(1.) The solicitation closing date is hereby extended until December 7, 2016, 3:00PM Local Time.
(2.) Page 44 of the solicitation, section 10.6 is revised as follows: “The vendor is required to provide user guides and manuals to system administers, when requested. The vendor may provide these guides and manuals in hard copy and/or CD/DVD. These materials must be printed, or on CD/DVD. Training materials must not be submitted in USB or other removable drive format, as these are banned from use on DoD and VA computers.
(3.) ATTACHMENT #2 titled “Integrated Video Imaging Sharing System (IVISS) Response Form_V3, section 10.6, is revised as follows: “The vendor is required to provide user guides and manuals to system administers, when requested. The vendor may provide these guides and manuals in hard copy and/or CD/DVD. These materials must be printed, or on CD/DVD. Training materials must not be submitted in USB or other removable drive format, as these are banned from use on DoD and VA computers.
(4.) Amendment 0006 replaced V2 of ATTACHMENT #2 with V3. ATTACHMENT #2, V3, page 33, section 10.8 (Helpdesk Support), second bullet states “Pricing for optional maintenance has been provided, for years 2-6 of system ownership. The government, however, does not guarantee the purchase of this item.”
This bullet is deleted in its entirety.
(5.) Page 45 of the solicitation, section 11.4.2 is revised as follows: Maintenance and support response time shall be 4 hours or less during the 0800-1700 local time of the facility. If 4-hour remote support expires after the listed hours, then the 4-hour on-site support time clock begins at 0800 the next day. Maintenance may be conducted remotely or onsite, or a combination of the two. Response time is measured from the time the vendor is notified of a need for maintenance or support, until maintenance is started from a remote location or support personnel arrive on-site and begin actively working on the problem. If remote maintenance and support is begun and the problem remains unresolved after the initial 4-hour time period, vendor personnel shall immediately be dispatched to the site and arrive within 4 hours or less. The above response time applies to all sites.”
(6.) Amendment 0006 replaced V2 of ATTACHMENT #2with V3. ATTACHMENT #2 V3, section 11.4.2, is replaced in its entirety with the following: “Maintenance and support response time shall be 4 hours or less during the 0800-1700 local time of the facility. Page 46 of the solicitation, page 46, section 11.5 is revised as follows: “Contractor shall offer a maintenance program(s) for each system installed for up to at least three additional, one-year periods following conclusion of the one-year system warranty. All definitions and requirements as defined above for the warranty period shall apply during the post-warranty.”
(8.) Amendment 0006 replaced V2 of ATTACHMENT #2 with V3. ATTACHMENT #2, V3, page 35, section 11.5, Post- Warranty Maintenance is revised as follows: “Contractor shall offer a maintenance program(s) for each system installed for up to at least three additional, one-year periods following conclusion of the one-year system warranty. All definitions and requirements as defined above for the warranty period shall apply during the post-warranty.”

(9.) ATTACHMENT #2 titled “Integrated Video Imaging Sharing System (IVISS) Response Form_V3” is replaced with “ATTACHMENT #2- Integrated Video Imaging Sharing System (IVISS) Response Form_V4 (Amendment 0007).”
(10.) Additional vendor questions were received and reviewed and below is the government’s response:
A. Vendor’s Question: Attachment 2, Section 10.8 states: “Pricing for optional maintenance has been provided, for years 2-6 of system ownership.” This equates to a total of 5 years.
Attachment 2, section 11.5 check box states:’ Contractor shall offer a maintenance program(s) for each system installed for up to at least three additional, one year periods following conclusion of the one-year system warranty. All definitions and requirements as defined above for the warranty period shall apply during the post-warranty [sic]Contractor shall offer an optional maintenance program(s) for each system installed for up to at least five (period. [sic] three (3)) additional, one year periods following conclusion of the one-year system warranty. “While the check box this section states: “The proposed solution and pricing include an optional maintenance program(s) for each system installed for up to at least five (5) additional, one year periods following conclusion of the one-year system warranty.
The IVISS Price Books states: “The vendor must provide pricing for post-warranty maintenance and agree to support the system and all components (software/licenses, hardware, and professional services) for a three-year period beyond the initial one-year warranty.”
How long is the required warranty beyond the initial one-year warranty – three years or five years?
DLA Troop Support’s Response: ATTACHMENT #2 has been revised and an updated version (V4) replaces previous version (V3). Section 10.8 states the requirements for Helpdesk Support. The second bullet under this section is removed. See paragraph 4 above. Section 11.5 covers Post-Warranty maintenance. This section has been revised. See paragraph 5 above.
B. Vendor’s Question: Attachment 2 states: “User guides and manuals for system administrators will be provided and are included in this proposal. These materials will be printed, or on CD/DVD.” Does “included in the proposal” mean that the price for the User Guide/Manuals is included in the IVISS Price Book or that the actual Guide/Manual is provided?
DLA Troop Support’s Response: See paragraph 2 above. The cost of guides and manuals should be part of the system cost. The vendor should not provide guides and manuals with their proposal.
C. Vendor’s Question: In the most recent Q/A we asked three questions within a single question concerning the on-site 4-hour response requirement. While it is clear to us that the Government answered the first two questions, we are unsure if you answered the third question. We believe that the IVISS requirement as specified in the SOW, particularly the statement (in tables 1 and 2 on page 34 of the SOW) that work stations are located in “Treatment Room” implies that IVISS will be used predominately, if not entirely, during business hours. As such, we request that the Government specify that the “4 hour on site response” after exhausting 4 hours of initial support be dependent on the business hour time frame of 0800-1700 hours, i.e. if 4-hour remote support expires after business hours then the 4-hour on-site support time clock begins at 0800 the next day.
DLA Troop Support’s Response: See paragraph 2 above.
D. Vendor’s Question: In preparing our proposal we have discovered a few requirements inconsistencies between the RFP and its multiple attachments (question one above is an example of one such inconsistency).
Would the government please provide an order of precedence for the RFP and each attachment provided.
DLA Troop Support’s Response: The solicitation and corresponding attachments issued on August 11, 2016 are the primary documents. Amendments 0001- 0007 which include updates, changes and attachments

are then incorporated in the order of issuance (chronological order) into the solicitation.
E. Vendor’s Question: Section 5.3.6. The system must the have capability to append to digital video or image files. Question: Can you provide more information and specifics on what you want to append to videos?
DLA Troop Support’s Response: Additional information was addressed in Amendment 0003, page 5, paragraph K. DLA Troop Support’s Response stated the following: “The system must have the capability to append, i.e., add a voice, text, arrow, drawing, or other piece (form) of data onto the file to highlight a particular portion of the exam.
F. Vendor’s Question: Section 5.5.19 System must allow user to manually change contrast of videos and images.
Question: Can you provide additional information and specifics on what type of contrast settings are you looking for related to videos?
DLA Troop Support’s Response: Contrast settings for videos are most commonly performed when editing a digital photo.
G. Vendor’s Question: Contract Scope and Minimum Requirements: 3.4 System must have the ability to transmit and receive DICOM and non-DICOM studies and reports through the DoD and VA networks, and use existing vendor neutral archives for long term storage.
Question: You state long term storage will be using the existing Vendor Neutral Archive, we want to confirm that you are referencing DHA's Enterprise Clinical Image Archive (ECIA)?
DLA Troop Support’s Response: The Vendor Neutral Archive is referencing the Army Enterprise Clinical Image Archive (ECIA).
H. Vendor’s Question: Do you want the Viewer to federate only the Phase 1 & Phase 2 Sites, or do you want a solution that allows for individual site viewing and centralized ECIA global viewing of Videos (assuming the long term archive is ECIA)? Or do you want a combination of both?
DLA Troop Support’s Response: This requirement was addressed in Amendment 0006, page 4, paragraph I. The government is not requesting a "Central IVISS Server" as a priced line item in the vendor's proposed solution. The government is requiring the proposed solution to have the capability to auto archive files to a central server, which is government provided. The intent of this requirement (Solicitation, page 43, paragraph 8.14) is to state that the IVSS has the ability to off-load data from its local storage (aka cache) into a long term archive.
We are requesting a solution that allows for individual site viewing and centralized ECIA global viewing of videos.
I. Vendor’s Question: Can you provide one additional 2-week extension to the response date?
