Request for Quotations (RFQ) Summary
This is a Request for Quotations (RFQ) issued by DLA Troop Support (Defense Logistics Agency) for the manufacture and delivery of Oxygen Mask Receiver assemblies, part number 93A8514 (NSN: 8475-01-389-6117), manufactured by Gentex Corporation (CAGE: 97427). The solicitation requests quotations for a total quantity of 1,500 units divided across five line items, each with 300 units and staggered delivery dates ranging from 90 to 210 days after award. Quotations must be submitted to Christopher Perkins (DCP0124) at DLA Troop Support, 700 Robbins Avenue, Philadelphia, PA 19111-5096, by November 20, 2026. The procurement uses firm fixed pricing with FOB Destination terms. Deliveries are scheduled to three separate locations: Pendergrass Distribution Center (Georgia), Travis Association for the Blind (Texas), and LA3P, with inspection and acceptance occurring at the destination. All material must be contractor-furnished, and acceleration of deliveries is requested at no additional cost to the Government.
Quality requirements mandate compliance with ANSI/ISO/ASQ Q9001-2015 (excluding Section 8.3), and contractors must enroll in the E-Verify program within 30 days of contract award. This is not a small business set-aside. The solicitation incorporates the DLA Master Solicitation (REV 105, dated May 20, 2026) by reference and includes numerous FAR and DFARS clauses addressing compliance with telecommunications prohibitions, buy-American requirements, cybersecurity safeguards, export controls, and various representations and certifications. Electronic invoicing through VIM-ASAP and WAWF is required for payment processing. First Article Testing is not required, and the production lead time is 90 days after award date.

In addition, if the Contractor fails to furnish timely disposition instructions, the Contracting Officer may dispose of the nonconforming supplies for the Contractor's account in a reasonable manner. The Government is entitled to reimbursement from the Contractor, or from the proceeds of such disposal, for the reasonable expenses of the care and disposition of the nonconforming supplies, as well as for excess costs incurred or to be incurred.
