UTILIZATION OF WIDE AREA WORKFLOW - RECEIPTS AND ACCEPTANCE (WAWF-RA) IN CONJUNCTION WITH DFARS 252.232-7003, Electronic Submission of Payment Requests.

The Directorate of Clothing and Textiles utilizes VIM-ASAP, which is short for DLA Virtual Item Manager ARN Supply-Chain Automated Processing, to transmit data to WAWF-RA. VIM-ASAP is the only

PAGE 3 OF 38 PAGESCONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED:

http://www.troopsupport.dla.mil/Portal/sreqfrm.aspx authorized method to electronically process requests for payment to WAWF-RA for the Directorate of Clothing and Textiles. VIM-ASAP will give you visibility of contract information, track production status and print labels. VIM-ASAP pre-populates contract data on your invoices, such as unit price, contract numbers, item numbers, addresses, and many other fields that will save you labor and time.

Advanced Shipment Notifications (ASNs) associated with DFARS clause 252.211-7006, Radio Frequency Identification are sent via VIM-ASAP to WAWF-RA processes.

Please contact the VIM-ASAP help desk at 888-940-7348 to get started today!

It is available 24/7.

C A U T I O N N O T I C E – C H A N G E C O M I N G T O V I M Please note: Vendors under contract with DLA Troop Support Clothing & Textiles are able to use a web-based application called VIM, or Virtual Item Manager (https://vim.dla.mil). VIM allows manufacturers to generate and transmit contract documents such as Delivery Orders (DD1155s) and Material Inspection and Receiving Reports (DD250s). Previously, vendors registered using a user ID and password; however, soon all vendors must use an ECA certificate to access VIM. Please see below for more information.

Why is VIM requiring access via ECA certificate?

DoDI 8520.2 Mandates the use of DoD PKI identity certificates when accessing DoD information systems. The DoD established the External Certification Authority (ECA) program to support the issuance of DoD- approved certificates to industry partners and other external entities and organizations. ECA certificates enable contractors to securely communicate with the DoD and authenticate themselves to DoD Information Systems.

What are ECA Certificates?

ECA Certificates are individually issued digital identity credentials. The DoD relies upon these credentials to ensure the identity of the user in online environments or when a certificate holder tries accessing DoD Information Systems. ECA Certificates are stored either on hardware devices (smart cards or USB devices) or software versions (stored on your computer’s hard drive). You will use your certificate to:

1) Establish your identity when trying to access a protected site

2) Legally "sign" a document, form or application

3) Encrypt messages (email) or documents to ensure confidentiality Much like a driver’s license or a passport, they are unique to each individual, and cannot be shared. It is against DoD Regulations to share a username and password or allow someone to access another's ECA certificate for any reason. Violation of this policy will result in the immediate revocation of the original owner’s certificate.

How can I obtain an ECA Certificate?

The following are the three entities authorized by the DoD to issue ECA Certificates. Review and apply for an ECA Certificate from one of the below organizations to access your VIM account:

1) IdenTrust: http://www.identrust.com/certificates/eca/index.html

2) ORC (Operational Research Consultants): http://eca.orc.com/

3) VeriSign: https://eca.verisign.com/ I have an ECA Certificate, how do I access VIM now?

Simply log into VIM with your existing User ID and Password as usual and then follow the steps:

1) Under Menu, click the “Certificate Registration” option

2) Read the brief instruction and then click “Continue”

3) Your certificate will display in a pop-up. Select the certificate and click “Continue”

4) You will be prompted to enter your current password for confirmation and click “OK”

5) The message displays “Your Certificate has been successfully registered…” Click “OK” to complete the process. You will be logged out of VIM and prompted to login with your certificate.

6) Click “Accept” to the Terms and then select “Certificate Login”.

7) Your certificate will display in a pop-up. Select the certificate and click “OK” and you will be logged into your VIM account.

Remember, your old login credentials will no longer be valid and you will use your certificate to login into

VIM.

Foreign Military Sales (FMS) requisitions may be satisfied through the resultant IDPO award.

ADDITIONAL INFORMATION FOR SECTION L

NOTICE TO OFFERORS

Proposals will be evaluated for both technical merit and price reasonableness following the evaluation procedures in Section M of this solicitation. Instructions for Preparing Proposals are included in this section and have been formatted to assist you in preparing a complete technical proposal. In order to provide full consideration of your qualification for contract award, you are encouraged to ensure the information furnished in support of your technical proposal is factual, accurate, and complete.

The Department of Defense (DOD) is committed to applying Best Value Trade-Off contracting as a means to rely on industry for timely delivery of quality products, while reducing the Government's administrative costs associated with contractor oversight. To this end, we are evaluating factors in addition to price under this solicitation. Since effective production and quality control practices translate into better quality products, fewer delinquencies, reduced administrative costs, and lower overall costs to the Government, we will use your technical proposal to assess the effectiveness of your production methods and the effectiveness of your quality control procedures.

Moreover, those offerors who consistently demonstrate an ability to deliver on time while consistently providing a quality product will receive more favorable consideration than those who do not.

You may provide additional technical information you believe will enhance your proposal; however, overly elaborate presentations are not desired. Failure to provide the information requested may render the offeror’s proposal technically unacceptable. The Government reserves the right to verify the information provided for evaluation purposes.

Offerors are required to submit a technical proposal consisting of the following:

Non-Cost/Price Evaluation Criteria:

The most important evaluation factor for this acquisition is the Product Demonstration Model (PDM), followed by Past Performance Confidence Level.

a. Product Demonstration Model (PDM)

1) Manufacturing Operations

2) Visual Requirements Importance

3) Dimensional Requirements

Note: The PDM sub factors are of equal importance.

b. Past Performance Confidence Level

1) Aspect 1: Past Performance Compliance

a) Quality of Items

b) Delivery Performance

Note: The first 2 elements of Aspect 1 are of equal importance. Special measurements and IDPO orders will not be evaluated as part of the past performance.

2) Aspect 2: Experience/Relevancy

PAGE 12 OF 38 PAGESCONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED:

Information provided under past performance compliance will be used to determine the relevancy to the instant acquisition to provide an overall Past Performance Confidence Level.

The similarity in scope, complexity, dollar value, contract type, quality of terms and delivery performance, will be evaluated to determine the relevancy of the past performance.

Note: Aspects 1 and 2 are of equal importance.

NOTE:

1) The PDM is the most important factor and will provide the Government with the opportunity to determine whether the offeror possesses the ability to manufacture the item in accordance with the specification.

2) It is believed that past performance is indicative of future performance. The evaluation factor of Past Performance Confidence Level will provide the means to ensure that the contractor is able to meet with the Government’s requirement of the timely delivery of a quality product.

INSTRUCTIONS TO OFFERORS

(To be addressed in Volume I of the offeror’s proposal in accordance with Instructions for Preparing Proposals)

Non-Cost/Price Evaluation Criteria

a. Product Demonstration Model

52.215-9020 Instructions for Submitting Product Demonstration Models (PDMs) for Supply Chains at DLA Troop Support (formerly DSCP) (APR 2008) – DLAD

The offeror shall submit PDMs, as specified below, as part of their proposal. PDMs will be submitted at no expense to the Government and must be received prior to the time and date set forth for closing of offers. PDMs will be returned at the offeror’s request and expense so long as the PDMs are not destroyed by testing, retained by the Government as a manufacturing standard, and/or unless otherwise specified by the solicitation. PDMs will become Government property unless return is requested within 30 days after date of award.

ITEM NUMBER Size NUMBER REQUIRED

8415-01-013-7382 10 5

Models will be tested or evaluated to determine compliance with all characteristics specified for such test or evaluation as referenced in FAR 15.3. Failure of models to conform to all such characteristics may result in the rejection of the entire offer. Failure to furnish models by the time and date specified in the solicitation may be cause for rejection of the entire offer if not otherwise acceptable under the provisions for considering late offers.

The following applies only when checked as paragraph b):

[ ] If the PDM will be used as a manufacturing standard, for the successful offeror(s), the Government will return one approved PDM which will serve as a manufacturing standard.

Products delivered under any resulting contract shall conform to the approved model as to the characteristics listed for test or evaluation and shall conform to the specification/commercial product description characteristics.

[X] It is preferred that the materials used to manufacture the PDMs be in accordance with any specifications defined in Section C of this solicitation. However, if the offeror uses alternate materials to manufacture the PDMs, a letter must be supplied with them stating

(i) which materials depart from the end item specification, and (ii) that, although the materials used in producing the PDMs differ from those specified, the materials required by the specification will be used under any resultant contract.

NOTE: The use of alternate materials will not affect the rating of the PDM, either favorably or negatively when the use of the alternate materials is identified in accordance with the requirements of this section. However, the Government reserves the right to give a negative rating to PDMs that are made with materials that depart from the end item specification and the use of those alternate materials was not identified in accordance with the requirements of this section. Accordingly, to preclude a negative assessment of a PDM that is comprised of materials that are not in accordance with the specifications, it is in the offeror's best interest to identify any and all alternate materials that have been used.

Although the offeror is permitted to use alternate materials to construct the PDMs, the offeror is not permitted to use alternate manufacturing operations or change the construction/design of the PDM. The PDM must be manufactured (i) at the same facility where the production quantity will be manufactured, and (ii) must be in accordance with applicable specifications, including the placement of the labels, unless otherwise identified. However, labels need not be printed for the purpose of the PDM, but there must be an indication as to the size of the PDM, when applicable. Prospective vendors must identify the facility or facilities were the PDMs were manufactured.

PAGE 14 OF 38 PAGESCONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED:

[X] NOTE: PDMs MAY ONLY BE FURNISHED WITH THE OFFEROR’S PROPOSAL AT THE TIME AND DATE OF THE CLOSING OF THE SOLICITATION. SUBSEQUENT SUBMISSIONS WILL NOT BE PERMITTED, EVEN IF DEFICIENCIES EXIST IN THE PDM(s) SUBMITTED; THEREFORE, THE OFFEROR MUST FURNISH ITS BEST EFFORT AT THIS TIME. CORRECTIONS OF THE PDM WILL NOT BE ACCEPTED BY THE GOVERNMENT.

b. Past Performance Confidence Level

Both past performance compliance and relevancy will be evaluated to formulate a final past performance confidence assessment rating. The Government will consider the offeror’s past performance under U.S. Government contracts or other contracts in the two years prior to the solicitation closing, as well as relevant information from any other source. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance and will receive a neutral rating.

There are two aspects to the past performance evaluation factor:

1) Aspect 1: Past Performance Compliance

a) Quality of Items: For each contract identified in response to this paragraph, the offeror shall describe the quality of items delivered. For substandard quality, the offeror shall specifically address any warranty actions taken, quality deficiency reports issued, or merchandise returned (including one-for-one exchanges). The description of the problem shall also include an explanation for its occurrence, a clear plan or evidence of measures taken to preclude a recurrence, and whether or not it was the offeror’s fault or subject to mitigating circumstances.

b) Delivery Performance: The offeror shall describe the extent of performance within two years preceding the solicitation closing date and specifically indicate whether the items were delivered on time, ahead of schedule, or behind schedule. If the items were not delivered on time, the offeror shall also provide the number of days delivered ahead of or behind schedule, whether revised delivery schedules were granted, and an explanation for any delivery extensions. For delinquent deliveries, the description shall also include an explanation for its occurrence, a clear plan or evidence of measures taken to preclude a recurrence, and whether or not the problem was the offeror’s fault, otherwise excusable, or subject to mitigating circumstances. Special measurement and IDPOs orders will not be evaluated.

2) Aspect 2: Experience/Relevancy

The above information will be used to determine the relevancy to the instant acquisition to provide an overall Past Performance Confidence Level. The similarity in scope, complexity, dollar value, contract type, etc., will be evaluated to determine the relevancy of the past performance.

Cost and Pricing Data: A full cost and pricing proposal is not required. However, the offeror may be required to submit additional cost and pricing data during discussions. Therefore, offerors are cautioned to retain cost proposal worksheets, vendor quotations, and related support information.

ADDITIONAL INFORMATION FOR SECTION M

EVALUATION CRITERIA FOR AWARD

The Government will make award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, cost or price and other evaluation factors considered.

The Government will award a contract only to a concern whose technical proposal establishes that they can meet the requirements of the Government. For this solicitation, all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The most important evaluation factor for this acquisition is the PDM, followed by the Past Performance Confidence Level.

Non-Cost/Price Evaluation Criteria:

1. Product Demonstration Model

a. Manufacturing Operations

b. Visual Requirements

c. Dimensional Requirements

Note: The PDM sub factors are of equal importance.

2. Past Performance Confidence Level

a. Aspect 1: Past Performance Compliance

PAGE 16 OF 38 PAGESCONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED:

1.) Quality of Items 2.) Delivery Performance

Note: The first two elements are of equal importance. Special measurements and IDPO orders will not be evaluated as part of the past performance.

b. Aspect 2: Experience/Relevancy

Information provided under Past Performance Compliance will be used to determine the relevancy to the instant acquisition to provide an overall Past Performance Confidence Level. The similarity in scope, complexity, dollar value, contract type, quality of items and delivery performance, will be evaluated to determine the relevancy of the past performance.

Note: Aspects 1 and 2 of the past performance assessment will be combined to form a Confidence Assessment Rating.

NOTES:

1. Product Demonstration Model

An “Unacceptable” rating in any of the elements will be cause for an overall Unacceptable rating of the PDM.

The offeror shall produce both the PDM and the production quantity at the same facility and certify to this effect by submission of the PDM.

Approval of the PDM as part of this technical proposal does not relieve the potential awardee from the requirements of the RFP.

2. Past Performance Confidence Level

a. There are two aspects to the past performance confidence level evaluation factor: Past Performance Compliance and Relevancy. Both aspects will be combined to form the assigned Past Performance Confidence Level. The Government will consider the offeror’s past performance under U.S. Government contracts or other contracts in the two years prior to the solicitation closing, as well as relevant information from any other source. The offeror's degree of conformance to contractual requirements, responsiveness and effectiveness in addressing issues and quality of customer service will be evaluated in the qualitative past performance ratings. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance and will receive a neutral rating. For relevancy, the similarity of an offeror’s prior projects to the current requirement (via offeror’s written proposal) will be evaluated. The relevancy of the vendor’s past performance will be evaluated based on the similarity to contract type, length, and dollar value, similarity of items to be provided, complexity, and customers supported.

b. For the period two years prior to the solicitation closing date, the Government will assess offeror-submitted past performance information, as well as relevant information from any other sources, for use as an indicator to successful contract performance. Specific elements to be evaluated under the first aspect, Past Performance Compliance, are:

1. Quality of Items

2. Delivery Performance

c. Offeror’s past performance will also be evaluated for Relevancy (Aspect 2).

NOTE: Special measurement purchase/delivery orders will NOT be included in the Past Performance Evaluation. The currency and relevance of the information, source of the information, context of the data, volume of business, and general trends in performance

PAGE 17 OF 38 PAGESCONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED:

will be considered. Offerors may be given an opportunity to address especially unfavorable reports of past performance and the offeror's response or lack thereof will be taken into consideration.

RATINGS

Non-Cost/Price Evaluation Criteria - Product Demonstration Model (PDM)

Outstanding: Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low. The PDM meets the stated requirements of the acquisition documentation (i.e. specifications, commercial item description, purchase description, etc.) and has no weaknesses.

Good: Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low. The proposal’s strengths outweigh any weaknesses when the PDM substantially meets the stated requirements of the acquisition documentation (i.e. specifications, commercial item description, purchase description, etc.), but the PDM contains a weakness or weaknesses that are not significant and are very easily correctable during production.

Acceptable: Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate. The proposal’s strengths and weaknesses are offsetting or will have little or no impact on contract performance when the PDM substantially meets the stated requirements of the acquisition documentation (i.e. specifications, commercial item description, purchase description, etc.), but the PDM contains a weakness or weaknesses that require preventative corrective action in production.

Marginal: Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high. The PDM does not meet all stated requirements of the acquisition documentation (i.e. specifications, commercial item description, purchase description, etc.), but has potential to become acceptable through significant corrective action. The PDM exhibits a significant weakness or weaknesses that indicate that the offeror did not completely understand the technical requirements and exhibits a low probability to produce an acceptable item.

Unacceptable: Proposal does not meet requirements and contains one or more deficiencies.

Proposal is unawardable. The PDM substantially fails to meet many significant designs related to and/or other requirements of the acquisition documentation (i.e. specifications, commercial item description, purchase description, etc.), and is indicative of a lack of understanding of the technical requirements. The PDM exhibits a very significant weakness or weaknesses determined by the evaluation team to render the PDM completely unacceptable for its intended function. The PDM cannot become acceptable without extensive corrective action or remedy that would be tantamount to a new PDM.

NOTE: Weaknesses are defined as deviations from the requirements as detailed in the specification, commercial item description, purchase description, etc. PDMs will be rated based on the severity of weaknesses.

Non-Cost/Price Evaluation Criteria – Past Performance Confidence Level – Aspect 1: Past Performance Compliance

Outstanding: Past performance (for quality of product/service, workmanship, delivery, and if an unrestricted acquisition, contractual socioeconomic subcontracting and mentoring goals) demonstrates that the offeror meets contractual requirements and exceeds many requirements to the Government’s benefit. Contractual performance is accomplished with few minor problems for which corrective actions taken by the offeror were highly effective.
