Further, the above address is also applicable when the offeror submits its proposal via a commercial carrier (e.g., UPS, FedEx, DHL, etc.).
Notes:
NOTE REGARDING “HAND-CARRIED PROPOSALS:”
1. All hand-carried proposals are to be delivered to the Business Opportunities Office between 8:00 a.m. and 5:00 p.m. ET, Monday through Friday, except for federal holidays as set forth in 5 United States Code Section 6103. Offerors using a commercial carrier service must ensure that the carrier “hand-carries” the package to the Business Opportunities Office specified above for hand-carried proposals prior to the instant Solicitation’s closing date and time. As previously stated, the hand-carried proposal’s package must be plainly marked on the OUTSIDE OF THE COMMERCIAL CARRIER’S ENVELOPE with the solicitation number, closing date and time set forth for receipt of proposals as indicated in Block 8 of the Standard Form 1449 (Page 1 of Solicitation).
a. An offeror intending to deliver its proposal in-person is advised that the Business Opportunities Office (also referred to as the “Bid Room”) is located within a secure military installation. In order to gain access to the Business Opportunities Office, an escort may be required. The escort will be an employee of the Business Opportunities Office. The following are telephone numbers for the Business Opportunities Office: (215) 737-8511, 9044, 7354, 0317, and 8566 . Upon arriving at the security office, the offeror should call the Business Opportunities Office in order to obtain an escort. An offeror is advised to allow sufficient time to complete delivery of hand-carried proposals. Since the length of time necessary to gain access to the Business Opportunities Office varies based on a number of circumstances, it is recommended that an offeror arrive at the installation at least one hour prior to the time that the solicitation closes to allow for security processing and to secure an escort. PLEASE NOTE THAT THIS ADVISORY IS A SUGGESTION AND DOES NOT GUARANTEE THAT AN OFFEROR WILL GAIN ACCESS TO THE BUSINESS OPPORTUNITIES OFFICE IF IT ARRIVES ONE HOUR BEFORE THE PROPOSAL IS DUE. Ultimately, it is the offeror’s responsibility to ensure that its proposal is received at the correct location at the correct time. Failure to do so may result in the offeror’s proposal being deemed untimely and not considered further for the award per FAR 52.212-1(f).

Section 833 of the National Defense Authorization Act for Fiscal Year 2006 added language to 10 U.S. C. 2533a, requiring that all articles or items of "clothing,” including the materials and components thereof, purchased by the Department of Defense be grown, reprocessed, reused, or produced in the United States, other than sensor, electronics or other items added to, and not normally associated with, clothing (and the materials and components thereof).
Very Important: The vendor must certify their agreement to these terms by signing the certification located in Section K of this solicitation.
BEST VALUE TRADEOFF
*Best Value Tradeoff Acquisition with Pass/Fail PDM Evaluations
1. In the past, Best Value Clothing and Textile solicitations utilized Best Value Trade Off Procedures, however, this acquisition is utilizing Best Value Tradeoff Procedures with Pass/Fail PDM evaluations. Only firms with passing PDMs will be eligible for award. Firms with Failing PDMs will not be reviewed any further and their proposal will no longer be considered. A Passing evaluation is being defined herein as acceptable PDMs and compliance with all solicitation terms and conditions. All PDMs will be evaluated in accordance with the criteria outlined in the solicitation. There will be no allowable re-submittals for PDM (Product Demonstration Model).
2. From among the firms with Passing PDMs, the Government will then review the second and third evaluation factor: Past Performance and Socioeconomic Support. The Government intends to award to the firm who has Passing PDMs and is the best value to the Government with regard to passing PDMs, and acceptable Past Performance and Price. Passing PDMs, Past Performance and Socioeconomic Support when combined are more important than cost or price. As other evaluation factors become more equal, the evaluated price becomes more important.
3. The Government reserves the right to conduct negotiations with a competitive range group of offerors from among firms with Passing PDMs. If negotiations are conducted, award will be made to the offeror (based on final proposal revision) that has a passing PDM, and is determined responsible and compliant with the solicitation terms and conditions based on an “integral assessment of past performance and price".
