About this file

This document is a Sources Sought Synopsis issued by the United States Space Force (USSF) Space Systems Command (SSC) for the sustainment and modernization of the Space Fence Radar AN/FSY-3 system.

The government is conducting market research to identify capable sources to provide depot-level maintenance, component reliability improvements, software maintenance, hardware testing and integration, logistics support, and system integration lab support for the Space Fence Radar. The radar system is located at Kwajalein Island and the Space Fence Operations Center at Eglin AFB, and its primary mission is to detect and track space objects in various orbits. The government is seeking responses from interested parties, including small businesses, by June 3, 2024 to demonstrate their ability to meet the requirements. A related federal contract opportunity with the solicitation number FA8820-24-R-0006 has been identified for the sustainment and modernization of the Space Fence Radar.

I. PURPOSE/DESCRIPTION

1. This Sources Sought Synopsis is issued in support of the United States Space Force, Space Systems Command, Space Domain Awareness and Combat Power Enterprise Space Domain Awareness Acquisition Delta (USSF/SSC/SZG) solely for information and planning purposes in support of market research being conducted to identify capable sources of support to sustain and modernize the Space Fence Radar. Information received will assist the Government in developing any forthcoming acquisition strategy. This sources sought announcement is not to be construed as a commitment by the Space Force to issue a solicitation or ultimately award a contract.

2. The current program of record is a single deployment of Sensor Site 1 (SS1), located on Kwajalein Island, and the Space Fence Operations Center (SOC), located at the Eglin AFB, Site C-6, Eglin Radar Facility. The Space Fence Radar’s primary mission is to detect and track known and unknown space objects in Low Earth Orbit (LEO), Medium Earth Orbit (MEO), Highly Elliptical Orbit (HEO), and Geosynchronous Earth Orbit (GEO). The Space Fence Radar hardware and software are massive in scale.

The SFS mission software in the Mission Subsystem (MSS), the Radar Subsystem (RSS) and the Facility Subsystem (FSS) consists of 17 Computer Software Configuration Items (CSCIs), with over a million software lines of code, 4,600 transmitter assemblies, 11,000 receive assemblies, 450 power supplies, and thousands of additional critical components.

3. At a minimum, contractor responsibilities will include:

1) Depot Level Maintenance of repairable components such as transmitter/receiver assemblies and power supplies,

2) Component-level reliability improvements,

3) Software maintenance and integration to address cyber security, deficiency reports, and obsolescence,

4) Hardware test and integration,

5) Accomplish any required component serviceability improvements,

6) Logistics support to include DMSMS, obsolescence, and shipping serviceable components to government designated location,

7) Provide virtual and on-site support as requested,

8) Maintain System Integration Lab (SIL), which is comprised of hardware Integrated Test Bed

(ITB) and Enhanced Software Development Environment (E-SDE).

9) Maintain, at minimum, DoD SECRET clearance for all personnel at the OCONUS radar site and CONUS facilities.

4. a. Mission Areas

Low Earth Orbit (LEO), Medium Earth Orbit (MEO), Highly Elliptical Orbit (HEO), and Geosynchronous Earth Orbit (GEO)

b. Data Exposure

The Space Fence measured data (Observations and Tracks) shall be made available on the Unified Data Library (UDL).

5. Security Classification

Responses shall contain only Unclassified Information or CUI.

6. Government Furnished Equipment (GFE) Available

a. Hardware:

1) The Enhanced Software Development Environment (E-SDE) is located at the Original Equipment Manufacturer facility in Moorestown, NJ. The E-SDE includes the computing, networking, network storage hardware and development tools necessary to maintain the Space Fence Software and Firmware

2) 45 different depot level repairable critical components

7. The Government is conducting this market research to determine if there are other sources that could successfully perform and meet sustainment, modernization, and component repair requirements for the Space Fence Radar. Information received will be considered solely for the purpose of determining whether it is possible to conduct a competition for this effort.
