Limited-Sources Justification Summary
This is a Limited-Sources Justification (LSJ) document from the Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Hospital Supply Division, justifying a non-competitive procurement of Welch Allyn Interpretive 12-Lead Multichannel ECG machines (Model CP150A-1ENB) for USAMMCE in Kaiserslautern, Germany. The acquisition covers 125 units to be procured under ECAT Solicitation SPE2DH-21-R-0002, Contract Number SPE2DH-21-D-0065, valid through May 11, 2026. The justification cites FAR 8.405-6(a)(1)(i)(B) authority, establishing that only one source is capable of providing supplies meeting the required specifications because the equipment is unique or highly specialized.
The government has established six minimum clinical and technical requirements: 6-hour battery life for field operations, 12-lead capability per Advanced Cardiac Life Support certification standards, touchscreen interface for patient data visualization, disposable electrodes to prevent cross-contamination, wired computer connectivity for electronic health record integration, and compatibility with Germany's 220-volt/50-hertz electrical standard. Market research conducted in December 2025 by the USAMMC-E site team through web searches, vendor calls, medical master catalog review, and Emergency Care Research Institute evaluation identified that alternative ECG machines do not meet all minimum requirements. DLA Troop Support's review of ECAT contract catalogs and the DLA Biomedical Engineer's web search confirmed no additional sources meeting all listed requirements are available. The Contracting Officer has determined contract prices fair and reasonable and will seek additional price reduction due to order exceeding the simplified acquisition threshold, determining the acquisition represents best value to the government.

LIMITED-SOURCES JUSTIFICATION (LSJ)
Interpretive 12-Lead multichannel ECG
1. Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Hospital Supply Division, is the contracting activity.
2. The justification is for an acquisition supporting USAMMCE in Kaiserslautern, Germany; The customer is seeking to acquire an electrocardiogram (ECG) machine: WELCH ALLYN: INTERPRETIVE 12- LEAD MULTICHANNEL ECG. The order can be placed against ECAT Solicitation SPE2DH-21-R- 0002 Contract Number SPE2DH-21-D-0065, which is valid through May 11, 2026.
3. The acquisitions are for the purchase of the following dental chair system:
Manufacturer: Welch Allyn Item Description: INTERPRETIVE 12-LEAD MULTICHANNEL ECG Manufacturer Part Number: CP150A-1ENB Quantity: 125 Each Unit Price:
Total Estimated Dollar Value:
4. The authority waiving the competition requirements is FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The use of this authority is necessary to meet the locations’ requirements for 125, Interpretive 12-lead multichannel ECGs. The ECG machines are necessary because each location’s existing ECG machines have exceeded their life expectancy and they are required to be replaced.
The required ECG machine must satisfy the following minimum requirements established by the aforementioned locations:
a. Battery life - The device must have a battery life of 6 hours of continuous operation.
b. 12 Leads - The device must have 12 Leads to record the heart’s electrical activity.
c. Touchscreen- The device must have a touchscreen for clear visualization of patient data.
d. Disposable electrodes- The device must have disposable (single-use) electrodes to prevent cross contamination and infections.
e. Wired computer connectivity- The device must have wired computer connectivity to directly transfer ECG test results to the electronic health record system.
f. Power capacity- The device must be compatible with 220 Volts and 50 Hertz, so it can be externally powered.
The ECG machines will be utilized by Military forces located in Kaiserslautern, Germany. The device's 6-hour battery life ensures that field medical staff have a reliable power source when they don’t have access to a power outlet. The 12 lead ECG is the current standard for Advanced Cardiac Life Support certification, which is required for many clinicians in the U.S. military health system. ECG leads are the electrical connections used in electrocardiography to record the heart’s electrical activity. 12 lead ECG’s capture the heart’s signals from multiple angles, allowing for a more accurate diagnosis than an ECG with less leads. The touchscreen enables clear visualization of patient data and quick entry of patient data.
Without a touchscreen staff would use buttons, knobs, or an external keyboard to navigate menus and input data. Disposable electrodes are necessary to prevent cross-contamination, as reusable electrodes require disinfection after each use; failure to do so increases the risk of transmitting pathogens between patients. A wired connection is required to send ECG results into the electronic health record system, offering a more stable, uninterrupted data transference than Wi-Fi or Bluetooth. The ECG machine must be compatible with Germany’s standard 220V/50Hz electrical supply so the machine can be powered without risk of voltage damage.
The Welch Allyn ECG machine identified above is the only product currently available on ECAT or in the commercial market that meets all minimum clinical/technical requirements indicated above.
5. The Contracting Officer has determined the contract prices of supplies under the Equipment ECAT multiple award program fair and reasonable. DLA Troop Support will seek an additional price reduction since the order will exceed the simplified acquisition threshold. The Contracting Officer has determined that this acquisition represents the best value to the Government consistent with FAR 8.404(d).
6. The USAMMC-E site team performed clinical requirements assessments through market research in December 2025. They assessed which companies offer an ECG machine capable of meeting all minimum requirements. Market research was done via web search, phone calls with potential vendors, the review of the medical master catalog, and the Emergency Care Research Institute (ECRI). The ECRI is a non-profit medical authority that conducts independent medical device evaluations and analysis.
were found to have similar ECG machines to the Welch Allyn machine.
However, the compiled research concluded that only Welch Allyn has an ECG machine that meets all the minimum clinical/technical requirements.
The systems were reviewed against the identified minimum requirements:
Both of the alternative models do not meet minimum requirements
The system does not meet minimum requirement
The system does not meet minimum requirement
Additional market research was completed by DLA Troop Support in December 2025 by reviewing DLA ECAT contract catalogs; no additional sources that meet all the listed requirements were found.
The DLA Biomedical Engineer also reviewed similar ECG machines via web searches and concluded that no additional sources that meet all requirements are available.
The INTERPRETIVE 12-LEAD MULTICHANNEL ECG is available on ECAT via SPE2DH-21-D- 0065.
7. ECAT vendors have the opportunity to add new products that fall within the scope of the Medical Equipment ECAT program on a quarterly basis. Therefore, any ECAT vendor may add products, including ECG machines, enhancing competition for future acquisitions.
8. DLA Troop Support continually performs market research of ECG machines to identify possible other acceptable sources for future acquisitions, in order to overcome the barriers that led to restricted consideration. Furthermore, DLA will continue monitoring the market, however, any new item considered for procurement would be required to meet the Government’s minimum clinical requirements. In the event another vendor outside of the Equipment ECAT Program offers ECG machines, DLA will encourage any such vendor/manufacturer to participate in the Equipment ECAT Program.
9. As the Contracting Officer, I hereby certify that the information contained in this Limited-Sources
Justification is accurate and complete to the best of my knowledge and belief.
