CHANGE TO VIM-ASAP

Please note: vendors under contract with DLA troop support clothing & textiles are able to use a web-based application called VIM, or Virtual Item Manager (https://vim.dla.mil). VIM allows manufacturers to generate and transmit contract documents such as delivery orders (DD1155s) and material inspection and receiving reports (DD250s). Previously, vendors registered using a user ID and password; however, soon all vendors must use an ECA certificate to access VIM. Please see below for more information.

Why is VIM requiring access via ECA certificate?

DoDI 8520.2 mandates the use of DoD PKI identity certificates when accessing DoD information systems. The DoD established the external certification authority (ECA) program to support the issuance of DoD-approved certificates to industry partners and other external entities and organizations. ECA certificates enable contractors to securely communicate with the DoD and authenticate themselves to DoD information systems.

What are ECA certificates?

ECA certificates are individually issued digital identity credentials. The DoD relies upon these credentials to ensure the identity of the user in online environments or when a certificate holder tries accessing DOD information systems. ECA certificates are stored either on hardware devices (smart cards or USB devices) or software versions (stored on your computer's hard drive). You will use your certificate to:

1) establish your identity when trying to access a protected site

2) legally "sign" a document, form, or application

3) encrypt messages (email) or documents to ensure confidentiality

Much like a driver's license or a passport, they are unique to each individual, and cannot be shared. It is against DOD regulations to share a username and password or allow someone to access another's ECA certificate for any reason.

Violation of this policy will result in the immediate revocation of the original owner's certificate.

How can I obtain an ECA certificate?

The following are the three entities authorized by the DoD to issue ECA certificates. Review and apply for an ECA certificate from one of the below organizations to access your vim account:

1) IdenTrust: http://www.identrust.com/certificates/eca/index.html

2) ORC (Operational Research Consultants): http://eca.orc.com/

3) Verisign: https://eca.verisign.com/

I have an ECA certificate, how do I access vim now?

Simply log into vim with your existing user ID and password as usual and then follow the steps:

1) Under menu, click the “certificate registration” option

2) Read the brief instruction and then click “continue”

3) Your certificate will display in a pop-up. Select the certificate and click “continue” https://vim.dla.mil http://www.identrust.com/certificates/eca/index.html http://eca.orc.com/ https://eca.verisign.com/

4) You will be prompted to enter your current password for confirmation and click “ok”

5) The message displays “your certificate has been successfully registered…” click “ok” to complete the process. You will be logged out of vim and prompted to login with your certificate.

6) Click “accept” to the terms and then select “certificate login”.

7) Your certificate will display in a pop-up. Select the certificate and click “ok” and you will be logged into your VIM account.

SERVICES FOR COLD WATER SPONGING AND SEMI-DECATING OF: CLOTH, GABARDINE: WOOL, POLYESTER/WOOL MC BLUE 2312, 60" MINIMUM WIDTH PRIOR TO SPONGING. 59" MINIMUM WIDTH AFTER SPONGING.

1. Purpose of the Servicing: The condition of the cloth to be serviced is the state in which it was presented to and accepted by the Government for the original producer, as fully finished and meeting the requirements of the applicable specification. It is the purpose of servicing of this cloth to remove all tensions and to stabilize ("set') the cloth in that state, so that it will drape freely in the tailoring of the end-item garment.

2. Wetting Out: The cloth shall be led into wetting-out tank full width and thoroughly wet out while in motion. The water shall be suitably son and clean. A wetting agent shall be used to assure thorough saturation of the cloth. Wet - out cloth shall not be left standing and shall be fully processed once it saturation of the cloth. Wet out cloth shall not be left standing and shall be fully processed once it is wet-out. There shall be no water or mineral stains or drying marks or bars. The water temperature shall be uniform and selected to suit the fabric in question and to assure maximum cloth stability.

3. Drying: The cloth that has been wet out per paragraph 2 above shall be dried full width. The drying arrangement shall be such that the cloth is not held under tension either in length or width and can freely relax in all directions during the drying operations.

The drying system used shall lend itself to temperature control and shall be properly ventilated lo assure uniform heat distribution. The system shall assure that the cloth emerges from it fully dried, free from stains, discolorations and mineral deposits. The cloth shall not touch metal objects or otherwise overheated surfaces and the cloth shall not be allowed to remain in the drying device during any machine stoppage. Extreme care shall be taken to precluded any scorches of the cloth, or any over drying.

4. Conveyance: The cloth emerging from the dryer shall be loosely Oat-folded on the conveyance used to move the cloth to semi-decating. The cloth shall be given an opportunity to cool off without having excessive layers of cloth from other pieces bearing down on the cloth. Care shall be taken that cloth is not exposed to any areas where dripping of water, oil, steam or other pollutants endangers its cleanness.

The cloth shall be rolled, full width between a cloth "mantle" over a perforated metal cylinder. Care shall be taken to roll the cloth between the mantle, free from any wrinkles; selvages fully flattened and with only enough tension to preclude distortions, bias, bowing filling or other deficiencies. All due care shall be taken to avoid seam marks, and the mantle shall be free from any protrusions that might impress themselves on the cloth serviced. Steam shall be uniformly flown from the metal cylinder through the mantle onto the cloth to be serviced. Care shall be taken to assure that there shalt be no steam condensation onto the cloth, and that the serviced cloth shall be free from decating marks.

6. Put-Up and Measuring and Roll Marking: The cloth, which has been sponged and semi-decated shall be put on fiberboard tubes of a length at least equal to the width of the cloth. The cloth shall be rolled firmly but without tension. The cloth being put-up shall be measured by an accurate, recently calibrated device that is in direct contact with the cloth while running over a hard service. Each piece of cloth shall also be measured in the width, between selvages, at least at three points along its length. The lowest of these three measurements, rounded down to the nearest full inch shall be the sponged width for the respective roll. The sponge length and width shall then be entered at the space provided on the original piece ticket. If for any reason, the original piece ticket has become unavailable, a new piece ticket shall be securely attached. Item description, applicable National Stock Number (NSN), and contract data (copies from a piece ticket in the same batch) and piece number (which may be obtained from the indelible marking at the end of the roll), shall then be legibly marked on the new ticket.

252.211-7006 PASSIVE RADIO FREQUENCY IDENTIFICATION (DEC 2019) DFARS

(a) Definitions. As used in this clause -- "Advance shipment notice" means an electronic notification used to list the contents of a shipment of goods as well as additional information relating to the shipment, such as passive radio frequency identification (RFID) or item unique identification (IUID) information, order information, product description, physical characteristics, type of packaging, marking, carrier information, and configuration of goods within the transportation equipment.

"Bulk commodities" means the following commodities, when shipped in rail tank cars, tanker trucks, trailers, other bulk wheeled conveyances, or pipelines:

(1) Sand.

(2) Gravel.

(3) Bulk liquids (water, chemicals, or petroleum products).

(4) Ready-mix concrete or similar construction materials.

(5) Coal or combustibles such as firewood.

(6) Agricultural products such as seeds, grains, or animal feed.

"Case" means either a MIL-STD-129 defined exterior container within a palletized unit load or a MIL-STD-129 defined individual shipping container.

"Electronic Product Code™ (EPC)" means an identification scheme for universally identifying physical objects via RFID tags and other means. The standardized EPC data consists of an EPC (or EPC identifier) that uniquely identifies an individual object, as well as an optional filter value when judged to be necessary to enable effective and efficient reading of the EPC tags. In addition to this standardized data, certain classes of EPC tags will allow user-defined data. The EPC Tag Data Standards will define the length and position of this data, without defining its content.

"EPCglobal®" means a subscriber-driven organization comprised of industry leaders and organizations focused on creating global standards for the adoption of passive RFID technology.

"Exterior container" means a MIL-STD-129 defined container, bundle, or assembly that is sufficient by reason of material, design, and construction to protect unit packs and intermediate containers and their contents during shipment and storage. It can be a unit pack or a container with a combination of unit packs or intermediate containers. An exterior container may or may not be used as a shipping container.

"Palletized unit load" means a MIL-STD-129 defined quantity of items, packed or unpacked, arranged on a pallet in a specified manner and secured, strapped, or fastened on the pallet so that the whole palletized load is handled as a single unit. A palletized or skidded load is not considered to be a shipping container. A loaded 463L System pallet is not considered to be a palletized unit load. Refer to the Defense Transportation Regulation, DoD 4500.9-R, Part 11, Chapter 203, for marking of 463L System pallets.

"Passive RFID tag" means a tag that reflects energy from the reader/interrogator or that receives and temporarily stores a small amount of energy from the reader/interrogator signal in order to generate the tag response. The only acceptable tags are EPC Class 1 passive RFID tags that meet the EPCglobal™ Class 1 Generation 2 standard.

"Radio frequency identification (RFID)" means an automatic identification and data capture technology comprising one or more reader/ interrogators and one or more radio frequency transponders in which data transfer is achieved by means of suitably modulated inductive or radiating electromagnetic carriers.

"Shipping container'' means a MIL-STD-129 defined exterior container that meets carrier regulations and is of sufficient strength, by reason of material, design, and construction, to be shipped safely without further packing (e.g., wooden boxes or crates, fiber and metal drums, and corrugated and solid fiberboard boxes).

(b)( 1) Except as provided in paragraph (b )(2) of this clause, the Contractor shall affix passive RFI D tags, at the case- and palletized-unitload packaging levels, for shipments of items that - (i) Are in any of the following classes of supply, as defined in DoD Manual 4140.01, Volume 6, DoD Supply Chain Materiel Management Procedures: Materiel Returns, Retention, and Disposition:
