The solicitation seeks 320 units of shoulder sleeve insignia (NSN 8455-01-475-8875) for the U.S. Army, with a delivery requirement of 90 days after date of order (ADO) to Miramar Readiness Center in Miramar, Florida. Quotations must be submitted by October 21, 2026, to buyer Peyton Truban at DLA Troop Support, 700 Robbins Avenue, Philadelphia, PA 19111-5096. The procurement includes a NATO nation flag (2.25 x 3.5 inches, subdued three-color with velcro hook backing) for identifying friendly forces when viewed through night vision goggles, specifically for the Netherlands. Pricing is on a firm fixed-price basis with FOB destination and delivery inspection and acceptance at destination. Five (5) first article samples are required within 30 days of contract award; first article testing failure may result in contract termination for default. The solicitation incorporates the DLA Master Solicitation for eProcurement Automated Simplified Acquisitions (Part 13), Revision 99, and includes domestic preference requirements per the Berry Amendment, requiring all components to be of domestic origin. Bidders must be certified manufacturers listed by The Institute of Heraldry (TIOH) and must register in the VIM system to invoice electronically. Additional requirements include CMMC Level 2 Self-Assessment certification, packaging per ASTM D3951 and MIL-STD-129, and compliance with quality standards DPSCM 4155.3. The Government will evaluate quotations using a best value tradeoff methodology considering price and past performance equally, and reserves the right to award to a vendor with superior past performance despite higher pricing. This is not a small business set-aside.

In addition, if the Contractor fails to furnish timely disposition instructions, the Contracting Officer may dispose of the nonconforming supplies for the Contractor's account in a reasonable manner. The Government is entitled to reimbursement from the Contractor, or from the proceeds of such disposal, for the reasonable expenses of the care and disposition of the nonconforming supplies, as well as for excess costs incurred or to be incurred.
