About this file
This document is a Justification for an Exception to Fair Opportunity (JEFO) for a Vital Signs Transport Monitor procurement by the Defense Logistics Agency (DLA) Troop Support for the US Navy Medical Readiness Logistics. The document details the acquisition of 135 Propaq M Vital Signs Transport Monitors from Zoll Medical, with a specific National Stock Number (65150162-11689), at a unit price that is redacted. The procurement is for the Navy Medical Readiness Annex, which requires new vital signs transport monitors to replace outdated equipment.
The JEFO justifies a sole-source acquisition under FAR 16.505(b)(2)(i)(B), citing that only Zoll Medical can meet the Navy's stringent requirements. These include FDA approval, compatibility with medical service standardization, a Safe to Fly Certificate, battery performance specifications, operational capabilities, and ruggedness for expeditionary field hospitals. Market research conducted from June to July 2025 confirmed that the Zoll Propaq M is the only vital signs transport monitor on the PMCE/ECAT contract that satisfies all US Navy minimum requirements. The contract will be placed against an existing PMCE contract (SPE2D1-19-D-7003), with DLA Troop Support committed to ongoing market research for potential future competitive sources.

(8) In an effort to remove barriers to fair opportunity on subsequent acquisitions, PMCE vendors have the opportunity to add new products at any time that fall within scope of the contract program enhancing competition for future acquisitions. DLA Troop Support and the US Navy will continue to perform market research of vital signs transport monitors to locate other acceptable sources for future acquisitions. However, any new device would be required to meet the US Navy’s minimum requirements.
