About this file

This document is a Limited Sources Justification (LSJ) for the acquisition of eighteen (18) A-DEC: 500B PERIODONTICS DENTAL EQUIPMENT PACKAGE WITH INSTALL (CONUS) by the Womack Army Medical Center (AMC) in Fort Liberty, North Carolina. The justification cites FAR 8.405-6(a)(1)(i)(B) as the authority, as the A-DEC Periodontics Dental Equipment Package is the only product that meets the minimum technical requirements, which include accommodating left- and right-handed dental professionals, having specific chair functions and features, and supporting a patient load up to 500 lbs. The acquisition will be placed against A-DEC, INC.'s Equipment Electronic Catalog (ECAT) contract SPE2DH-24-D-0006, which expires on March 05, 2029. The Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Hospital Supply Division, is the contracting activity. DLA Troop Support has determined the prices under the ECAT program to be fair and reasonable.

LIMITED SOURCES JUSTIFICATION

1. Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Hospital Supply Division, is the contracting activity.

2. This justification is for an acquisition supporting the Womack Army Medical Center (AMC) in Fort Liberty, North Carolina. Womack AMC is seeking to acquire eighteen (18) A-DEC: 500B PERIODONTICS DENTAL EQUIPMENT PACKAGE WITH INSTALL (CONUS), as described below. The order will be placed against A-DEC, INC.’s Equipment Electronic Catalog (ECAT), Contract Number SPE2DH-24-D-0006, which expires on March 05, 2029. This acquisition is conducted under the authority of the DLA Troop Support Equipment ECAT Multiple Award Schedule Program.

3. Womack AMC has a requirement for the following dental chair system:

Item Description: A-DEC: 500B PERIODONTICS DENTAL EQUIPMENT PACKAGE WITH

INSTALL (CONUS)

Manufacturer Part Number: 500B PERIO WITH INSTALL (A-DEC, INC.)

Supplier Part Number: 500B PERIO WITH INSTALL (A-DEC, INC.)

Quantity: 18 Each Unit Price:

Total Estimated Dollar Value:

4. The authority justifying limiting sources is FAR 8.405-6(a)(1)(i)(B), as the following circumstance applies:

only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The use of this authority is necessary because the A-DEC Periodontics Dental Equipment Package with Install (CONUS) is the only chair that can meet the requirements of Womack AMC.

The required Dental Treatment Room Chair must satisfy the following minimum requirements:

a. The system must accommodate left- and right-handed dental professionals.

b. The system must have a hydraulic slow move function for the Lift System and Seat Tilt.

c. The system must have a chair swivel range equal to or greater than sixty (60) degrees.

d. The system must have a maximum patient load equal to or greater than 500 pounds (lb) (227 kilograms (kg)).

e. The system must have a detachable double articulating headrest with a sliding cushion, and an operational quick release adjustment lever.

f. The system must have a three-position armrest.

g. The system must have a lift range low point lower than 14 inches.

h. The system must have a bi-directional hydraulic motor pump.

i. The system must have an integrated power supply with a wattage of 300 Volts of Alternating Current

(VAC)

The dental treatment room chairs will be utilized by multiple dental specialties within the Womack AMC in Fort Liberty, North Carolina. As there may be left- or right-handed dental professionals on staff, the chair’s rotation must accommodate all providers on staff. A hydraulic slow movement function makes the chair move slower when lifting/lowering and reclining/inclining; this minimizes potential for accidents and minimizes postural hypotension risk. The required sixty (60) degree swivel (30 degrees each side) allows for that accommodation and enhances patient/operator accessibility thereby decreasing dental professional repositioning. The 500lbs (277 kg) weight requirement is necessary because Womack AMC has a general dentistry residency program where an active-duty service member’s dependents may be eligible for dental treatment. Eligible dependents do not have the same weight standards as active-duty service members. A double articulating headrest allows providers to adjust the headrest, so patients’ necks are supported, reducing ergonomic stress, and their chins are raised, allowing for easier pathways by the practitioner. A.

tiltable headrest further enables clinicians increased access to a patient’s oral cavity. The headrest is detachable which accommodates wheelchair patients; the headrest can be installed in the opposite direction for head support. An adjustable sliding cushion is necessary to accommodate variable patient heights. The three-position armrest is important for maintaining an ergonomically suitable position for the patient's posture; this is especially needed during IV treatment. A lift range low point of less than fourteen (14) inches allows practitioners to more easily perform seated dentistry practices. The bi-directional hydraulic motor pump is a single motor system and necessary to adjust the chair’s height and backrest. The hydraulic pump extends the chair lift and tilts hydraulic cylinders. The bi-directional pump’s rotations affect the base and back of the chair. The hydraulics in conjunction with the bi-directional motor pump makes base/back adjustments smooth (reducing movement turbulence). An integrated 300 VAC power supply is necessary for the use of chair compatible ancillary products. The A-DEC 500B PERIODONTICS DENTAL EQUIPMENT PACKAGE WITH INSTALL (CONUS) is the only product currently available on ECAT or in the commercial market that meets all of Womack AMC’s minimum requirements as explained above.

5. DLA Troop Support has determined the prices of supplies under the Equipment ECAT multiple award program fair and reasonable

This acquisition represents the best value to the Government consistent with

FAR 8.404(d).

6. The Womack AMC team conducted market research

Additional market research was completed by DLA Troop Support in November 2024

7. ECAT vendors have the opportunity to add new products that fall within the scope of the Medical

Equipment ECAT program on a quarterly basis. Therefore, any ECAT vendor may add products, including dental chair systems, enhancing competition for future acquisitions.

8. DLA Troop Support will attempt to locate other sources for future requirements as they arise; however, any new item considered for procurement would be required to meet the Government’s minimum technical requirements.
