OTIS AIR NATIONAL GUARD BASE
REQUEST FOR PROPOSAL (RFP)
Project Title: Parking Lot Light Pole Replacement: SPBN-262008 Issuing Agency: 102d Civil Engineer Squadron Location: Otis Air National Guard Base (ANGB), Massachusetts Performance location: Building 330, Otis ANGB
1.0 INTRODUCTION & PROJECT OBJECTIVE
Otis Air National Guard Base is soliciting proposals from qualified electrical and lighting contractors to replace the existing parking lot light poles and luminaires at the designated facility parking structures.
The existing lighting infrastructure is in severe disrepair. Due to advanced structural deterioration and safety hazards, several light poles have already been removed, creating unlit areas that present security concerns and safety hazards for base personnel.
To maximize the efficiency of the government's budget, all existing concrete footings (foundations) shall be preserved, inspected, and reused. The successful contractor will be responsible for evaluating the structural integrity of the existing footings, prepping them, and mounting the new poles onto them.
The objective of this project is to restore safe, high-efficiency lighting to these areas by upgrading the exterior lighting infrastructure to Solid State Lighting (SSL) / Light Emitting Diode (LED) systems. The new installation must minimize energy consumption, reduce maintenance costs, eliminate light trespass, and fully comply with current Department of Defense (DoD) standards and Unified Facilities Criteria (UFC).
2.0 SCOPE OF WORK
The Contractor shall provide all labor, materials, equipment, and supervision required to execute the works described below.
2.1 Primary Parking Lot and Government Parking Lot (9 Poles)
• Demolition & Preparation:
o Safely remove and dispose of the legacy High-Intensity Discharge (HID) luminaires and remaining damaged/standing light poles.
o Preserving the existing 9 concrete footings in place is mandatory. The Contractor shall inspect and verify the structural integrity of each footing.
o Clean, repair, and wire-brush the existing anchor bolts. Thread-chase the bolts to clear rust and debris. Apply zinc-rich cold galvanizing compound to restored anchor bolts.
• Installation:
o Furnish and install 9 new wind-rated, powder-coated aluminum or steel light poles designed to match the existing anchor bolt-circle configuration. If bolt circles do not match, the Contractor shall engineer and furnish heavy-duty hot-dip galvanized steel adapter plates (minimum 1-inch thick) to transition between the existing anchor pattern and the new pole base.
o Furnish and install 9 high-efficiency LED luminaires.
• Restoration & Wiring:
o Re-wire from the handhole base to the luminaire. Test circuit insulation resistance (megger test) of existing underground conductors feeding the poles.
o Restore any minor disturbed surfaces around the existing piers to match adjacent paving/landscaping.
2.2 General Scope (Applicable to both Lots)
• Provide computer-generated photometric plans to verify that proposed luminaires and locations meet the required performance criteria based on the existing fixed locations of the concrete footings.
• Ensure seamless integration with existing or new lighting control systems.
3.0 APPLICABLE STANDARDS AND CODES
All designs, materials, and workmanship shall comply with the most current editions of the following standards, codes, and guidelines. Strict adherence to the Whole Building Design Guide (WBDG) and UFC is mandatory.
