Turnstile Modification Project - Invitation to Bid Summary

This Invitation to Bid (ITB) document is issued by the Southeastern Pennsylvania Transportation Authority (SEPTA) for a Turnstile Modification Project. The project requires the contractor to furnish all labor, materials, equipment, and supervision necessary to modify existing turnstiles at various SEPTA stations throughout Philadelphia, including disassembly, removal, modification, reinstallation, and testing of turnstile components. The scope includes modifications to approximately 234 turnstile lanes across multiple stations in the Market-Frankford Line, Broad Street Line, and other transit facilities. A mandatory pre-bid meeting and site visit is scheduled for January 31, 2023, at 10:00 AM at SEPTA Headquarters, with bids due on February 21, 2023, at 11:00 AM. The contract term is 365 calendar days from the Notice to Proceed, with no renewal options specified.

Pricing will be evaluated on a lump sum basis for the base bid, with unit pricing required for specific line items including turnstile modifications, electrical work, and related components. This procurement includes a Small Business Enterprise (SBE) participation goal, requiring contractors to demonstrate good faith efforts to include certified SBE subcontractors. Payment terms follow SEPTA's standard net 30-day schedule upon receipt of proper invoices. The project requires compliance with prevailing wage requirements, and contractors must provide performance and payment bonds each equal to 100% of the contract amount. Bidders must demonstrate experience with similar transit facility modification projects and provide references for work completed within the last five years. Insurance requirements include general liability coverage of $2 million per occurrence and workers' compensation as required by Pennsylvania law.
