About this file

This is a Request for Quotations (RFQ) issued by the Defense Logistics Agency (DLA) Troop Support Medical Supply Chain for the procurement of catheterization kits for pneumothorax treatment. The RFQ was issued on October 5, 2026, with quotations due by October 13, 2026. The solicitation is not a small business set-aside. Six line items are requested, each for one unit of NSN 6515016322087, with delivery required within five days to a destination point (FOB Destination). The procurement is a micro-purchase acquisition candidate for automated award, though those containing first article test requirements are excluded from automated processing.

The catheterization kit specifications require an outer diameter of 11 FR, length of 13 cm, and include a thoracic vent, trocar, double-valved aspiration cannula, suction tubing set, syringes, safety needles, scalpel, forceps, gauze sponges, fenestrated drape, and occlusion plug. The item must have a 36-month shelf life with no more than five months elapsed from manufacture to delivery. Bidders must specify the source and part number being supplied, and the device is FDA-regulated. Two approved manufacturers are listed: Owens & Minor Distribution Inc (CAGE 9C381, P/N 6597TV1113) and Uresil LLC (CAGE 3CEC8, P/N TV11-13). Packaging and marking shall be commercial per procurement requirements and Medical Marking Standard No. 1. The solicitation incorporates the DLA Master Solicitation for Automated Simplified Acquisitions (Revision 105, May 2026) and includes extensive FAR, DFARS, and DLAD clauses addressing representations, certifications, small business requirements, hazardous materials, payment procedures via WAWF, and telecommunications equipment prohibitions. Procurement history shows recent unit costs ranging from approximately $268 to $321 per kit.

THIS BUY MAY BE A CANDIDATE FOR AUTOMATED AWARD. HOWEVER, AUTOMATED

SOLICITATIONS CONTAINING FIRST ARTICLE TEST REQUIREMENTS ARE NOT

CANDIDATES FOR AN AUTOMATED AWARD. ALL QUOTES MUST BE SUBMITTED VIA THE

DLA INTERNET BID BOARD SYSTEM (DIBBS) AT https://www.dibbs.bsm.dla.mil.

MICRO-PURCHASE QUOTES MAY BE AWARDED PRIOR TO RETURN DATE.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM 456199

Refer to the corresponding small business size standard http://www.sba.gov/content/table-small-business-size-standards

However, the small business size standard for a concern that submits an offer but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees if the acquisition is

1) an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award; or 2) uses the HUBZone price evaluation preference to award to a HUBZone concern, unless the concern waived the evaluation preference.

DFARS 252.225-7001, BUY AMERICAN AND BALANCE OF PAYMENTS PROGRAM,

APPLIES TO ALL QUOTES ABOVE THE MICRO-PURCHASE THRESHOLD.

DESTINATION INSPECTION REQUIRED - FAR 52.246-2 APPLIES.

Fast Pay applies to this solicitation if the final award value is less than or equal to the dollar threshold cited in FAR 13.402(a)

Due to the volatility of demands, and frequent quantity changes on open purchase requests, offerors are highly encouraged to submit quantity ranges when quoting. If a PR is evaluated manually, quoting ranges

SECTION A

provides the buyer the option to combine requirements or reduce the quantity as needed without resoliciting or adding any additional administrative burden for either party involved when making an award.

This does not apply to Auto IDC.

If you anticipate quoting on a solicitation after the closing date, please submit a DIBBS quote with a bid type of “No Bid” and place an anticipated quote date or the reason you are not willing to quote. This does not prevent you from submitting an actual quote on DIBBS at a later date. It will overlay your previous no quote. This informs buyers of your intention to quote and prevents multiple calls for updates and cancelling of requirements assumed to be non-procurable due to no quotes/sources. The submission of an anticipated quote date does not preclude DLA from making an award to another acceptable timely offer.
