding covered defense telecommunications, Russian fossil fuel operations, Iran sanctions, and prohibited entities. Past performance evaluation will utilize SPRS assessments weighted most heavily, with evaluation factors being approximately equal to cost or price.

DAAN-13-01 Evaluation and Award for Simplified Acquisitions. (June 2018)

(b) Relative Important and Trade-offs. The Government will base the determination of best value on a comparative assessment of the quoters' prices, past performance, and the other evaluation factors identified elsewhere in this solicitation. The determination of best value also considers the relative importance of the evaluation factors. All evaluation factors, when combined, are:

[ ] significantly more important than cost or price.

As other evaluation factors become more equal, the evaluated cost or price becomes more important.

[X ] approximately equal to cost or price; or [ ] significantly less important than cost or price.

As the evaluated cost/price becomes more equal, relative importance of all other evaluation factors becomes more significant.

(e) Past Performance Evaluation Factors. The Government will use the past performance evaluation factors marked below in addition to cost or price and other evaluation factors specified in the solicitation.

Unless indicated otherwise, past performance is significantly more important than other non-price factors.

Within the past performance subfactors, SPRS assessments (as applicable) will be weighed most heavily. Historical quality history and delivery schedule compliance (not captured in SPRS) will be weighed more heavily than the remaining past performance subfactors. All other non-price evaluation factors specified in this solicitation weigh equally, unless otherwise indicated.

[x ] SPRS Assessments (PROC NOTE L08) (EProcurement) [ ] PPIRS-RC Assessments [ ] Historical Quality (not captured in SPRS) [ ] Historical Delivery Schedule Compliance (not captured in SPRS) [ ] Other (specify):
