EVALUATION FACTORS FOR AWARD DLA TROOP SUPPORT

(a) The Government will make award to the responsible offeror(s) whose offer conforms with the solicitation and is most advantageous to the Government, cost or price, and other evaluation factors considered. The Government will award a contract only to concerns whose technical proposals establish that they can meet the requirements of the Government. For this solicitation, all evaluation factors other than cost or price, when combined, are –

[ ] significantly less important than cost or price. As the evaluated cost/price becomes more equal, relative importance of all other evaluation factors becomes more significant.

[ ] approximately equal to cost or price.

[X] significantly more important than cost or price. As other evaluation factors become more equal, the evaluated cost or price becomes more important.

(b) Non-Cost/Price Evaluation Factors (listed in descending order of importance):

(1) Product Demonstration Model (PDM) will be reviewed for:

i. Product Demonstration Model(s) – Buckle and Clips, End Strap -Conformance to manufacturing requirement of the specification -Conformance to visual requirements of the specification -Conformance to dimensional requirements of the specification

The following adjectival comparison will be utilized to evaluate the PDM’s, and the technical evaluation factor:

Product Demonstration Model (PDM)

• Outstanding.

Proposal meets requirements and indicates an exceptional approach and understanding of the requirements.

Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low. The PDM meets all stated requirements of the acquisition documentation (i.e., specification; commercial item description;

purchase description, etc.) and has no weaknesses.

• Good.

Proposal meets requirements and indicates a thorough approach and understanding of the requirements.

Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low. The proposal’s strengths outweigh any weaknesses when the PDM substantially meets the stated requirements of the acquisition documentation (i.e., specification; commercial item description; purchase description, etc.), but the PDM contains a weakness or a few weaknesses that are not significant and are very easily correctable during production.

• Acceptable.

Proposal meets requirements and indicates an adequate approach and understanding of the requirements.

Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate. The proposal’s strengths and weaknesses are offsetting or will have little or no impact on contract performance when the PDM substantially meets the stated requirements of the acquisition documentation (i.e., specification; commercial item description;

purchase description, etc.), but the PDM contains at least one weakness that requires preventative corrective action in production or a moderate number of weaknesses.

• Marginal.

Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high. The PDM does not meet all stated requirements of the acquisition documentation (i.e., specification; commercial item description; purchase description, etc.), but has potential to become acceptable through significant corrective action. The PDM exhibits at least one significant weakness or a significant number of weaknesses that indicates that the offeror did not completely understand the technical requirements and exhibits a low probability to produce an acceptable item.

• Unacceptable.

Proposal does not meet requirements and contains one or more deficiencies.

PAGE 18 OF 67 PAGESCONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED:

Proposal is un-awardable. The PDM substantially fails to meet many significant designs related to and/or other requirements of the acquisition documentation (i.e., specification; commercial item description;

purchase description, etc.), and is indicative of a lack of understanding the technical requirements. The PDM exhibits a very significant weakness or weaknesses determined by the evaluation team to render the PDM completely unacceptable for its intended function. The PDM cannot become acceptable without extensive corrective action or remedy that would be tantamount to a new PDM.

NOTE: PLEASE NOTE THAT THE TERM “WEAKNESS” IS SYNONYMOUS WITH THE TERM

“DEFECT” AS CONTAINED IN THE SPECIFICATION.

(2) Past Performance Evaluation For the period two years prior to the solicitation closing date, the Government will assess offeror submitted past performance information, as well as relevant information from any other sources, for use as an indicator to successful contract performance. Specific sub- factors to be evaluated are as follows:

The Government will evaluate two distinct aspects of Past Performance: Relevancy and Quality and Delivery of Past Performance. The Government will then combine the Relevancy and Quality and Delivery of Past Performance to arrive at an overall Performance Confidence Assessment. The sub-factor Quality and Delivery of Past Performance is more important than Relevancy in determining the Performance Confidence Assessment.

Past Performance Evaluation – Performance Confidence Assessment

a. Sub-factors

i. Quality and Delivery of Past Performance

-Past Quality Performance -Past Delivery Performance

ii. Past Performance Relevancy

(*NOTE: The Past Performance sub-factor (i)”Quality and Delivery of Past Performance” is more important than the sub-factor (ii) “Relevancy”.

The following adjectival comparison will be utilized to evaluate the Past Quality and Delivery of Past Performance:

• Outstanding.

An overall Outstanding rating indicates the offeror’s past performance record consistently meets or exceeds contract requirements. Past contractual performance has been accomplished with few minor problems for which corrective actions taken by the offeror have been highly effective.

• Good.

An overall Good rating indicates the offeror’s past performance record consistently meets or exceeds contract requirements. Past contractual performance has been accomplished with some minor problems for which corrective actions taken by the offeror have been effective.

• Acceptable.

An overall Acceptable rating indicates the offeror’s past performance record met contract requirements. Offeror’s record of past performance contains reports of some minor problems for which corrective actions taken by the offeror appear to have been or were acceptable.

• Marginal.

An overall Marginal rating indicates the offeror’s past performance record has not met some contract requirements. Offeror’s record of past performance contains reports of serious problems for which the offeror did not identify corrective actions or proposed corrective actions that were only marginally effective or were not fully implemented

• Unacceptable.

An overall Unacceptable rating indicates the offeror’s past performance record has not met most contractual requirements, recovery was not accomplished in a timely manner and proposed corrective actions appear or were ineffective.

• Neutral The offeror has no relevant record of past performance. Offeror will not be rated favorably or unfavorably.

PAGE 19 OF 67 PAGESCONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED:

Since the anticipated offerors have varying degrees of relevant past performance as it relates to these items, the Government will utilize the following rating scale to evaluate Past Performance Relevancy:

Past Performance Relevancy:

• Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

• Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

• Somewhat Relevant

Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

• Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

The following rating symbology will be utilized to arrive at the overall rating for Past Performance. The rating is arrived at by combining and applying more weight to Quality and Delivery of Past Performance than Relevancy. This overall rating is known as the Performance Confidence Assessment:

Past Performance - Performance Confidence Assessment

• Substantial Confidence

Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

• Satisfactory Confidence

Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

• Limited Confidence

Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the…
