JUSTIFICATION FOR AN EXCEPTION TO FAIR OPPORTUNITY (JEFO)
1. Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Capital Equipment Division, is the contracting activity.
2. This justification is for the purchase of two hemodynamics monitoring systems (hemo system) for the two cardiac catheterization (Cath) labs at Keesler AFB on a sole source basis.
3. The hemo systems, to include hardware, software, installation and training, are available on ScImage’s Digital Imaging Network - Picture Archive and Communication System (DIN-PACS) IV contract, SPE2D1-17-D-0037, which expires July 30, 2022. The total estimated dollar value of this requirement is $266,252.
4. This delivery order will be placed as an exception to the fair opportunity process in accordance with FAR 16.505(b)(2)(i)(B), as only one awardee is capable of providing the services required at the level of quality required because the services to be ordered are unique or highly specialized.
Keesler AFB has a requirement to add two hemo systems to the Cardiology Picture Archiving and Communication System (PACS) already in place. The Cath Lab procedure rooms support percutaneous coronary interventions, diagnostic catheterizations, pacemaker implantations and upgrades, loop devices, transesophageal echocardiograms, cardioversions, and a number of other emergency procedures. The system will be connected to the Defense Health Agency (DHA) network and provide reporting and monitoring of all cardiology actions during Cath Lab procedures. The hemo systems must be compatible with the new ScImage Cardiology PACS recently installed at Keesler AFB. Further, the hemo systems from ScImage must provide seamless integration and work within the same RMF accreditation boundaries and cybersecurity certification required by the Air Force.
5. DLA Troop Support has already determined all prices to be fair and reasonable
6. Market research performed by DLA Troop Support among the DIN-PACS contract holders confirmed that no other vendors can offer and properly connect a hemo system that will integrate compatibly with the ScImage DIN-PACS currently installed. Other companies’ similar DIN-PACS products do not meet, nor can they be modified to become compatible to properly connect to the existing ScImage DIN-PACS.
7. There are no additional facts supporting this justification.
8. DIN-PACS vendors have the opportunity to add products that fall within the scope of the DIN-PACS contract at any time; however, currently there are no other known DIN-PACS vendors that would be able to provide these services for an existing ScImage DIN-PACS.
9. As the Contracting Officer, I hereby certify that the information contained in this justification is accurate and complete to the best of my knowledge and belief.
