About this file
This is a Justification for an Exception to Fair Opportunity (JEFO) document for the sole-source procurement of Zoll Automatic External Defibrillator (AED) 3 BLS CPR Uni-Padz Package units through Zoll Medical's existing PMCE Contract SPE2D1-19-D-7003, which expires January 13, 2029.
The Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, is procuring WiFi-enabled AEDs (part number 8509-001103-01) for United States Air Force (USAF) locations including RAF Lakenheath, RAF Mildenhall, RAF Croughton, and RAF Alconbury. The JEFO cites FAR 16.505(b)(2)(i)(B) as the authority for sole-source procurement, as market research conducted between February and September 2024 determined that only Zoll Medical's AED meets the USAF's minimum requirements, which include FDA 510K clearance, single patient leads for adult and pediatric patients, visual CPR/shock feedback, 5-year battery life, and automatic self-testing capabilities. The DLA Biomedical Engineer confirmed in November 2024 that no other PMCE/ECAT vendors could meet these requirements.
