SPC-IRT II Draft Requirements Summary

This document establishes technical specifications for the Second-Generation Special Purpose Craft – Ice Rescue Transport (SPC-IRT II), an airboat platform engineered to standardize long-haul ice rescue capabilities across the Great Lakes Area of Responsibility. The vessel is designed to support Search and Rescue (SAR), Living Marine Resources (LMR), and Other Law Enforcement (OLE) missions, with secondary capabilities for crew transport through shallow water, mobile command operations, and emergency victim shelter. The SPC-IRT II must accommodate 6 persons (3 crew, 3 passengers at 220 lbs per person with PPE) and operate across diverse environments including navigable waterways, dry land, solid and broken ice, mixed ice flows, and open water up to 10 nautical miles offshore during both day and night conditions.

Physical specifications require a maximum overall length of 25 feet, maximum beam of 8 feet 6 inches when trailered, and maximum draft of 12 inches in fresh water. The vessel must achieve minimum 15 knots in 6-inch seas, complete stop from full speed in less than 100 feet on snow-covered ice, and 5 hours endurance with 10 percent fuel remaining at optimum planning speed. The hull must be constructed of high-strength composite material resistant to ice abrasion and ground contact, with low center of gravity, positive buoyancy per ABYC H-8, and structural hardpoints for towing operations. The SPC-IRT II must operate in extreme temperature ranges (-30°F to 115°F air, freezing to 80°F water), sustained 30-knot winds with 40-knot gust survivability, and 3-foot significant wave height conditions. Key systems include a USCG SINS-2 integrated navigation system with dual Raymarine multifunctional displays, heading sensor, GNSS receiver, radar, AIS transponder, and infrared camera with pan/tilt capability. Communications must feature internal single-circuit system with wireless VOX capability at four crew stations, Standard Horizon GX-6000 VHF radio with DSC, and forward-facing HAIL/PA horn. The vessel requires semi-enclosed cabin with canvas weather protection, six shock-mitigating seats with crew restraints, dedicated handholds, illuminated emergency egress pathways, block heater, cabin heating, and windshield de-icing systems. A tilting trailer with electric winch and 65-mph highway rating must support the complete assembly without exceeding 10,000 pounds. Standard outfit includes navigation equipment, communication tools, safety devices, life-saving throw bag and ring, fire extinguishers, and comprehensive tool kit. The contractor must deliver Boat Information Book per ABYC T-24, full technical drawings, Master Equipment List, Recommended Spare Parts List, 150-Hour Maintenance Requirements List with all necessary parts and consumables, special tools documentation with source of supply, engine diagnostic software licenses, and familiarization training at delivery locations within 5 days covering safe boat handling, emergency casualty control, and operational procedures.
