Summary of Request for Quotations (RFQ) SPE1C1-27-Q-0028
This is a Request for Quotations issued by DLA Troop Support for the procurement of service ribbons across five separate line items. The solicitation was issued on September 29, 2026, with quotations due by October 13, 2026. Delivery is required within 120 days after date of order (ADO) to Arizona Industries for the Blind in Phoenix, Arizona, with FOB Destination terms. The five items consist of approximately 67,000 units total of various service ribbon types certified by The Institute of Heraldry (TIOH), including Achievement/Junior ROTC/NDCC ribbons, Leadership Ribbon AFJROTC, Service Ribbons (Type I and Military variants), and an Award Honor Cadet ribbon. All items are firm fixed price with pricing terms requested on a unit basis, quantity variance of plus/minus 0%, and standard inspection and acceptance at destination.
First article testing is required with five (5) samples due within 30 days of award, with government testing and notification within 30 calendar days thereafter. The evaluation methodology is best value tradeoff considering price and past performance equally, using the Supplier Performance Risk System (SPRS) per DFARS 252.213-7000. Quoters must be certified by TIOH and registered in the VIM (Vendor Information Management) system to invoice electronically through WAWF. The solicitation incorporates the DLA Master Solicitation for e-Procurement Automated Simplified Acquisitions (Revision 105, May 20, 2026) and includes numerous FAR and DFARS clauses covering requirements such as Buy American compliance, payment by EFT, quality standards per DPSCM 4155.3, and standard federal contracting compliance provisions. No small business set-aside is indicated.

The Government will evaluate quotes utilizing a Best Value Tradeoff methodology considering the following evaluation factors: price and past performance. These factors are equal in importance. The Government reserves the right to pay a reasonable premium to a responsive offer for better past performance. This means that the Government may make an award to a vendor that submits other than the lowest evaluated price. Past performance evaluation will utilize the Supplier Performance Risk System (SPRS) and will be evaluated in accordance with DFARS 252.213-7000.The evaluation criteria stated in this paragraph supersede any inconsistent provisions contained elsewhere in the solicitation.
