PURCHASE DESCRIPTION
SHOE, ATHLETIC
This Purchase Description is approved for use by all Departments and Agencies of the Department of Defense (DoD).
1. SCOPE
1.1 Scope. This Purchase Description covers the requirements for an athletic training shoe for recruits entering Initial Military Training (IMT).
1.2 Classification. The shoe will be available in the following sizes and widths as specified.
1.2.1 Types.
Type I - Cushion or Neutral Type II - Stability Type III - Motion Control
1.2.2 Schedule of sizes and widths.
Size: Men’s 4 through 15 (whole and half sizes), and 16 (whole size only) Women’s 4 through 13 (whole and half sizes)

2.4 Order of precedence. Unless otherwise noted herein or in the contract, in the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.
3. REQUIREMENTS
3.1 Inspections.
3.1.1 First article. When specified (see 6.2), a sample shall be subjected to first article inspection in accordance with 4.2.
3.1.2 Conformance inspection. When specified (see 6.2), a sample shall be subjected to conformance inspection in accordance with 4.3.
3.1.2.1 Inspection conditions. When specified (see 6.2) inclusion of specific instructions regarding arrangement for examinations, quantity, testing and approval shall be followed.
3.2 Recycled, recovered, environmentally preferable or biobased materials. Recycled, recovered, environmentally preferable, or biobased materials should be used to the maximum extent possible provided that the material meets or exceeds the requirements of this document and promotes economically advantageous life cycle costs.
3.3 Components.
3.3.1 Color. The color of the external shoe components shall be black with gray and/or white accents and reflective gray finishes, in accordance with 3.4.1 unless otherwise stated in the contract or solicitation.
3.3.2 Counters. A thermoplastic heel counter shall be used and shall maintain its form without cracking or breaking for the life of the shoe. The thermoplastic counter shall conform to the performance requirements of Table I when tested as specified in 4.4.2. The counter shall conform to fit the last used and shall fill the counter pocket area.

3.3.3 Laces. The color of the laces shall match the color of the exterior of the upper unless otherwise specified in the contract or solicitation. The length of the laces shall be a minimum of 50-inches for a Men’s size 10 (D), with lace length graduating up and down with sizing for the Men’s and Women’s sizes.
3.3.4 Lining. The face layer shall consist of a textile knit that meets the requirements listed in Table II when tested as specified in 4.4.2.1. Any antimicrobial technology used shall be an Environmental Protection Agency (EPA) registered antimicrobial and shall be durable for the life of the item. The requirements of this paragraph shall apply to all lining within the shoe including the fabric top cover attached to the removable cushioned insert.

3.3.5 Removable cushion insert. The removable cushion insert shall be a polyether polyurethane heel cup support which meet the requirements of Table III when tested as specified in 4.4.2, and shall be molded to a cloth, matching the upper color unless either is otherwise specified in the contract or solicitation. The fabric top cover shall meet the performance requirements in 3.3.4. Cushioned inserts shall be mated by size, to the correct size shoes.

3.3.6 Soling system.
3.3.6.1 Midsole materials. The shoes shall be constructed with a cushion midsole, made of pure polyether polyurethane, Ethylene-vinyl acetate (EVA), or a combination of the two (2).
3.3.6.1.1 Medial midsole post (Type II and III only). The medial midsole post shall be made of pure polyether polyurethane with a higher density and hardness than that of the remainder of the cushion midsole. The midsole post of the Type III shall be harder and denser than the midsole post of the Type II. The midsole post shall meet the requirements of Table IV when tested as specified in 4.4.2.

3.3.6.2 Outersole. The outersole design shall be rubber and run continuously from the toe to the heel. The color of any identification plug shall match the outsole in color unless otherwise specified in the contract or solicitation.
3.3.6.2.1 Rubber outersole compound. The requirements for the rubber outsole are based on testing done on slabs (according to ASTM procedures) and are not actual soles. The requirements shall be as specified in Table V when tested in accordance with 4.4.2.

3.4 Design. The shoe shall be made with a Strobel stitch construction, a cushion midsole, and rubber outersole. The shoe shall be built on a last with a minimum heel-to-toe drop of 8 millimeters (mm) and a maximum of 12 mm. The upper shall be a combination of knit lining, open cell foam, and genuine or synthetic leather. A reflective film or finish shall be applied to some location on the medial, lateral and posterior side of the shoe for visibility in low light conditions. The shoe shall be low cut in style (i.e. below the ankle) with a lace closure system of at least six (6) eyelets on each side. The shoe shall be fully lined and have a removable cushion insert. The shoe shall be built to perform in a range of physical fitness training activities, to include running, obstacle courses, rope climbing, squats, mountain climbers, jumping jacks, and lateral movements on both indoor and outdoor surfaces.
3.4.1 Design types.
3.4.1.1 Type I, (cushion or neutral shoe). The cushion or neutral shoe, Type I, shall be made to accommodate users with high arches and be designed to reduce impact on the lateral edge of the user’s foot. Type I shoes shall be free from medial midsole posts or upper elements designed to limit pronation.
3.4.1.2 Type II, (stability shoe). The stability shoe, Type II, shall be made to accommodate users with moderate arch heights and moderate pronation. This type shall be designed with a medial midsole post which prevents excessive pronation during walking and running.
3.4.1.3 Type III, (motion control shoe). The motion control shoe, Type III, shall be made to accommodate users with low arches and severe over-pronation. This type shall be designed with a medial midsole post which prevents excessive pronation during walking and running as well as elements in the upper to maximize support and control of the foot to prevent pronation.
3.4.2 Shoe weight. The weight of a finished shoe (Men’s size 10 D) with cushion insert shall be less than or equal to 13.5 ounces per shoe, when tested as specified in 4.4.4.
3.5 End item performance requirements.
3.5.1 Shock attenuation and kinematic parameters. Whole shoe shock attenuation shall be optimized for user comfort and injury reduction. The shock attenuation for Type I shall not exceed 15 gravity (G) in the forefoot and shall not exceed 13.5 G in the rearfoot. The shock attenuation for Type II and III shall not exceed 15 G in the forefoot and shall not exceed 15.5 G in the rearfoot. Shock attenuation shall be achieved through the choice of standard materials and construction techniques used in commercial industry and found in this Purchase Description (PD). Human biomechanical gait parameters while wearing shoes shall not be compromised to achieve increased shock attenuation. Testing shall be performed on the completed shoe with the removable cushion insert as specified in 4.4.4.
3.5.2 Bond strength. The bond achieved between the shoe upper, cushion midsole, and outsole shall be resistant to any delamination for the life of the item when tested as specified in 4.4.4.1.
3.5.3 Longitudinal stiffness. The finished shoe shall be designed such that the flex point aligns with the natural flex line of the foot, i.e. at or just behind the ball of the foot. The longitudinal stiffness for the Type I shoe shall be between 3.8 N∙m and 6.2 N∙m. The longitudinal stiffness for the Type II shoe shall be between 4.0 N∙m and 6.7 N∙m. The longitudinal stiffness for the Type III shoe shall be between 4.0 N∙m and 7.0 N∙m. All longitudinal stiffness measures shall be tested in accordance with 4.4.4 and Table VIII.
3.6 Marking, permanent identification. With the exception of Product Demonstration Models, the Contractor shall permanently mark the correct American sizes and widths, the contract number (Example: 04-D-1234), and the company or brand name on the inside of the shoe on the interior of the tongue. The marking may be in the form of a label and shall be done in accordance with acceptable commercial practices, and it shall not reduce footwear functionality. The shoe shall contain a manufacturing tracking lot number and/or a born date.
Unit packs will include Management Control Number or National Stock Number and Universal
Product Code bar codes as specified in the contract. Each symbol must be human and scanner readable.
3.7 Toxicity. The finished shoe shall not present a health hazard and shall show compatibility with prolonged, direct skin contact when tested as specified in 4.5. Chemicals recognized by the Environmental Protection Agency (EPA) as human carcinogens shall not be used.
3.8 Workmanship. The finished shoes shall conform to the quality of product established by this document. The occurrence of defects shall not exceed the contractor's own quality assurance standards and the quality assurance standards defined by the technical data in the bid package.
4. VERIFICATION
4.1 Classification of inspections. The inspection requirements specified herein are classified as follows:
a. First article inspection (see 4.2).
b. Conformance inspection (see 4. 3).
4.2 First article inspection. First article inspection when required (see 3.1.1) shall be examined for the defects specified in 4.4.3 and tested for the characteristics in 4.4.4.
4.3 Conformance inspection. Conformance inspection (see 3.1.2) shall include the examinations of 4.4.1 and 4.4.3 and the testing in 4.4.2 and 4.4.4. Unless otherwise specified sampling for inspection shall be performed in accordance with ANSI/ASQ Z1.4.
4.4 Inspection and component testing.
4.4.1 In-process inspection. Inspection may be made by the Government at any point or during any phase of manufacturing to determine whether the components are as specified or operations and/or assemblies are accomplished as specified. The Government reserves the right to exclude from consideration for acceptance any material or service for which in-process inspection has indicated nonconformance.
4.4.2 Component testing. The components shall be tested for the characteristics listed in Table VI. The methods of testing specified where applicable shall be used. The sampling plan shall be as follows unless otherwise specified in the contract or solicitation.

4.4.3 End item visual examination. The end item shall be examined for the defects listed in Table VII. The lot size shall be expressed in units of shoes. The shoes shall be examined with cushion insert inserted. For the pairing examination, the pair shall be examined together. During the inspection for the defects listed in Table VII, the departures from specification requirements listed in the table shall be observed and recorded. Presence of these departures shall not result in the rejection of the lot; however, the plant quality assurance and Government personnel reserve the right to establish and impose lot rejection criteria when either the severity or the presence of these departures warrants such a measure. These additional rejection criteria may be invoked at any time during the life of the contract when the Government judges this action to be in its best interest. Defects of pairing shall be classified as a single defect.

NOTE: A seam shall be classified as open when one (1) or more stitches joining a seam are broken, or when two

1/ Defects shall be deemed either Major or Minor by the Government depending on the respective defect’s effect on the form, fit and function of the item.
4.4.4 End item testing. The finished shoe shall be tested for the characteristics listed in Table VIII. A Men’s size 10 (D) shoe will be used for all tests. For these tests, the sample size shall be three (3) shoes for each test per lot. Each successful offeror will have the first three (3) production lots tested at an independent laboratory capable of performing the tests as stated in the PD and Section C of the resultant contract. The Government reserves the right to draw samples from any lot and perform whatever tests deemed necessary at any time during the length of the contract.

4.4.4.1 Bond strength of shoe upper, cushion midsole, and outsole. The shoe shall be visually inspected to insure no delamination of the shoe upper, cushion midsole, and outsole has occurred.
4.5 Toxicity test. When required, (see 6.2), an acute dermal irritation study and a skin sensitization study shall be conducted on laboratory animals. When the results of these studies indicate the shoe is not a sensitizer or irritant, a Repeat Insult Patch Test shall be performed in accordance with the Modified Draize Procedure (see 2.3). If the toxicity requirement (see 3.7) can be demonstrated with historical use data, toxicity testing may not be required (see 6.2).
5. PACKAGING
5.1 Packaging. For acquisition purposes, the packaging requirements shall be as specified in the contract or order (see 6.2). When actual packaging of material is to be performed by DoD or in-house contractor personnel, these personnel need to contact the responsible packaging activity to ascertain requisite packaging requirements. Packaging requirements are maintained by the Inventory Control Point’s packaging activities within the Military DoD, or within the military service’s system commands. Packaging data retrieval is available from the managing Military Department’s or Defense Agency’s automated packaging files, CD-ROM products, or by contacting the responsible packaging activity.
6. NOTES
(This section contains information of a general or explanatory nature that may be helpful, but is not mandatory or contractually binding.)
6.1 Intended use. The shoes are intended for wear by military personnel of the DoD.
6.2 Acquisition requirements. Acquisition documents must specify the following:
a. Title, number and date of this Purchase Description.
b. Sizes and widths required (see 1.2)
c. The specific issue of individual document referenced (see 2.2)
d. When first article is required, (see 3.1.1, 4.2 and 6.3)
e. Conformance inspection acceptance quality limits (AQL) (see 3.1.2 and 4.3)
f. Inspection conditions. (see 3.1.2.1 and 4.4)
g. Toxicity requirements (see 3.7 and 4.5)
h. Packaging (see 5.1)
6.3 First article. When a first article is required, it shall be inspected and approved under the appropriate provisions of Federal Acquisition Regulation 52.209-4. The first article should be a pre-production sample. The contracting officer should specify the appropriate type of first article and the number of units to be furnished. The contracting officer should also include specific instructions in acquisition documents regarding arrangements for selection, inspection, and approval of the first article (see 3.1.1 and 4.2).
6.4 International standardization agreements. Certain provisions of this document are the subject of international standardization agreement as cited in NATO STANAG 2333. When an amendment, revision, or cancellation of this document is proposed that will affect or violate the international agreement concerned, the preparing activity will take appropriate reconciliatory action through international standardization channels, including departmental standardization office, if required.
6.5 Equal item. Prior to use of an "or equal" item, the contractor shall submit the item with supporting data to the contracting officer for subsequent approval or disapproval by the responsible military agency. If deemed necessary, the Government reserves the right to test the shoe in the field with the “or equal” component or end item at the contractor’s expense prior to approval.
