Consolidation Determination and Findings

This is a Consolidation Determination and Findings document issued by the Defense Logistics Agency (DLA) Headquarters for a sole source procurement of Gentex Corporation helmet systems and components.

The procurement consolidates six (6) Gentex Corporation helmet systems and components under solicitation number SPE1C1-26-R-0007, with an estimated dollar value exceeding $100 million. The items include various helmet models such as HGU 55/P helmets with different visor types, HGU-100/P OPS-CORE FAST helmets, Apache helmets, Right Wing Helmets (RWH), and Landing Craft Air Cushion (LCAC) helmets, along with multiple helmet components such as visors, liners, assemblies, and accessories. The acquisition will be issued on an other-than-full-and-open-competition basis under FAR 6.302-1 (Only One Responsible Source) and will result in one fixed-price contract with a term of sixty (60) months, including five (5) twelve (12) month pricing tiers. Market research determined that Gentex is the only approved source capable of manufacturing these items, and a Sources Sought Notice issued July 28, 2025 yielded no credible alternative sources. The consolidation does not negatively impact small business competition since Gentex is the sole manufacturer of these part-numbered items, and the determination was approved by the Senior Procurement Executive on November 13, 2025. The document identifies benefits including increased efficiency through streamlined acquisition processes, economies of scale through combined production, reduced government personnel administrative costs, and strengthened government-vendor relationships for enhanced mission readiness.

Market research has determined that issuing one (1) acquisition, consisting of the six (6) helmet systems and components, on an other than full and open competition basis is in the best interest of the Government and Gentex. Consolidation of the six (6) helmets systems and components does not adversely impact competition since each item is a sole source part-numbered item to Gentex. Furthermore, no additional restriction of competition results from consolidating these requirements.

(4) CONSOLIDATION IMPACT ON SMALL BUSINESS

Consolidating this procurement will not negatively impact small business because Gentex Corporation is the only approved source of supply for these six (6) helmet systems and components. Therefore, even if this procurement were not consolidated, no small businesses could manufacture these items.
