ADDENDUM TO FAR 52.212-2 EVALUATION - COMMERCIAL ITEMS (OCT 2014)

1. CONTRACT AWARD

The US Government intends to award one Indefinite Quantity contract (Indefinite Delivery Purchase Order / IDPO) for the acquisition of bottled water to be delivered to US forces located in Kosovo, Bulgaria and Romania. The products shall be furnished in accordance with the Technical Specifications outlined in Attachments 1 and 3 of the RFQ and shall be delivered FOB Destination to the locations provided as outlined in Attachment 2.

2. EVALUATION

This acquisition is being conducted with the expectation of adequate price competition and will rely on the processes and procedures described under FAR 15.404-1(b) as the primary means of assessing proposal reasonableness. The Government will evaluate quotes for responsiveness to the RFQ, but will not rank the quotes by price or non-price factors. Only those quotes that have been determined to be responsive to the RFQ will be evaluated for price.

Note: If all quotes received are in the same currency (i.e. Euros), the evaluation currency will be Euros. If some quotes are received in US Dollars and some are received in Euros, the evaluation currency will be US Dollars. Each offeror’s quoted unit prices that are not already in US Dollars will be converted to US Dollars for evaluation purposes only using the Oanda website (https://www.oanda.com/currency/converter/), utilizing the exchange rate on the date evaluations occur.

Technical and Past Performance will not be evaluated. Lowest Total Evaluated Price (TEP) will be used as the evaluation method in this procurement. The TEP will be calculated by multiplying the proposed unit prices for each ordering period by a random sample demand set.

The random sample demand set is determined by utilizing a formula that randomly adjusts the Annual Estimated Quantity (AEQ) from the Addendum to 52.212-1 of each item by up to +/- 20%. The exact same random sample demand set will be used to calculate the TEP for all quotes received. The calculated amount per ordering period will then be added up to achieve a

TEP.

Unit prices will be evaluated for balance in accordance with FAR 15.404-1(g).
