About this file

This document is a Justification for Exception to Fair Opportunity (JEFO) for a single-source procurement of anesthesia delivery systems.

The Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Capital Equipment Division is acquiring twelve (12) Draeger Allan Anesthesia Systems for Fort Hood, Texas under existing contract SPE2D1-24-D-0009, valid through July 2029 under the Patient Monitoring program. The procurement is justified under FAR 16.507-6(b)(2) as implemented by DOD Class Deviation 2026-00045, which permits sole-source procurement when supplies are unique or highly specialized. The Carl R. Darnall Army Medical Center at Fort Hood requires anesthesia delivery systems capable of delivering oxygen, nitrous oxide, and medical air across multiple ventilation modes, including Pressure Control Ventilation (PCV) to protect damaged lungs. The Draeger Allan system is the only available system that can monitor all five (5) required anesthesia gases and employ electronically driven piston ventilation with tight control over inspiratory/expiratory flows and automated lung recruitment maneuvers. Comparable systems can monitor only three (3) of the five required gases, making them unsuitable for the facility's Level III trauma center operations. The contracting officer determined pricing is fair and reasonable based on commercial pricing comparisons and certified cost data. Market research was conducted through the Emergency Care Research Institute (ECRI), an independent organization that validates medical device specifications. DLA committed to continuing market research for future acquisitions to enhance competition for subsequent anesthesia system procurements.
